WEDNESDAY, MARCH 16, 2022
The Franklin County Commissioners met Wednesday, March 16, 2022, with the
following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski
(attended virtually). Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
The meeting was live streamed.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved to adopt the agenda.
There was no public comment.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved all bills presented and ordered paid.
The minutes of the March 9, 2022 meeting were reviewed. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the minutes.
The Board reviewed Agreements, Contracts and Reports. The items will be decided
upon in the afternoon session.
The Board reviewed an appointment to the Franklin County Planning Commission
Committee. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved to approve Austin Rosenbaum for a term to expire on December 31, 2023.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved to enter an executive session at 11:05 a.m. for the purpose of reviewing potential
litigation matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved to reconvene into regular session at 11:24 p.m. No action was required
after the executive session.
The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that
were reviewed.
The Board reconvened at 2:00 p.m.
Chairman Keller announced that Commissioner Ziobrowski will not be attending the
meeting this afternoon.
There was no public comment.
The Board reviewed Aging Office matters. On a motion by John T. Flannery, seconded
by David S. Keller; unanimously approved for the Chairman of the Board to execute the rental
agreement between the County of Franklin and Guilford Township Supervisors for rent of the
pavilion or community center at Norlo Park for the volunteer banquet being held on April 21,
2022. The cost is $75.00 for the pavilion or $125.00 plus $100.00 security deposit for the
community center. Only one facility will be used depending upon the weather.

The Board reviewed Commissioners matters. On a motion by John T. Flannery,
seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute
the renewal agreement between the County of Franklin and DexYP for renewal of yellow pages
listings for the Area Agency on Aging in the amount of $30.00 per month for the period of June
1, 2022 through November 30, 2023.
The Board reviewed additional Commissioners matters. On a motion by John T.
Flannery, seconded by David S. Keller; unanimously approved for the Chairman of the Board to
execute Change Order #GC-122 from Lobar, Inc. for additional signage upgrades at the Historic
Courthouse at a cost of $1,202.40.
The Board reviewed additional Commissioners matters. On a motion by John T.
Flannery, seconded by David S. Keller; unanimously approved for the Chairman of the Board to
execute Change Order #GC-123 from Lobar, Inc. for shaft assemblies in the existing elevator at
the Historic Courthouse at a cost of $2,251.10.
The Board reviewed CJAB/Grants matters. On a motion by John T. Flannery, seconded
by David S. Keller; unanimously approved the Grant Application to PA Commission on Crime &
Delinquency requesting $97,676.00 through the Endowment Act-CAC to provide an

period of July 1, 2022 through June 30, 2024. This position will provide administrative support
for the ongoing provision of quality services and follow-up and reporting to maintain the
services.
The Board reviewed Department of Emergency Services matters. On a motion by John
T. Flannery, seconded by David S. Keller; unanimously approved the 2021 Hazardous Material
Emergency Response Preparedness Report (HMERP) (County Annual HazMat Report) and
22/23 Hazardous Material Response Fund (HMRF) Grant Application to Pennsylvania
Emergency Management Agency (PEMA). The 2021 County Annual HazMat Report provides
PEMA the data needed to create the required annual report to the General Assembly and
application of HMRF funding. The HMRF allocation and grant agreement will be provided by
PEMA at a later date. These grant funds are used for chemical emergency plans, purchase of
hazardous material response equipment, training and exercises.
The Board reviewed Information Technology Services matters. On a motion by John T.
Flannery, seconded by David S. Keller; unanimously approved the quote from Guardian
Network Solutions, LLC for renewal of the licensing for Antivirus and Malware protection on the
endpoint machines at a cost of $40,471.00 for the period of May 28, 2022 through May 27,
2025. This places Bitdefender on our computers, servers, and tablets.
The Board reviewed Jail matters. On a motion by John T. Flannery, seconded by David
S. Keller; unanimously approved for the Chairman of the Board to execute the quote from Frey
Lutz HVAC for purchase of a replacement and repair of the unit responsible for the heating
make up of air for the kitchen - Stage1 at a cost of $10,676.00. This unit blows fresh air into the
kitchen and is one of three main air units. The unit needs the following replaced: new Modine
NFG350 burner for CaptiveAire unit A3-1.700-G18, new ignition board, and gas valve. It will
require a crane lift to put the new items in place.
The Board reviewed Juvenile Probation matters. On a motion by John T. Flannery,
seconded by David S. Keller; unanimously approved the purchase of a 2022 Ford Explorer from
Whitmoyer Ford at a cost of $32,650.00. This vehicle will replace a 2007 Ford Fusion with over
200,000 miles. Requests for quotes were requested with two responses. This quote is the
most responsive quote due to having a factory installed tow hitch and wiring; 6 cylinder engine
as standard; and the vehicle can be delivered within 45 days.

The Board reviewed Reentry Services Center matters. On a motion by John T.
Flannery, seconded by David S. Keller; unanimously approved the Rental Lease Agreement
between the County of Franklin and US Department of Housing and Urban Development (HUD)
for the HUD Permanent Supportive Housing Lease Program (Shelter Plus Care) that covers the
total rent plus any landlord covered utilities for participants for a lease amount of $650.00 per
month for the period of March 8, 2022 through August 1, 2023. The County holds the Lease with
the landlord and the participant subleases from the County. Program participants are
responsible for any utilities not included in the lease rent, up to 30% of their adjusted gross
income. Participants are linked with supportive services and case management to assist them
with maintaining permanent stable housing.
The Board reviewed Treasurer Office matters. On a motion by John T. Flannery,
seconded by David S. Keller; unanimously approved for the County Administrator to execute the
change in signatory for the Non-Corporate Resolution Certification to authorize the Treasurer to
trade with Multi-Bank Securities, Inc. to purchase CD's for the monies that the County holds.
The meeting was adjourned at 2:05 p.m. with a motion by John T. Flannery; seconded
by David S. Keller.
