WEDNESDAY, FEBRUARY 23, 2022
The Franklin County Commissioners met Wednesday, February 23, 2022, with the
following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski
(attending virtually). Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
The meeting was live streamed.
On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved to adopt the agenda.
Kim Wertz provided public comment and asked for more explanation of action item #1 a
projected for the revenues and expenditures are running true to form. She also asked, with
respect to action item #3, how much will the county be asking for and what all the grant will
entail?
On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved all bills presented and ordered paid.
The minutes of the February 16, 2022 meeting were reviewed. On a motion by Robert
G. Ziobrowski, seconded by John T. Flannery; unanimously approved the minutes.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked Carrie
Gray, County Administrator, to respond to the public comment questions. Ms. Gray explained
that with respect to the Children & Youth projections compared to actual budget, the most
recent report we received covers through November 2021 and this report before them today
ended September 2021. It shows they are slightly under budget by 12%. Ms. Gray explained
Action #3 is for the county to apply for a construction grant to help pay for the a new roof,
gutters, downspout, fascia as well as repairs to the clock tower at the historical courthouse. The
maximum award is $100,000 with a 50% match so we are looking at up to $200,000 for the
project application. The items will be decided upon in the afternoon session.
Chairman Keller announced that the County is presenting a Certificate of Appreciation to
South Central Community Action Program (SCCAP) for their service to Franklin County and are
joined by Megan Shreve and her team today. He turned it over to Carrie Gray. Ms. Gray said
that today we are thankful that SCCAP is able to join the Board to receive a Certificate of
Appreciation. She continued that in the past the county has recognized employees who are role
models through their work in the community but we have implemented a new program to
recognize agencies and SCCAP is the first agency to be recognized. SCCAP was able to step
up during the time of the COVID crisis and implemented programs that address housing needs,
food insecurities, crime prevention and helping people achieve financial independence. Ms.
Gray continued that
myriad of programs and services such as the Franklin County Homeless Shelter, the Homeless
with families interested in transitioning from poverty toward stability, and the SCCAP
Weatherization Program helps low-income families reduce heating and energy costs by
improving the energy efficiency of their homes. The Gleaning Project, meanwhile, is a
collaborative effort to make good use of agricultural excess on area farms while reducing
hunger and improving nutrition in our communities. Ms. Gray continued that SCCAP has been
instrumental in distributing Emergency Rental Assistance Program funding to assist those
adversely affected by COVID-19 with rent, utilities and other housing costs. In 2021, SCCAP
distributed more than $7.6 million to support Franklin County residents facing eviction or utility
shutoffs. The organization also administers the Franklin Together reentry coalition and its

associated projects, including the Moving Forward peer support program, to empower formerly
incarcerated individuals and their families to reduce recidivism and encourage them to become
contributing members of their communities. SCCAP has been and continues to be an incredible
asset to our community. The Commissioners are indebted to SCCAP for the work the
organization performs to improve the lives of Franklin County residents. Chairman Keller said

better in Franklin County. He appreciates all that they do. Commissioner Flannery said that
being in politics for two years now sometimes we try to throw money at problems to the most
unfortunate in the community but there is an old saying that if you give a man a fish he will eat
for a day but if you teach a man how to fish you will feed him for a lifetime. He continued that
SCCAP embellishes this and works really hard at getting people on track. Commissioner
Ziobrowski said that he underlines what his fellow commissioners said. SCCAP has
extraordinary leadership in Megan and thanked her for all she does. Megan Shreve introduced
her team that was present and said she is grateful for their relationship with the County and their
the County.
The Board reviewed Commissioners Office matters and conducted a bid opening for the
printing, furnishing and delivery of ballots for the Primary and General Election. The following
a part of these minutes. Jean Byers, Deputy Chief Clerk, explained that
there is a severe paper shortage so the Department of State and the vendor are asking counties
to put in their order for the General Election as well to guarantee that we will have the paper
needed. She continued that there is a certain paper that we use with our machines and there
are only two vendors in the whole country that makes the paper so we are limited. She thought
it was a good time to order the paper now. On a motion by Robert G. Ziobrowski, seconded by
John T. Flannery; unanimously approved to forward the bids to Ms. Byers for review and will
award/reject the bids next Wednesday, March 2, 2022 at 11:15 a.m.
The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that
were reviewed.

There was no public comment.
The Board reviewed Children & Youth matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; unanimously approved the report to the Commonwealth of
Pennsylvania, Bureau of Budget and Program Support, Office of Children, Youth & Families
showing Fiscal Year 2021-2022 1st quarter report of revenue and expenditures (Act 148) total
expenditure for period July 1, 2021 through September 30, 2021. The total amount of the report
is $2,877,813.00 and the General Fund portion is $540,414.00.
The Board reviewed Commissioners Office matters. On a motion by Robert G.
Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the
Board to execute Certificates of Substantial Completion for the following contractors for closeout
of the Archives Project:
a. Frank B. Lesher Company for the Electrical Construction
b. Stouffer Mechanical Contractor for the Plumbing Construction
c. eciConstruction, LLC for the General Construction
d. Frey Lutz Corporation for the Mechanical Construction

The Board reviewed additional Commissioners Office matters. On a motion by Robert
G. Ziobrowski, seconded by John T. Flannery; unanimously approved Resolution 2022-07 to
stone
Construction Grant Program as a potential source of grant funding for the Franklin County
Historical Courthouse Project.
The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski, seconded
by John T. Flannery; unanimously approved for the Chairman of the Board to execute the
purchase of two new pickup trucks from Whitmoyer Buick-Chevrolet, Inc. for the Mosquito and
Tick Borne Disease program in the amount of $61,710.00. The purchase of the vehicles are
covered as part of the Mosquito Surveillance (West Nile Virus) grant agreement with the
Pennsylvania Department of Environmental Protection. Quotes were requested and this was the
only quote received.
The meeting was adjourned at 2:05 p.m. with a motion by Robert G. Ziobrowski;
seconded by John T. Flannery.
