HomeMy WebLinkAbout2022-04-06 Commissioner Minutes WEDNESDAY, APRIL 6, 2022 The Franklin County Commissioners met Wednesday, April 6, 2022, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski (attended virtually in the morning session and in person in the afternoon session). Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Kim Wertz, from Chambersburg, provided public comment and asked for more information on board action item #1; the Children & referring to funds that the County cannot recoup. She also commented that she misses On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. The minutes of the March 30, 2022 meeting were reviewed. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the minutes. The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked Carrie Gray, County Administrator, to answer the question asked during public comment. Ms. Gray explained that Woods Services is a provider of treatment for children with highly complex medical cases. There is a discrepancy on what the provider is requiring as a daily rate asking for an increase of $25,784.00. Ms. Gray continued that Minnie Goshorn, Children & Youth Director, is asking the provider to submit a packet to have the State pay a higher rate but there is no guarantee. Chairman Keller responded that there are appeals to the State that are a couple of years behind that could help to cover the funds. The items will be decided upon in the afternoon session. Chairman Keller stated that he has been asked in the past why the Commissioners consider so many proclamations in the spring because it helps them get reelected. He explained that these requests come to them and the Board is glad to do them. Most of the time the cause or mission are ones the county supports directly or indirectly. The Board reviewed information regarding National Telecommunicators Week. Jake Crider, Department of Emergency Services Director, thanked the Commissioners for this opportunity to honor public safety telecommunicators. He explained that the dispatchers are the first first responders to hear the incident but the worst part about being a dispatcher is that if the call they have another call coming in. A lot of the dispatchers also volunteer as firefighters nked them for all they do. Mr. Crider introduced his staff that attended the meeting. Chairman Keller thanked everyone for the work they do and he is thrilled to have them here this morning. Chairman Keller read the proclamation. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved Franklin County Proclamation 2022-04 proclaiming the week of April 10-16, 2022 as National Public Safety Telecommunicators Week in Franklin County and that the attached proclamation be made a part of these minutes. Commissioner Ziobrowski said this may be the last time they see Mr. Crider in public session so it would be appropriate to commend him for his years of service and wish him well on his retirement. Chairman Keller said that Mr. Crider has done an excellent Continued on page 2 job and his leadership was exceptional. When he took over for Mr. Thierwechter it was a tough best in his retirement. Mr. Crider responded that it was an honor and privilege to serve in this position. He is humbled to have the chance to serve and thanked the Board for the trust and support they provide for Emergency Services. Chairman Keller said that, as any true leader does, Mr. Crider set up a succession plan with Bob Povlich who will succeed him. John Thierwechter, Assistant County Administrator, explained that PEMA has provided some certifications to the 911 center that Mr. Crider would like to present today. DES Director Jake Crider explained that the Pennsylvania Department of Emergency Management (PEMA) Services (DES). Franklin County DES was one of the first counties to be selected for inspection this year and was the first in the region to receive recertification for its 911 Telecommunicator Training Program and 911 Quality Assurance/Quality Improvement Program. Mr. Crider heralded the solid work of 911 training and quality coordinator William Smith and back-up shift supervisor Barbara Harshman in the recertification process. The Board reviewed information regarding Child Abuse Prevention Month. Minnie Goshorn, Children & Youth Administrator, thanked the Board for approving the proclamation today. Their department has had staffing issues but they have some new staff now. She explained that they have had a 13% increase in calls from 2019 to 2020. She thinks this is due to the kids going back to school. There were 3,550 calls with 2,845 investigations, and 498 were child protection service reports. Her staff works really hard to protect children in the Office provide a lot of support to Children & Youth. Chairman Keller thanked all members of the agency for all they do and welcomed the new staff. He knows they have been down a few staff these past couple of years but he knows it takes a team to take all the calls and help children. can provide some support on unity and purpose as this issue is at his heart and they work doggedly to prevent child abuse. He appreciates th proclamation this morning. Chairman Keller mentioned that there are pinwheel gardens that can be seen throughout the county and asked what that is about. Becky Voss, Executive Director of the CAC, explained that the pinwheels are planted to raise awareness of child abuse. She said the 264 pinwheels at the CAC are the amount of children they have helped. They are working diligently to raise awareness of child abuse. Chairman Keller said he has seen pinwheels at United Way, First Start Partnership and the Chambersburg YMCA so he appreciates their support. Chairman Keller read the proclamation. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved Franklin County Proclamation 2022-05 proclaiming the month of April as Child Abuse Prevention Month in Franklin County and that the attached proclamation be made a part of these minutes. Commissioner Ziobrowski said the folks in Children & Youth have some of the toughest jobs in the county and he wanted to give special thanks to Minnie and her folks for the sometimes thankless job. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. The Board reviewed Children & Youth matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the revised 2nd quarter report for FY 2021-2022 due to increase in non-reimbursable expenses (Woods Services). The revised report Total Expenditures YTD for July 2021- December 2021 is $5,860,410, funded with General Fund at $1,106,061; State is $3,306,668; Federal is $1,366,992; and Other is $80,689. County Share is increased by $25,784. Continued on page 3 The Board reviewed Grants/CJAB matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved amendment #2 for an agreement dated October 1, 2017 between the County of Franklin and Gaudenzia that provides inpatient services as part of the Good Wolf Treatment Court. This amendment is to extend the agreement from September 30, 2021 to September 29, 2022. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed Planning matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the addendum to the agreement dated March 10, 2021 between the County of Franklin and Shippensburg University for the Housing Inventory and Analysis project. This addendum is to extend the deadline to June 30, 2022. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed Reentry Services Center matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the Rental Lease Agreement between the County of Franklin and I360 Rentals, Landlord for the US Department of Housing and Urban Development (HUD) Permanent Supportive Housing Lease Program (Shelter Plus Care) that covers the total rent plus any landlord covered utilities for participants for a total lease amount of $13,770.00 for the period of March 16, 2022 through August 1, 2023. The County holds the Lease with the landlord and the participant subleases from the County. Program participants are responsible for any utilities not included in the lease rent, up to 30% of their adjusted gross income. Participants are linked with supportive services and case management to assist them with maintaining permanent stable housing. The Board reviewed additional Reentry Services Center matters. On a motion by John T. Flannery, seconded by Robert G. The County holds the Lease with the landlord and the participant subleases from the County. Program participants are responsible for any utilities not included in the lease rent, up to 30% of their adjusted gross income. Participants are linked with supportive services and case management to assist them with maintaining permanent stable housing. The Board reviewed Risk Management matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the quote from Servpro of Shippensburg/Perry County to provide repair for the Judicial Center water damage at a cost of $14,459.77. The services will include: replace drywall, paint walls, replace cove and replace ceiling tiles in the affected areas. The Board reviewed information regarding Reentry Week. Dr. Kim Eaton, Community Connections Division Director and Leigh Elliott from Franklin Together were present to provide information on events taking place during Reentry Week. Ms. Elliott explained that they started Reentry Week with a reentry simulation on Saturday which had 63 participants that was held at the Chambersburg Church of the Brethren; on Tuesday there was a Community At Hope Panel which had 70 participants; today is the proclamation; there are books on display at local libraries; the Leadership Team has helped plan and collect 850 essential items and made 84 baskets to be handed out as people leave the Jail starting tomorrow. Ms. Elliott introduced the Franklin County Leadership Team; and the week will end with a Gathering of Hope at the Visitors Bureau. Chairman Keller thanked the leadership class and congratulated them on a great project. Ms. Eaton said that tomorrow there will be a tour at the Jail and they will deliver the baskets to give out as participants leave. She will present on the Moving Forward Program next week at the CJAB conference. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved Franklin County Proclamation 2022-06 proclaiming the week of April 3-10, 2022 as Reentry Week in Franklin County and that the attached proclamation be made a part of these minutes. Continued on page 4 The Franklin County Commissioners and Charles Martin, Human Resources Generalist on behalf of the STAR (Special Thanks and Recognition Committee) were present to award Mr. Paul (Ted) Reed as the Employee of the Month for March. Mr. Reed has worked at Franklin County since September 1996. He currently serves as Chief Deputy for the Franklin County determined by the STAR Committee. There were a total of 12 nominations, four of which were for him. Mr. Martin read the nomination form which is attached and made a part of these minutes. Ted Reed said he feels humbled and undeserving but he thanked everyone for the award. Coroner Jeff Conner said that if the Board had any idea how much money was saved with the building and the unit, it was $65,000 of non-tax payer dollars that were saved. It Chairman Keller mentioned that they repurposed the Old State Police Barracks and Unit 6. He come as a surprise as his reputation precedes him. He thanked him. Commissioner Flannery said when he hears cost savings his ears perk up. There seems to be camaraderie in the he thanked him. Commissioner Ziobrowski stated that Ted is a jack of all trades and master of quite a few. He thanked him for his service. The Board met with Charles Martin, Human Resources Generalist, and the Deputy Controller Etta Rotz for Salary Board matters. Also in attendance was Stacey Brookens, MH/IDD/EI Administrator; Dr. Kim Eaton, Community Connections Director, and Carrie Gray, County Administrator. The Board reviewed Personnel matters. Ziobrowski; unanimously approved the position descriptions for Administrative Officer Housing Programs Assistant in the Community Connection Division.
