The Franklin County Commissioners met Thursday, August 13, 2009, with the
following members present: Robert L. Thomas, David S. Keller and Robert G.
Ziobrowski. Chairman Thomas presided and after calling the meeting to order, and
the Pledge of Allegiance proceeded with the business of the day.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
Public Comment was received from Gary Minnier from Adams Hanover
Counseling who wanted to thank the Board for continuing to fund services even
though the State is not providing funding. Mr. Minnier will provide the Board with data
on increase in services due to economic reasons.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of August 4, 2009 and August 6, 2009 meetings.
The Board reviewed Children & Youth matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved the Needs Based Plan and
Budget to the Office of Children Youth and Families for the Fiscal Years 2010-2011.
The Board reviewed Commissioners matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved the Solicitation for Offers
from U.S. Department of Agriculture for Farm Service Agency to lease property at the
Agriculture Heritage Center on Franklin Farm Lane for an annual rent of $85,199.70
for the period of five years once accepted by the Government and can be terminated
with 120 days written notice.
The Board reviewed Community Services matters. On a motion by David S.
Keller, seconded by Robert G. Ziobrowski; unanimously approved the Lease
Agreement between the County of Franklin and Will G. Pananes for the premise at 51
S Main Street, Chambersburg, by Franklin County Community Services, at a cost of
$1,325.00 per month for two years, August 1, 2009 through July 30, 2011.
The Board reviewed additional Community Services matters. On a motion by
David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the
Emergency Food Assistance Program, provider Franklin County through South
Central Community Action Program, revised invoice to Department of Agriculture for
April -June 2009.
The Board reviewed Court Administrator matters. On a motion by David S.
Keller, seconded by Robert G. Ziobrowski; unanimously approved the 2009 Budget
adjustment to move funds from contingency for the re-class of Juvenile Court Master.

The Board reviewed Emergency Services matters. On a motion by David S.
Keller, seconded by Robert G. Ziobrowski; unanimously approved the Contract quote
between the County of Franklin and Environmental Systems Research Institute for
GIS mapping software maintenance, at a cost of $8,513.70 from October 1, 2009
through October 31, 2010.
The Board reviewed Risk Management matters. On a motion by David S.
Keller, seconded by Robert G. Ziobrowski; unanimously approved the 2009 Budget
amendment for HSB repairs expenses paid by Workers' Comp.
The Board reviewed MIS matters. On a motion by David S. Keller, seconded
by Robert G. Ziobrowski; unanimously approved the Quote from Syncsort, Hewlett-
Packard, and Digital Sunrise to provide expansion of backup system at a total cost of
$20, 708.00.
The Board reviewed Property Management matters. On a motion by David S.
Keller, seconded by Robert G. Ziobrowski; unanimously approved the Program
Management Agreement between the County of Franklin and Carter Goble Lee, LLC
to assist the County in developing a new courthouse and other county facilities at a
compensation rate of a percentage of the total amount of the approved project budget
as listed on Exhibit B.
The Board reviewed Transportation matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved the Medical Assistance
Transportation Program 4t" quarter report, April 1 through June 30, 2009, at a total
cost of $718, 338.00.
The Board reviewed additional Transportation matters. On a motion by David
S. Keller, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman
of the Board to execute Resolution #2009-10 to authorize the submittal of financial
assistance application to the Pennsylvania Department of Transportation.
The Board reviewed Visitors Bureau matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved the Contract between
County of Franklin and Greg Artzner, for him to portray John Brown in an August 15,
2009 appearance as a part of the Franklin County Historical Society's John Brown
Sesquicentennial events, in the amount of $1,450.00 and includes fee for presentation
and travel cost.
The Board reviewed additional Visitors Bureau matters. On a motion by David
S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Contract
between County of Franklin and Fremarjo Enterprises, Inc. for Fred Morsell to portray
Frederick Douglass on August 14 and August 15, 2009 as a part of the Franklin
County Historical Society's John Brown Sesquicentennial events, in the amount of
$3,900.00 and includes fee for presentation and travel cost.

The Board approved Community Services Department matters. On a motion
by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the
Agreement between the County of Franklin and South Central Community Action
program to provide emergency shelter at the Franklin County Homeless Shelter for a
contract amount of $13,000.000 for the period of July 1, 2009 through June 30, 2010.
The Board met with the County Solicitor to review related items.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 10:10 a.m. this date for the
purpose to review Litigation matters. The Board reconvened into regular session at
11:10 a.m.
The meeting was adjourned at 11:10 a.m. with a motion by David S. Keller;
seconded by Robert G. Ziobrowski.
