The Franklin County Commissioners met Tuesday, July 21, 2009, with the
following members present: Robert L. Thomas, David S. Keller and Robert G.
Ziobrowski. Chairman Thomas presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously
approved to adopt the agenda.
Public comment was received from Mr. Allen Piper, President of Citizens for
Responsible Government who is concerned about the PA budget shortfall. How will the
County fare if less money from State? Are Commissioners planning more budget
reductions? Mr. Piper is hoping the Commissioners are watching spending and only
spend money on necessary items. Mr. Piper read the Public Participation clause of the
Sunshine Law and commented that the Board should provide sufficient time to comment
on matters of concern or deliberation prior to taking official action. Mr. Piper would like
his comments to be made a matter of public record and would like the Board to respond
to his questions.
Public comment was also received from Mr. Bud Bennett who is questioning the
overlapping of positions. Why does the County have a Human Services Administrator
and a Human Services Director? What is the Director of Managed Care? Why do we
have an Acting Director of EMA, haven't had an emergency in years? Mr. Bennett
questions the Tourism Director who also has an office in the Chamber building. Seems
like doesn't make sense to have overlapping agencies and should not have full-time
jobs.
The minutes of July 14, 2009 and July 16, 2009 meetings were read. These will
be approved and signed on Thursday, July 23, 2009.
The Board reviewed Agreements and Contracts. These will be approved and
signed on Thursday, July 23, 2009.
The meeting was adjourned at 9:18 a.m. with a motion by Robert G. Ziobrowski;
seconded by David S. Keller.
