WEDNESDAY, JUNE 1, 2022
The Franklin County Commissioners met Wednesday, June 1, 2022, with the following
members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman
Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
The meeting was live streamed.
On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved to adopt the agenda.

Commissioners would pass on her congratulations to him.
On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved all bills presented and ordered paid.
The minutes of the May 25, 2022 meeting were reviewed. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller approved the minutes. Commissioner Flannery
abstained from voting.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked for
more clarification of board action item #3, agreement with Kegerreis for the Military Share
Program and what the source of the funding is. John Thierwechter, Assistant County
Administrator, responded that the funding is from the Human Services Block Grant. Chairman
Keller asked if the County is obligated under the law to provide healthcare to inmates at the Jail,
in reference to board action item #4, Prime Care Medical Addendum. Mr. Thierwechter
responded that is correct. Chairman Keller stated that in light of inflation costs right now he
feels that a 2.2% increase is fortunate. The items will be decided upon in the afternoon session.
The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that
were reviewed.

The Board reviewed Adult Probation matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute
the Financial Statement Funds Expended for Improved Adult Probation Services report to the
Pennsylvania Board of Probation and Parole for Act 35 offender supervision fees for fiscal year
2020-2021.
The Board reviewed Aging Office matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute
the rental agreement between the County of Franklin and Guilford Township Supervisors for
rental of the community center at Norlo Park at a cost of $125.00 plus a $100.00 security
deposit. The security deposit will be returned within one week of the rental if there are no
issues with the building. The event is a scam protection presentation being held on July 20,
2022.

The Board reviewed Human Services Administration matters. On a motion by Robert G.
Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the
Board to execute the contract between the County of Franklin and Kegerreis to provide
billboards to advertise for the Military Share Program for the period of April 4, 2022 through May
22, 2022 at a cost of $4,739.00.
The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski, seconded by
John T. Flannery; unanimously approved the fifteenth addendum to the contract between the
County of Franklin and Prime Care Medical, Inc. This addendum will be considered a binding
contract in conjunction with the original Prime Care Medical, Inc. agreement from 2002. This
addendum to the agreement is for an increase of 2.2% effective January 1, 2022. In addition,
the catastrophic liability fees will remain at $15,000 per month. The total compensation for
contractual medical services for the year will be $1,922,477.43. This would be a monthly rate of
$160,206.45.
The Board reviewed Procurement matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; unanimously approved Resolution #2022-21 to authorize the
sale of a 2006 Ford Econoline Van, a Draper Large Motorized Projection Screen, and a 2007
Honda 4-Wheel ATV which no longer serves any purpose to benefit the County and are being
stored with no current or future use planned.
In accordance with PA Act notifications, Entech Engineering notified the County of a
Pennsylvania Department of Environmental Protection Air Quality Plan Approval Permit
bakery line and catalytic oxidizer on property located in Guilford Township.
In accordance with PA Act notifications, Environmental and Engineering Solutions, Inc.
notified the County of a Pennsylvania Department of Environmental Protection renewal NPDES
permit application being applied for by Tarco Roofing Materials, Inc. for property located in
Antrim Township.
In accordance with PA Act notifications, Falling Spring Environmental Services, Inc.
notified the County of a Pennsylvania Department of Environmental Protection renewal NPDES
permit application being applied for by Chambersburg School District Lurgan Elementary
School Wastewater Treatment Facility for property located in Lurgan Township.
The Board presented a certificate of appreciation to Shelly Schwartz in recognition of his
longtime dedicated volunteer service to the Franklin County community and residents. Missy
Reisinger, Director of Managed Care, read a statement about his advocacy, dedication and
service to Franklin County residents through his years of volunteerism and instrumental
leadership with various County Human Services departments. She stated that Mr. Schwartz
began volunteering as an ombudsman for the Franklin County Area Agency on Aging in 2009
and he continues to serve residents in our local nursing homes, personal care and assisted
living facilities by working to resolve their issues and complaints. On more than one occasion,
he served as the official state-certified ombudsman for Franklin County, and he directly
mentored and trained individuals stepping into the role
served as a board member of the Franklin/Fulton Mental Health/Intellectual and Developmental
Disabilities/Early Intervention (MH/IDD/EI) Advisory Board since 2011, including six years as
board chairman. He was also a founding member of the Franklin County Block Grant
Committee, on which he served from 2012-2019. Mr. Schwartz has served as chair of the
positions, Mr. Schwartz is also a valued member of the Franklin Together Reentry Coalition
where he attends coalition meetings and serves as the Reentry Simulation Bail Bondsman and
Pawnshop owner. Through each of these roles, Mr. Schwartz has demonstrated compassion

and has served as an advocate for those who are unable to advocate for themselves. The
testimonials of those who work closest with Mr. Schwartz speak to his humanity and tireless
efforts on behalf of others. He is a genuine champion of humanity who pours his heart and soul
into helping others, and sets an example everyone should follow. Chairman Keller said that Mr.
Schwartz has an extensive resume. He recognized the managers and staff that were present
for the recognition who all work with Shelly in some capacity. Dr. Finucane said he is here in
the capacity as a former trainee as he was recruited to join the Ombudsman Program by Shelly
and he wanted to show his appreciation to him. Chairman Keller said he had the pleasure of
serving alongside Shelly on the TMCA Steering Committee and MH/IDD/EI Board. His service

room but there are many more. He needs to mentor a whole bunch more like him.
Commissioner Ziobrowski said he had the pleasure of getting to know Shelly outside of work.
He is one of the smartest, sweetest, funniest, altruist and dedicated people he knows. The
Commissioners turned the floor over to Mr. Schwartz. He stated volunteerism, volunteerism,
and volunteerism! He has volunteered since he retired and has lived in Florida, California,
Maryland and here. A lot of his dealings were with the upper echelons of the Federal
direct impact. He continued that the people you work with are dedicated, care about their work
and you can see they make a direct impact every day. He thanked everyone for all they do.
Franklin County adopted him when he moved to Greencastle. People ask him why he does
what he does and he responds that he does it because he can. He has a lot of home support
from his loving wife of 62 years and his lovely daughter and son. He said that kind of support
structure makes a difference. The other support structure he gets is here. He read a quote

to what is going on around you locally. Mr. Schwartz stated that the County has a great
ombudsman with Payton House. He said she started during the pandemic in September 2019.
She was getting into a job that had a bunch of volunteers working for her, she had to make sure
pandemic to see where we are now from then, he does not know one county that did not lose
opportunity for him to do what he does and allow him to speak up. He likes his home here.
