HomeMy WebLinkAbout2009-05-28 Commissioner MinutesTHURSDAY, MAY 28, 2009 The Franklin County Commissioners met Thursday, May 28, 2009, with the following members present: Robert L. Thomas, David S. Keller and Robert G. Ziobrowski. Chairman Thomas presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the minutes of May 19, 2009 and May 21, 2009 meetings. The Board reviewed Aging Office matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Budget Amendment in the amount of $80,301.00 to amend for 2008/2009 additional funding provided by State. The Board reviewed additional Aging Office matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Quote from Penn State University, Mont Alto to hold Senior Spring Break at a cost of $5,610.95. This is the only place to hold this event within the County that meets all of the specifications needed. The Board reviewed additional Aging Office matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Invoice from Sheetz for the Aging Office to purchase Sheetz gas cards for 105 Home Delivered Meal Volunteer drivers at a cost of $70.00 each for a total of $7,350.00 The Board reviewed additional Aging Office matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the updated 2008-2009 Franklin County Aging Contracts and Amendments. The Board reviewed Children & Youth matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Updated Purchase of Service Agreements and Per Diem Rates listing for Fiscal Year 2008/2009. The Board reviewed additional Children & Youth matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Certification Statement to Commonwealth of Pennsylvania for the period of July 1, 2008 through March 31, 2009. The Board reviewed Community Services matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Human Services Development Fund Assurance of Compliance to Department of Public Welfare for Fiscal Year 2009-2010. Continued on page 2 The Board reviewed Court Administration matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Budget Transfer in the amount of $20,000.00 to cover contract for technical assistance in a business plan for the Judiciary and Court Administration. The Board reviewed Nursing Home matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Agreement between the County of Franklin and Humana, Inc. for the Nursing Home to be an in-network provider of skilled nursing care to policy holders of HUMANA, Inc. Insurance Choice Care National Commercial PPO program at no cost to the County for the period of May 28, 2009 through May 27, 2010 with an automatic annual renewal. The Board reviewed Property Management matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Proposal from Rodney B. Smith Plumbing, Heating to replace pressure reducing valve at the Nursing Home at a cost of $3,678.00. Three quotes were received and this was the lowest qualified quote. The Board reviewed Prothonotary matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the 2009 Budget Adjustment in the amount of $9,500.00 to budget automation funds for Infocon and Kodak bills. In accordance with PA Act 14 notifications, Department of The Army, Letterkenny Army Depot notified the County of an Application for Plan Approval being applied to construct two new paint booths in Building 52 located on Letterkenny Army Depot. In accordance with PA Act 14 notifications, Franklin County Conservation District notified the County of a Pennsylvania Water Obstruction and Encroachment Permit being applied by Milton Knouse for property located in Quincy Township. In accordance with PA Act 14 notifications, Franklin County Conservation District notified the County of a Pennsylvania Water Obstruction and Encroachment Permit being applied by Jude Hess for property located in Quincy Township. In accordance with PA Acts 67, 68 and 127 notifications, R. Lee Royer and Associates notified the County of a PA Department of Environmental Protection NPDES permit being applied by David F. Neibert for Iron Bridge Estates a residential subdivision located in Washington Township. In accordance with PA Acts 67, 68 and 127 notifications, R. Neibert for Wayne Highway Estates a residential subdivision located in Washington Township. The Board recessed at 9:30 a.m. and will reconvene at 9:45 a.m. The Board reconvened at 9:45 a.m. and recessed at that time and will reconvene at 10:00 a.m. at the Nursing Home. Continued on page 3 Dr. Barry Parks, Nursing Home Administrator, Carol Knisely, QUnique President CEO, Mary Kimmel, Finance Manager and Alma Cullers, Director of Nursing met with the Board to review the Falling Spring Nursing and Rehabilitation Center Governing Board Report which is attached and made a part of these minutes.
