HomeMy WebLinkAbout2022-04-13 Commissioner Minutes WEDNESDAY, APRIL 13, 2022 The Franklin County Commissioners met Wednesday, April 13, 2022, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski (attended virtually). Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved all bills presented and ordered paid. The minutes of the April 6, 2022 meeting were reviewed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the minutes. The Board reviewed Agreements, Contracts and Reports. Commissioner Flannery asked for more information on board action item #3, supplemental appropriation. Carrie Gray, County Administrator, explained that this is a supplemental appropriation in the amount of $108,000 to add budget for the calendar year for the new Community Support and Housing Department and the need to account for the department on the books. The items will be decided upon in the afternoon session. The Board reviewed information regarding Fair Housing Month. Carrie Gray explained follow and provide ways for people to connect to the authorities if they feel they are not being - discrimination and we have to be sure everyone has equal access to fair housing. Chairman Keller said the proclamation affirms our commitment to fair housing per the regulation. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to sign Franklin County Proclamation #2022-08 proclaiming the month of April 2022 as Fair Housing Month in Franklin County and that the attached proclamation be made a part of these minutes. The Board reviewed an appointment to the Pennsylvania Emergency Management Agency. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to appoint Robert Povlich as the Franklin County Emergency Management Coordinator, effective April 14, 2022 and to sign the letter to the Pennsylvania Emergency Management Agency informing them of the appointment. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to enter an executive session at 11:16 a.m. for the purpose of reviewing personnel matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to reconvene into regular session at 11:52 p.m. No action was required after the executive session. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. Continued on page 2 There was no public comment. The Board reviewed Aging Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Howard Barnhart in the amount of $250.00. Howard Barnhart is the organizer and leader of the Guilford Station Bluegrass Gospel Band. This band will be performing at the Area Agency on Aging Volunteer Banquet on April 21, 2022 from 11:30 a.m.- 2:00 p.m.. The Board reviewed Fiscal matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Supplemental Appropriation in the amount of $100,022.00 for the Residential Substance Abuse Treatment (RSAT) grant. The grant award totals $200,010.00 with $150,000.00 funded with federal funds and $50,010.00 funded with a local match over the two-year grant period of January 1, 2022 through December 31, 2023. This provides for the expansion of the Medication Assisted Treatment (MAT) program to include the use of injectable opioid agonist medication. The Board reviewed additional Fiscal matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Supplemental Appropriation in the amount of $108,336.00 to add budget for calendar year 2022 to the new Community Support and Housing department within the Community Connections Division. The Board reviewed additional Fiscal matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Supplemental Appropriation in the amount of $23,649.00 for the two-year PA Commission on Crime and Delinquency (PCCD) grant period of January 1, 2022 through December 31, 2023. This provides for the implementation of Crisis Intervention support training for 911 operators and the addition of a Co- Responder to serve additional police departments in the county. The Board reviewed Grants/CJAB matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved amendment No. 2 to the contract dated May1, 2021 between the County of Franklin and Malvern Treatment Centers to provide substance use treatment services, upon the request of the County as part of the County's Good Wolf Treatment Court. This amendment is to increase the maximum contract encumbrance by $10,000.00 for a new contract amount of $30,000.00 and to move the ending date to September 29, 2022. All other terms and conditions of the original contract will remain in full force and effect. The Board reviewed Information Technology Services matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the quote from ICC Laserfiche software at a cost of $109,666.00 for the period of May 24, 2022 through May 23, 2023. The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the agreement between I-Con Systems, Inc. and the County of Franklin in the amount of $15,433.77 for a period of April 22, 2022 through April 30, 2032. This is for the purchase of an individual unit plumbing control system that regulates inmate toilets. It monitors and controls the amount of flushes and water consumption. It's a preventative measure for the building's longevity. Continued on page 3 The Board reviewed Risk Management matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the Grant Application to PCoRP Loss Prevention Grant Program requesting funds in the amount of $30,000.00 from the County Commissioners Association of PA (CCAP) to be used for the new online incident reporting system through Origami Risk. In accordance with PA Act notifications, the Department of the Army notified the County of a Pennsylvania Department of Environmental Protection Class 1 Permit modification application for upgrades to the Ammonium Perchlorate Rocket Motor Destruction (ARMD) Facility on property located at the Letterkenny Army Depot. The Board reviewed information regarding Month of the Young Child. Stacey Brookens, MH/IDD/EI Administrator, introduced Nicole Nicholson, Family Center Director from First Start from the First Start Task Force is that families and communities know how important readiness is for our children. She explained that there are nearly 7,000 vacant child care positions in y that is for children 0-8. They have support for families and help them to build protection factors. Commissioner Flannery asked for more information on protection factors. Ms. Nicholson explained that protection factors include: Social connections, child help and development, parenting skills, communication, and concrete supports to make sure families have their needs met and that they know how to get help in the community. Ms. Gray gave her own personal story of the help she received after she reached out to Jenn Hawbecker in Early Intervention and Ann Spotswood who is on the Board after her son was born and she found out there was no help for new parents. She said this service will meet a great need in the community. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to sign Franklin County Proclamation #2022-08 proclaiming the month of April 2022 as the Month of the Young Child in Franklin County and that the attached proclamation be made a part of these minutes. Commissioner Flannery said the first thing he thought of was who uses the services t have her grandparents around so he hopes they have something like this program close to Wilmington, NC. Chairman Keller mentioned that a lot of services are not tied to income. One program the te funded that he and his wife used need these services and it makes a difference in their lives. The Board reviewed information regarding Sexual Assault Awareness Month. Jenna Faust, Operations Director for Women In Need (WIN), Shannon Dennis, Volunteer Coordinator for WIN, and Dana Kip, Sexual Assault Program Manager for WIN, attended virtually. They thanked the Commissioners for the proclamation. Chairman Keller thanked them for the extremely important work they do. The County provides some funds but so much of what they do is paid for by other sources of revenue which can be challenging at times. He mentioned the th a said this will be held on May 6 and that this is the first in person event in two years because of COVID. She said a lot of teams do it as a team building event. Chairman Keller said he has participated in the event in the past so they can count on at least one of the Commissioners participating this year. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to sign Franklin County Proclamation #2022-09 proclaiming the month of April 2022 as Sexual Assault Awareness month in Franklin County and that the attached proclamation be made a part of these minutes.
