WEDNESDAY, DECEMBER 29, 2021
The Franklin County Commissioners met Wednesday, December 29, 2021, with the
following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski.
Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the
Pledge of Allegiance, proceeded with the business of the day.
The meeting was live streamed.
On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved to adopt the agenda.
Chairman Keller wanted to send condolences to the family of Corrections Officer Sterling
Heinbaugh who passed away yesterday. He was 58 and served honorably at the Jail. He
worked this past year through the COVID pandemic alongside his coworkers at the Jail.
Chairman Keller asked everyone to please keep the Heinbaugh family in their thoughts and
prayers.
There was no public comment.
On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved all bills presented and ordered paid.
The minutes of the December 22, 2021 meeting were reviewed. Chairman Keller made
approval. These will be decided upon in the afternoon session.
The Board reviewed Agreements, Contracts and Reports. Commissioner Flannery
asked John Boozer, Project Manager to provide an update on the budget for the construction
projects in the near future. The items will be decided upon in the afternoon approval session.
On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved to enter an executive session at 11:11 a.m. this date for the purpose of reviewing
pending litigation matters. The Board reconvened into regular session at 11:25 a.m. No action
was required after the executive session.
The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that
were reviewed.

There was no public comment.
On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved the minutes of the December 22, 2021 meeting.
The Board reviewed Commissioners matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute
Change Order #EC-030 from Lobar, Inc. to install conduit raceway as required by Owner, from
new MDF room in Historic Courthouse Basement up through building to attic for distribution of
data cabling at a cost of $8,399.52.

The Board reviewed additional Commissioners matters. On a motion by Robert G.
Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the
Board to execute Change Order #EC-033 from Lobar, Inc. to provide two (2w) 30 Amp, 208 Volt
receptacles in the Historic Courthouse second floor IDF room as requested by the owner at a
cost of $2,282.46.
The Board reviewed additional Commissioners matters. On a motion by Robert G.
Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the
Board to execute Change Order #EC-034 from Lobar, Inc. to provide electrical components for
the new MDF room in the Historic Courthouse basement at a cost of $4,274.63.
The Board reviewed additional Commissioners matters. On a motion by Robert G.
Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the
Board to execute Change Order #EC-035 from Lobar, Inc. to provide pathways for roughing-in
of courtroom audiovisual components, and wiring for power to the various courtroom stations at
the Historic Courthouse at a cost of $17,346.04.
The Board reviewed additional Commissioners matters. On a motion by Robert G.
Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the
Board to execute Change Order #EC-036 from Lobar, Inc. to revise and provide additional
power receptacles in the Historic Courthouse and provide cove lighting in hearing room 203 at a
cost of $7,664.86.
The Board reviewed Human Resources matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute
the agreement between the County of Franklin and Mazzitti & Sullivan, EAP to provide
personality assessments to participants and mento
Program at a cost of $4,320.00 for the period of December 1, 2021 through December 31, 2021.
The participants will take the assessments during their own time.
The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski, seconded
by John T. Flannery; unanimously approved the addendum to the Franklin County Tourism and
Quality of Life Enhancement Grant (TQLEG) recipient agreement dated January 18, 2018
between the County of Franklin and Greene Township to extend the Conococheague Creek
Trail project through December 31, 2022. All other terms and conditions of the original
agreement will remain in full force and effect.
The Board reviewed Reentry Services Center matters. On a motion by Robert G.
Ziobrowski, seconded by John T. Flannery; unanimously approved the agreement between the
-sustaining
medications for CARE program participants who do not have active Medical Assistance or other
insurance at a cost of $4,000.00 for the period of January 1, 2022 through December 31, 2022.
In accordance with PA Act notifications, Gwin Dobson & Foreman Engineers notified the
County of a Pennsylvania Department of Environmental Protection NPDES Permit, Public Water
Supply Permit, Chapter 105 General Permit 5, Water Obstructions and Encroachments Permit,
Erosion and Sediment Control Plan and Highway Occupancy permit Applications being applied
by Bear Valley Franklin County Pennsylvania Joint Authority on property located in Peters and
St. Thomas Townships.
On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved to enter an executive session at 2:08 p.m. this date for the purpose of reviewing
contract negotiations matters. The Board reconvened into regular session at 2:56 p.m. No
action was required after the executive session.
