WEDNESDAY, FEBRUARY 2, 2022
The Franklin County Commissioners met Wednesday, February 2, 2022, with the
following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski.
Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the
Pledge of Allegiance, proceeded with the business of the day.
The meeting was live streamed.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved to adopt the agenda.
Valerie Jordan from Fayetteville provided public comment concerning a flag that was
flown at the Coyle Free Library and that it should only be the United States Flag that is flown
since that is public property that is shared by everyone. She continued that when their flag can
feed the hungry and impoverished in this county like that of the flag of the United States, then
serious attention should be granted to them. She feels disenfranchised at zip code 17222 and
that the Borough of Chambersburg appears to get the most attention.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved all bills presented and ordered paid.
The minutes of the January 26, 2022 meeting were reviewed. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the January
26, 2022 meeting.
The Board reviewed Agreements, Contracts and Reports. Carrie Gray, County
Administrator, asked to pull board action #11, the first amendment to the Community
Development Block Grant program with the Borough of Greencastle because we are still in an
advertising period so we need to hold off on the action until next week. The remaining items will
be decided upon in the afternoon session.
The Board conducted a bid opening for delivery and pickup of election equipment and
PA. They bid $88.90 that includes five vans per day for fuel charge, two men and a van for
$136.50 per hour. In addition, one hour of travel time will be added to the actual start/stop time,
per unit, per day. Jean Byers, Deputy Chief Clerk, asked the Board to accept the proposal.
Commissioner Flannery asked about these costs in the past. Ms. Byers said we started bidding
out this service in 2006 when we purchased the precinct counters and ADA machines when we
inning bid each time. Ms.
Byers responded that this price is identical to the one they bid in 2019 and 3 years prior to that
the fuel charge was $54.80 so it was less. She said that the costs per each election are
between $10,000 - $11,000 twice a year. On a motion by John T. Flannery, seconded by
Waynesboro, PA for a bid as listed above. This was the only bid received.
The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that
were reviewed.

The Board reviewed Commissioners Office matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved Resolution #2022-02 to designate a
depository or depositories for all County funds to be deposited, which is attached and made a
part of these minutes.
The Board reviewed additional Commissioners matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute Change Order #GC-120 from Lobar, Inc. to install access panels at the
Judicial Center at a cost of $468.83.
The Board reviewed additional Commissioners matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute Change Order #GC-121 from Lobar, Inc. for miscellaneous Time & Material
framing and drywall at the Judicial Center at a cost of $4,521.20.
The Board reviewed additional Commissioners matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the contract between the
County of Franklin and Hammel Associates to perform services related to a master preservation
plan of the Historic Courthouse in the amount of $12,050.00. This contract is part of a project for
which the county received grant funding from the Pennsylvania Historical and Museum
Commission.
The Board reviewed Fiscal matters. On a motion by John T. Flannery, seconded by Robert G.
Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of
$200,000.00 for additional 2021 appropriations for Hotel Tax to account for revenues and
subsequent distributions being higher than originally budgeted.
The Board reviewed additional Fiscal matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in
the amount of $250,000.00 for additional 2021 appropriations in the retirement trust for costs
related to retirement software purchase, investment fees, insurance and annuity payments that
were higher than originally budgeted.
The Board reviewed Human Resources matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the renewal policy from Midwest
Employers Casualty Company to provide Excess W
amount of $180,494.00 for the period of February 1, 2022 through February 1, 2024. This is
Excess workers' compensation insurance
renewal is a mandatory requirement to maintain workers' compensation self-insurance status.
The Board reviewed Information Technology Services matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the proposal from B&H
and Zones to purchase power equipment to furnish the electric needs of the two network wiring
closets in the Historic Courthouse as well as the UPS battery backup for the switchgear at a
cost of $12,557.61.
The Board reviewed additional Information Technology Services matters. On a motion
by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the quote from
period of March 1, 2022 through February 28, 2023. Virtru integrates with Google to allow
employees to encrypt emails containing sensitive information in order to be compliant with
Health Insurance Portability and Accountability Act (HIPAA) and Criminal Justice Information
Services (CJIS) regulations.

The Board reviewed Jail matters. On a motion by John T. Flannery, seconded by Robert
G. Ziobrowski; unanimously approved for the Chairman of the Board to execute amendment #3
to the Food Services Agreement (dated April 1, 2019) between the County of Franklin and
Summit Food Service, LLC to extend the agreement an additional one (1) year term. Each year
an increase may occur based upon the Bureau of Labor Statistics Consumer CPI, US City
Average Food Away From Home Table. The 5% increase effective dates are: 4/1/2022 -
4/1/2023.
The Board reviewed additional Planning matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute Resolution #2022-03 for the Board of Commissioners authorizing the filing of an
Application for funds with the Department of Community and Economic Development (DCED),
Commonwealth of Pennsylvania. This is an updated resolution for the existing HOME Grant that
has been awarded to the County for a project in the Borough of Waynesboro.
The Board reviewed Property Management matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the Letter of Agreement between the County of Franklin and Timothy Goetz to provide
snow removal at the Greencastle Senior Activity Center for an amount of $115.00 per hour for
the period of January 1, 2022 through December 31, 2023.
The Board reviewed additional Property Management matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the amendment to the contract signed on December 15, 2021 between the
County of Franklin and Chambersburg Waste Paper for trash and recycling services. This
amendment is to add recycling at the Archives building at 340 North Second Street for a total
annual contract total of $13,008.00. All other terms and conditions of the original contract will
remain in full force and effect.
The Board reviewed Tax Services matters. On a motion by John T. Flannery, seconded
by Robert G. Ziobrowski; unanimously approved the Certification of annual 2021 Liability Report
and acceptance and authorizations of additions and exonerations to the 2021 County, 1st
Interim, 2nd Interim, 2020 3rd Interim & 4th Interim duplicates.
The Board reviewed Tax Claim matters. On a motion by John T. Flannery, seconded by
Robert G. Ziobrowski; unanimously approved to accept the following bids on the repository list:
Rebecca May Jewell in the amount of $100.00 for purchase of a mobile home on Cumberland
Circle in St. Thomas Township; Michael Balmer in the amount of $300.00 for purchase of a
mobile home on Buchanan Drive located in Peters Township.
In accordance with PA Act notifications, GHD notified the County of a Pennsylvania
Department of Environmental Protection Water Obstruction & Encroachment Permit and Water
Quality Management Part II Permit Application being applied by Hamilton Township Municipal
Authority for pump station No. 4 force main replacement on property located in Hamilton
Township.
The Board reviewed an appointment to the Agricultural Preservation Board. On a
motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to
appoint Brian Brake to fill an unexpired term through December 31, 2022.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved to enter an executive session at 2:07 p.m. this date for the purpose of reviewing
Personnel matters. The Board reconvened into regular session at 2:19 p.m. No action was
required after the executive session.

The meeting was adjourned at 2:20 p.m. with a motion by John T. Flannery; seconded
