2022-04-27 Commissioner Minutes
WEDNESDAY, APRIL 27, 2022 The Franklin County Commissioners met Wednesday, April 27, 2022, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to adopt the agenda. Chairman Keller wanted to inform Commissioner Ziobrowski that on behalf of the commissioners and the County they are thinking of him in the passing of his wife, Ann. She is appreciated and was always by his side. They will honor her memory and they are here for him. Commissioner Ziobrowski responded that staff and his fellow commissioners have been very supportive and understanding during his time in caring for her. There was no public comment. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. The minutes of the April 20, 2022 meeting were reviewed. On a motion by John T. Flannery, seconded by David S. Keller approved the minutes. Commissioner Ziobrowski abstained from voting. The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked for more information on board action item #5, grant application to Substance Abuse and Mental Health Services Administration (SAMHSA) and if the County ever applied for SAMHSA funding in the past. Carrie Gray, County Administrator, responded that we have applied to SAMHSA in the past for trauma informed care but not for this program. We have applied for PCCD and Vital Strategies funding but this is the first time we are applying for this grant opportunity. Glenda Helman, Director of Grants Management, explained further that we have never applied for SAMHSA funding for the MAT program at the Jail. There is the possibility we could get $750,000 per year for up to five years but there is no guarantee on that. Chairman Keller thanked Ms. Helman for her hard work on securing grants and they will keep their fingers crossed. The items will be decided upon in the afternoon session. The Board reviewed information regarding National Crime Victim motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to sign Franklin County Proclamation #2022-11 proclaiming the week of April 24-30, 2022 as National hat the attached proclamation be made a part of these minutes. Chairman Keller announced that the Walk a Mile in Her Shoes event is next Friday for anyone that would like to attend the event. The Board recognized Dr. Kim Eaton for receiving the Spirit of Community Award from the Cumberland Valley Business Alliance (CVBA) for her altruistic dedication to Franklin . Carrie Gray read a statement that Dr. Eaton is a positive role model to everyone she serves. Time and again, she has demonstrated a tireless, unselfish commitment to improving the lives of others, oftentimes outside the normal scope of her roles as Division Director of Franklin County Community Connections and as chair of the Franklin Together Reentry Coalition. Ms. Gray continued that Dr. Eaton devotes countless hours to ensuring men and women returning from incarceration are able to engage with the necessary resources to navigate the complex transition of reentering society. She is constantly engaging and educating others in our community to support these individuals when they need it most. Continued on page 2 resiliency and greater opportunities for our local youth. Dr. Eaton has the ability to see the intrinsic worth of each person she encounters. She provides both care and tough love in to become self-reliant and resilient. Ms. Gray continued that because of the caring devotion she shows toward others, Dr. Eaton has become a valuable social support to those she serves as well as her coworkers and their loved ones. The Commissioners congratulate Dr. Eaton on her CVBA award and express their pride and gratitude for the work she performs not only as a County employee but also as a dedicated member of the Franklin County community. Kim Eaton thanked everyone for recognizing her. When she found out she was being given this award she also found out she was better at writing nominations for other people then receiving what she does. There is a positive impact with economic, business development and quality of life. He thanked the Chambers of Commerce for recognizing Dr. Eaton. Commissioner pleasure to work with someone in the county that has the passion she has. Commissioner Ziobrowski said that her multidisciplinary talents are matched only by her enthusiasm, passion, and commitment. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. The Board reviewed Aging Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the proprietor form to update name and contact information on all Senior Activity Cen and Beverage licenses to PA Department of Agriculture. This action will also renew all the food and beverage licenses of all the senior activity centers at a cost of $410.00 for the period of April 5, 2022 through May 18, 2023. The Board reviewed Children & Youth matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the updated contract listing for all contracts and addendums for Fiscal Year 2021/2022 for the Children & Youth department. Contract listing is maintained for proper accounting of all contracts to include vendor name and address, type(s) of service provided and rate(s) charged for services. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the rental agreement between the County of Franklin and Commonwealth of PA Department of Military Veterans Affairs for the use of the National Guard Armory as a th polling place for Hamilton 1 at the upcoming May 17 Primary Election. There is no cost assigned to this agreement. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Franklin County Social Media Archiving Policy #109.00 for the purpose to establish the process by which the Continued on page 3 The Board reviewed Grants/CJAB matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the grant application to Substance Abuse and Mental Health Services Administration (SAMHSA) requesting grant funds in the d to be used to expand/enhance access to medications for Opioid Use Disorder (MOUD). This program requires recipients to use FDA-approved medications for the treatment of OUD, such as methadone, buprenorphine/naloxone products/buprenorphine products (including sublingual tablets/film/buccal film), and extended-release, long-acting injectable buprenorphine formulations and injectable naltrexone. The Board reviewed additional Grants/CJAB matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Subgrant Agreement between the County of Franklin and Greencastle Police Department for 10 body worn cameras (BWC) systems for the department at a cost of $2,073.00 per system for a total of $20,730.00. A 50% match for each of the systems is being provided by the Greencastle Police Department. Greencastle PD was given the opportunity to develop the system that would work best for their particular agency and sync with existing resources including Motor Vehicle Recording. The Board reviewed additional Grants/CJAB matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the application to Pennsylvania Commission on Crime and Delinquency (PCCD) requesting grant funds in the amount of $250,000.00 for the 2022/2023 Intermediate Punishment Treatment Program (IPTP). The goal of the program remains to divert individuals from county jail or state prison and provide the necessary treatment for individuals with substance use disorders, thereby reducing recidivism and increasing public safety. The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the addendum to the Housing Trust Fund Agreement (dated July 9, 2019) between the County of Franklin and Luminest for the South Main Street housing project to extend the agreement through December 31, 2023. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed Tax Services matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved exonerations on two demolished mobile homes located in Guilford and Washington Townships. In accordance with PA Act notifications, Western Pennsylvania Conservancy notified the County of a Pennsylvania Department of Environmental Protection Water Obstruction & Encroachment Permit Application being applied for an in-stream habitat project (GP-1) on property located in Antrim Township. In accordance with PA Act notifications, Landis Solutions, LLC notified the County of a Pennsylvania Department of Environmental Protection Renewal State Only Operating Air Quality Permit being applied for the facility located in the Borough of Waynesboro. In accordance with PA Act notifications, TeamAg Inc. notified the County of a Pennsylvania Department of Environmental Protection minor amendment to the NPDES Permit Montgomery Township. In accordance with PA Act notifications, APX Industrial Coatings, Inc. notified the County of a Pennsylvania Department of Environmental Protection Renewal State Only Operating Air Quality Permit being applied for the facility located in St. Thomas Township. Continued on page 3 The Franklin County Commissioners and Tiffany Bloyer, Human Resources Director on behalf of the STAR (Special Thanks and Recognition Committee) were present to award Ms. Nicole Boling as the Employee of the Month for April. Ms. Boling has worked at Franklin County since November 2019. She currently serves as Senior Planner in the Planning Department. The selection for the April 2022 Employee of the Month was determined by the STAR Committee. There were a total of 12 nominations, four of which were for her. Ms. Bloyer read the nomination form which is attached and made a part of these minutes. Nicole Boling thanked her team and she loves working with each of them every day. She stated that no day is the same in the Planning Department. Chairman Keller said this award comes as no surprise as her reputation precedes her. This award is well deserved. Commissioner Flannery said that the Planning team is incredible and she plays a huge part in that. She works hard and is diligent. This is well deserved. Commissioner Ziobrowski not grants requires accurate and precise administration. She gets it right and he admires that she has the tenacity to get it right. He congratulated her. The Board met with Tiffany Bloyer, Human Resources Director and the Controller Harold Wissinger for Salary Board matters.
