HomeMy WebLinkAbout2022-06-29 Commissioner Minutes WEDNESDAY, JUNE 29, 2022 The Franklin County Commissioners met Wednesday, June 29, 2022, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to adopt the agenda. Valerie Jordan provided public comment about an issue she read through Facebook. She explained that she has family members and friends that are gay and she gets along with them and loves them dearly. She does not see gay as an issue but she does have an issue with the Fran in Franklin County Jail now and has a pedophilia issue. She continued that someone in the county system should be reprimanded or lose their job over this. Ms. Jordan stated that she attended the Chambersburg School Board meeting last night and had to listen to three young girls tell older adults how they should be addressed by their chosen pronouns. She hates the gay, black, purple, green or blue but when she sees that someone from the County likes what was said they should be reprimanded or fired and not be allowed to post on Facebook. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved all bills presented and ordered paid. The minutes of the June 22, 2022 meeting were reviewed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the minutes. The Board reviewed Agreements, Contracts and Reports. The items will be decided upon in the afternoon session. The Board reviewed a board appointment to the Franklin County Housing Authority Board. Chairman Keller said that this appointment was to be on the agenda a couple weeks ago but in light of some concerns raised by staff and tenants of the Housing Authority, Carrie Gray, County Administrator, and he met with a few representatives and tenants that shared some concerns they raised at a board meeting with the Housing Authority. With their consent and approval they met with the Chairman of the Housing Authority Board to gain some perspective and share the concerns. He continued that, in terms of oversight, the five member board of the Housing Authority Board is appointed by the Commissioners. The number of members is set by legislation. It has worked well over the past 50 years; in addition to that in conversation with the Housing Authority leadership and due diligence to what county staff has completed, the Housing Authority is directly accountable to the Federal Government through Housing and Urban Development (HUD). Chairman Keller stated that as an independent entity the Housing Authority is also subject to audits by certified accountants. If anyone has concerns or feels there is criminal conduct the individuals should contact the District Attorney or the the appointment today, to do extra due diligence, this board has sought approval of the Housing Authority Board, and in this case they were provided with all the applications of the tenant members that applied for the position. Moving forward it appears there is new management at the Housing Authority. He said the Commissioners should keep our efforts for appointing members, this member is important to make sure they are doing the right thing. Commissioner Flannery has suggested appointing a commissioner to the Housing Authority Board to have more oversight over the committee. Commissioner Flannery stated that this will add a layer of transparency and involvement and if Continued on page 2 there are any concerns he would bring that back to his fellow Commissioners. He thanked Carrie Gray and county staff for being on top of these issues. Chairman Keller said that they will have to defer appointing Commissioner Flannery to that board until an open position becomes available. Today is a request to app representative on the Housing Authority Board. On a motion by Robert G. Ziobrowski, representative for the term of June 1, 2022 through May 31, 2027. The Board met with Tiffany Bloyer, Human Resources Director and Deputy Controller Etta Rotz for Salary Board matters. Also in attendance was President Judge Shawn Meyers. The Board reviewed Personnel matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the following position descriptions: Client Services Specialist, Client Services Supervisor, Executive Judicial Assistant, Judicial Administrative Assistant and Senior Center Coordinator. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the Notice of Intent to the PA Department of State requesting election security grant funds in the amount of $12,353.32 to make payments for activities to improve the administration of elections for Federal office, including to enhance election technology and make election security improvements. These funds must be used for permissible expenditures occurring between March 16, 2022 and September 30, 2023 and preferably for expenditures related to the 2022 elections. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the agreement between the County of Franklin and the Waynesboro Area School District for the School-Based Probation program. The school district agrees to provide $23,517.00 for services during the 2022-2023 school year. Franklin County will carry liability insurance for its employees and the program. The Board reviewed Grants/CJAB matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the grant request to PA Commission on Crime and Delinquency (PCCD) to request a grant in the amount of $100,000.00 to support a the period of October 1, 2022 through September 30, 2024. The Board reviewed MH/IDD/EI matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the quote from PESI, Inc. to provide continuing education seminars at a cost of $19,800.00 for the period of June 20, 2022 through June 28, 2023. The mental health department purchases the license for particular seminars to assist County staff and providers working in the mental health field. The seminars are educational and assist mental health professionals in their professional growth as well as with self-care. A variety of seminars have been offered annually for the last several fiscal years resulting in great feedback from those who have participated in the seminars. Some seminars offer continuing education credits in which those registered submit their certification to the mental health department. Continued on page 3 The Board reviewed Planning Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the proposal from Herbert, Rowland & Grubic, Inc. (HRG) to provide survey, design, permitting, construction bidding and construction oversight to County Bridge No. 63 located on Hickory Run Road over Conodoguinet Creek in Lurgan and Southampton Townships. The contract amount is $296,540.00. The bridge is currently posted for a 13 ton weight limit with exceptions to combinations of 29 tons. The bridge is in overall poor condition based on the latest inspection. Construction is anticipated for 2023. The Board reviewed Reentry Services Center matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the lease agreement between the County of Franklin and Antietam Realty, Inc. for the Housing and Urban Development (HUD) Permanent Supportive Housing Lease Program (Supportive Housing Program SHP I/II) covers the total rent plus any landlord covered utilities for participants for a total lease amount of $9,381.71 for the period of June 14, 2022 through August 8, 2023. The County holds the Lease with the landlord and the participant subleases from the County. Program participants are responsible for any utilities not included in the lease rent, up to 30% of their adjusted gross income. Participants are linked with Supportive Services and case management to assist them with maintaining permanent stable housing. The Board reviewed additional Reentry Services Center matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the lease agreement between the County of Franklin and Darren Garvin for The HUD Permanent Supportive Housing Lease Program (Shelter Plus Care) covers the total rent plus any landlord covered utilities for participants for a total lease amount of $10,453.33 for the period of June 3, 2022 through August 1, 2023. The County holds the Lease with the landlord and the participant subleases from the County. Program participants are responsible for any utilities not included in the lease rent, up to 30% of their adjusted gross income. Participants are linked with supportive services and case management to assist them with maintaining permanent stable housing. The Board reviewed Risk Management matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the quote from AllCom Global Services for purchase of new cameras and a Dell Precision Video Server/Workstation for Magisterial District Judge in Greencastle (District # 39-3-05) at a cost of $21,625.87. Administrative Office of Pennsylvania Courts (AOPC) will pay $18,315.59 and $3,310.28 will come from Workers Compensation Fund. The Franklin County Commissioners and Charles Martin, Human Resources Generalist, on behalf of the STAR (Special Thanks and Recognition Committee) were present to award Ms. Megan Simmons as the Employee of the Month for June. Ms. Simmons has worked at Franklin County since July of 2007. She currently serves as Caseworker III-Intake for Children and Youth Services (CYS). The selection for the June 2022 Employee of the Month was determined by the STAR Committee. There were a total of 12 nominations, three of which were for her. Mr. Martin read the nomination form which is attached and made a part of these minutes. Megan Simmons thanked everyone and said she feels honored to receive this award. She loves what opportunities that have been given to her. Chairman Keller thanked her for all the wonderful things she does and going above the call of duty and also being a mentor to other employees in her department. Commissioner Flannery congratulated her and said that it takes a special person to do what she does. He does not have that skill to do it and have the attitude she does. It's wonderful. Commissioner Ziobrowski said he has studied some records in the past and there are a number of employees in her office for over ten years and some for under-five but not many in between. Dealing with the stress is challenging. He appreciates the altruism and empathy she has. He commends her for what she does and also for becoming a supervisor. He congratulated her. Continued on page 4 On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to enter an executive session at 2:12 p.m. for the purpose of reviewing personnel matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to reconvene into regular session at 3:06 p.m. No action was required after the executive session.
