HomeMy WebLinkAbout2022-06-08 Commissioner MinutesWEDNESDAY, JUNE 8, 2022 The Franklin County Commissioners met Wednesday, June 8, 2022, with the following members present: David S. Keller and John T. Flannery. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved to adopt the agenda. There was no public comment. On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved all bills presented and ordered paid. The minutes of the June 1, 2022 meeting were reviewed. On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved the minutes. The Board reviewed Agreements, Contracts and Reports. There were no questions. The items will be decided upon in the afternoon session. The Board met with Tiffany Bloyer, Human Resources Director and Controller Harold Wissinger for Salary Board matters. Also in attendance was President Judge Shawn Meyers. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. The Board reviewed Aging Office matters. On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the contract between the County of Franklin and Kegerreis to provide billboards to advertise for the Medicare Improvements for Patients and Providers Act (MIPPA) outreach and advertising at five locations throughout Franklin County for the period of June 20, 2022 through December 31, 2022 at a cost of $4,000.00. The Board reviewed Grants matters. On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved the grant application to the Department of Community and Economic Development for 2022 Emergency Solutions Grant requesting a grant amount of $328,985.00 to provide Street Outreach, Emergency Shelter, Rapid Rehousing, and Homeless Prevention. In addition, funding will be provided to enter data into the Homeless Management Information System (HMIS). The funding will also allow for the subrecipients to receive a 3.75% administrative allocation for their grant. Each sub-recipient will be responsible for a dollar for dollar match for funds allocated received. The Board reviewed additional Grants matters. On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved the Supplemental Appropriation in the amount of $45,000.00 due to the Shelter Plus Care program having an increase in tenants from previous years resulting in more assistance needed. The Shelter plus Care program is reimbursed by the Housing and Urban Development Grant. Continued on page 2 The Board reviewed Grants/CJAB matters. On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved the Project Modification Request to Pennsylvania Commission on Crime and Delinquency (PCCD) to request a twelve month no cost extension through June 30, 2023 of Jail to Community Jail-based Vivitrol Program grant. The Board reviewed additional Grants/CJAB matters. On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved the Project Modification Request to Pennsylvania Commission on Crime and Delinquency (PCCD) to request a six month no cost extension through December 31, 2022 of the Over the Rainbow- (OTR-CAC) Mental Health Coordinator grant. In accordance with PA Act notifications, Glace Associates, Inc. notified the County of a Pennsylvania Department of Environmental Protection Permit Application being applied by Edenville Water Association for public water supply construction on property located in St. Thomas Township. In accordance with PA Act notifications, martin and martin Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES & Water Quality Management Renewal Permit Applications being applied by Nitterhouse Concrete Products for the precast concrete manufacturing facility on property located in Guilford Township. The Commissioners presented a fundraising check to Bethany Peake, Executive ss down fundraiser that was held in May. Keri Kenney, Human Resources Coordinator, said that the Mental Health Association of Franklin and Fulton Counties (MHAFF) provides quality direct services, individual and community advocacy, training/education, stigma reduction, information and referral services, satisfaction and research services, and other programs to improve the wellness of all community members. Ms. Kenney said that county employees raised $635.00; she thanked employees for their generosity. Ms. Peake thanked everyone and said that she appreciates being selected for the May fundraiser. She explained that the funds will go toward their support groups. Chairman Keller thanked Keri for heading up the fundraiser and said it was great to honor them during Mental Health Month. The meeting was adjourned at 2:14 p.m. with a motion by John T. Flannery; seconded by David S. Keller. Carrie E.
