HomeMy WebLinkAbout2009-08-20 Commissioner MinutesTHURSDAY, AUGUST 20, 2009 The Franklin County Commissioners met Thursday, August 20, 2009, with the following members present: Robert L. Thomas, David S. Keller and Robert G. Ziobrowski. Chairman Thomas presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the minutes of August 13, 2009 meeting. The Board reviewed Children & Youth matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Purchase of Service Agreement between the County of Franklin and Anne Shepard, Esquire to provide intermittent substitute legal services for Children, Youth, and Family Services at a cost of $55.00 per hour not to exceed $8,000.00 for the period of July 1, 2009 through June 30, 1010. The Board reviewed additional Children & Youth matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Purchase of Service Agreement between the County of Franklin and Franklin County Legal Services to provide legal services in the nature of Guardian Ad Litem services for children involved in dependent and termination of parental rights proceedings at a cost of $50.00 per hour or whatever the prevailing court appointment rate is at the time of services for the period of July 1, 2009 through June 30, 2010. The Board reviewed additional Children & Youth matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Purchase of Service Agreement between the County of Franklin and Arnoult, Taccino, and Hamilton, LLC to provide legal services in the nature of Guardian Ad Litem services for children involved in dependent and termination of parental rights proceedings at a cost of $50.00 per hour or whatever the prevailing court appointment rate is at the time of services for the period of July 1, 2009 through June 30, 2010. The Board reviewed additional Children & Youth matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Fourth Quarter Certification Statement to PA Department of Public Welfare, Office of Children & Youth Programs for the period of July 1, 2008 through June 30, 2009. Continued on page 2 The Board reviewed FSNRC matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Agreement between the County of Franklin and Chambersburg Hospital to provide equipment and personnel trained to perform pacemaker interrogation services for the period of September 1, 2009 through August 31, 2010. The Board reviewed Information Services matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Quote from Versatile Systems, Inc. to provide checkpoint firewall and connectra VPN at a cost of $21,414.00. This company is on the State Contract. The Board reviewed Magisterial District Judge (#39-3-05) matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the 2009 Budget Transfer in the amount of $50,000.00 for the construction project. The Board reviewed Property Management matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the 2009 Budget Adjustment in the amount of $2,400.00 to replace Human Services Building basement air conditioning units. The Board reviewed additional Property Management matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Proposal from Butler's Specialty Cleaning for cleaning of the hood exhaust system in the dietary department at a cost of $295.00 per cleaning for the period of September 1, 2009 through December 31, 2009. The Board reviewed Visitors Bureau matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Proposal from Schaeffer Pyrotechnics to produce the 225t" Anniversary Fireworks display on September 7, 2009 at a cost not to exceed $5,000.00. Three quotes were requested and due to safety, clean up and good quality Schaeffer Pyrotecnics was chosen. The Board reviewed additional Visitors Bureau matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Professional Services Agreement between the County of Franklin and The Printing Department to provide design, layout, and conceptual development for the 225t" Commemorative booklet at a cost of $2,400.00 for the period of August 20, 2009 through September 15, 2009. In accordance with PA Acts 67, 68 and 127 notifications, Martin and Martin, Inc. notified the County of a PA Department of Environmental Protection General NPDES Permit being applied for stormwater discharges associated with construction activities for construction of 81 remaining lots in phase 2 of the Beacon Light Estates Subdivision as demanded by market on property located in Greene Township. Continued on page 3 Phil Tarquino, Planning Director met with the Board to discuss Planning Department matters. Noll Wilt, Information Services Director met with the Board to discuss Information Services Department matters. Richard Wynn, Human Services Administrator and Teresa Beckner, Fiscal Director, met with the Board to discuss the Human Services Programs that are affected due to lack of a State budget. The programs affected are Mental Health, Children & Youth, Mental Retardation, Early Intervention, Aging, Drug & Alcohol, and Medical Assistance Transportation Program (MATP). The State already owes the County 2.9 million for the last fiscal year and currently owes 3.4 million for the new fiscal year. To fund Human Services Programs the County needs 1.8 million a month. Children & Youth, Early Intervention and MATP are mandated programs. Mr. Wynn will contact providers and see who can wait for their payments and if they could cut back. Mrs. Beckner will research costs and timing if the Board chooses to do a tax anticipation note. The Board will meet with Mr. Wynn and Mrs. Beckner in a week to discuss further options and see where the State budget is at that time.
