HomeMy WebLinkAbout2022-07-13 Commissioner Minutes WEDNESDAY, JULY 13, 2022 The Franklin County Commissioners met Wednesday, July 13, 2022, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved all bills presented and ordered paid. The minutes of the July 6, 2022 meeting were reviewed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the minutes. The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked Carrie Gray, County Administrator, for more information on board action item #3, for additional insurance coverage. Ms. Gray explained that this came from a recommendation from our insurance broker, Strickler, and we worked with them to identify the need for the insurance. She continued that while Franklin County has low claims historically it would take just one claim to make excess insurance worth it. They also looked at increasing the deductibles in order to achieve up-front cost savings but we would have to increase deductibles for more common claims and then we would have to pay out more. Chairman Keller asked for more information on item #9, video system for the Jail. Ms. Gray explained that attorneys would like more interaction with their clients but the Jail has to shut down the unit and it requires a lot of staff resources. This quote would enable them to modify visitation booths in a way to allow the professionals to have more interaction and they can show videos and pass through documents to their clients. It will still be face to face but no contact. She explained further that this is for ctive as intended, they may come back to request additional units. Chairman Keller asked if we have received any follow-up or feedback from municipalities on the addressing policy, item #10. Steve Thomas, Planning Director, responded that they received one comment from the Department of Emergency Services with posting of road name signs and the legal team reviewed and made changes. There were no other comments. Ms. Gray responded that there were no comments received via the website link. The items will be decided upon in the afternoon session. The Board reviewed personnel matters. Ms. Gray noted that the job description was modified to reflect the recent Salary Board action to increase the hours from part time to full time. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the revised Housing Specialist position description in the Mental Health/Intellectual Developmental Disabilities/Early Intervention Department. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. Continued on page 2 The Board reviewed Aging Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the updated contract listing for additional contracts and addendums for Fiscal Years 2021/2022 for the Area Agency on Aging department. Contract listing is maintained for proper accounting of all contracts to include vendor name and address, type(s) of service provided and rate(s) charged for services. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the agreement between the County of Franklin and the Chambersburg Area School District for the School-Based Probation program. The school district agrees to provide $47,743.80 for services during the 2022-2023 school year. Franklin County will carry liability insurance for its employees and the program. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to accept the quote of $18,821.00 for $3,000,000 excess limits over PCoRP's $5,000,000 primary limit for General Liability, Automobile Liability, Law Enforcement Liability and Public Officials Errors & Omissions for the 2022-2023 insurance term. The Board reviewed Fiscal Department matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the engagement letter from Zelenkofske Axelrod, LLC for independent audit services for the year ended December 31, 2021, including the audit of the County's GASB 34 financial statements and the County's Single Audit, required for all programs receiving federal and pass-through funds. This is consistent with the multi-year contract signed February 22, 2018. The Board reviewed GIS matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Pictometry International Corporation for the yearly renewal of the Connect Explorer online imagery viewing application and user licenses used by County staff, municipalities, school districts, and Local Law Enforcement and Emergency Responders at a cost of $3,300.00 for the period of July 15, 2022 through July 14, 2023. This tool allows users to view our imagery library from previous flight contracts combined with GIS data layers. The Board reviewed Human Resources matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the letter to ExamWorks Compliance Solutions due to Section 111 of the Medicare, Medicaid, and SCHIP Extension Act of 2007 (MMSEA) added mandatory reporting requirements with respect to Medicare beneficiaries who have coverage under group health plans (GHP) as well as for Medicare beneficiaries who receive settlements, judgments, awards, or other payment from liability insurance (including self-insurance), no- The County is considered responsible reporting entities and use ExamWorks Compliance Solutions via Inservco (our TPA for workers compensation claims processing) to submit data on our behalf. The Board reviewed additional Human Resources matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to add the Gallagher Broker team to those that are granted access to Highmark BC/BS enrollment and billing portal for assistance with reports and issues that may arise. Continued on page 3 The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski, seconded by th John T. Flannery; unanimously approved the 16 Addendum to the contract between the County of Franklin and Prime Care Medical contract (dated May 30, 2002) to provide comprehensive health services to inmates in the custody of the Jail. This addendum is to add Community Treatment programs for a maximum encumbrance amount of $442,000.00 for the period of October 1, 2021 through February 28, 2023. This program includes providing non- Vivitrol medication assisted treatment to participants in the jail to the Community Treatment programs. This addendum also provides non-Vivitrol MAT to other inmates within the facility. This includes the purchase and reimbursement of Buprenorphine in all forms and Methadone for use by health care services to the grant-eligible inmate population and provisions of additional medical services for inmates receiving non-Vivitrol MAT. The County will utilize the grants Residential Substance Abuse Treatment (RSAT) and State Opioid Response (SOR) and the remaining will be paid from ACT 198. The Board reviewed additional Jail matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the quote from Provantage, LLC to purchase a video presentation system that gives the ability for the professional visitation rooms to have access to present information to the inmates on a live screen for them to view at a cost of $10,606.75 for the period of July 11, 2022 through July 11, 2027. This helps the attorney's eliminate the face to face interaction and gives the ability to click share information regarding the inmates cases. It also eliminates extra staffing needed from the Jail to transport inmates for face to face visits. The Board reviewed Planning Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Franklin County Road Naming and Addressing Policy #110.00 to establish standards for naming roadways, posting road signs and assigning numbers to all dwellings, principal buildings, businesses and industries; and to assist emergency services agencies, the United States Postal Service and the public in the timely and efficient provision of services to residents and businesses of Franklin County. The Board reviewed Reentry Services Center matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the following lease agreements for the HUD Permanent Supportive Housing Lease Program (Supportive Housing Program SHP I/II) that covers the total rent plus any landlord covered utilities for participants. The leases are for the period of August 1, 2022 through August 1, 2023. The County holds the lease with the landlord and the participant subleases from the County. Program participants are responsible for any utilities not included in the lease rent, up to 30% of their adjusted gross income. Participants are linked with Supportive Services and case management to assist them with maintaining permanent stable housing. a. 80 South Main, LLC for a total lease amount of $15,600.00 (includes 2 leases) b. Antietam Realty, Inc. for a total lease amount of $7,500.00 c. Beverly Court, LLC for a total lease amount of $8,700.00 d. D&D Properties/Darren Garvin for a total lease amount of $42,000.00 (includes 5 leases) e. Hamilton Park Apartments for a total lease amount of $7,200.00 f. Micah Gingrich for a total lease amount of $8,700.00 g. Rodney C. & Cindee L. Mose for a total lease amount of $36,000.00 (includes 4 leases) h. Sussman Properties/Sally Sussman for a total lease amount of $8,700.00 i. WACCO Properties for a total lease amount of $7,380.00.
