Home My WebLink About2022-07-27 Commissioner Minutes WEDNESDAY, JULY 27, 2022 The Franklin County Commissioners met Wednesday, July 27, 2022, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved all bills presented and ordered paid. The minutes of the July 20, 2022 meeting were reviewed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the minutes. The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked for more background on board action items 2 & 3. Ms. Gray explained that the items are related and focused on a broadband feasibility study which we have been working on with Adams County. We will be engaging a consultant to look at existing broadband options for residents and counties to identify gaps and provide action steps to help people virtually either from home or places of work. We originally were partnering with another county but had to go a different intergovernmental agreement outlines the roles of each county in moving forward as they direct them. Chairman Keller responded that there is a great amount of dollars through the American Rescue Plan in addition to other funding at the federal level for broadband. Adams has been a good partner to work with in the past so this makes sense to partner with them. We will save a little bit of money and other counties have partnered for regional purposes for broadband. Commissioner Flannery mentioned that he has lived in Franklin County for 30 years and in three (3) different residences and he has yet to have good service so he is very interested in this. The items will be decided upon in the afternoon session. The Board reviewed Personnel matters. John Thierwechter, Assistant County Administrator, explained that the main reason for the changes is that applicants that apply think they are applying for a telemarketer job so this should help make it more clear what type of job they are applying for. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the following revised position descriptions for the Department of Emergency Services: 911 Telecommunicator I, 911 Telecommunicator II, 911 Telecommunicator III, 911 Telecommunicator Trainee and 911 Telecommunicator Trainer (CTO). Sharon Moats, Senior Accountant in the Fiscal Department, provided a fiscal update to these minutes. She explained that today she will be reviewing the 2022 budget performance through May and that May is 5 months of the year which is 42% of budget. Ms. Moats reviewed the General Fund expenditures with the Board and provided information on transfers which are at 49%. Ms. Moats reviewed the budget performance and the revenue side of the budget showing the real estate tax collections is at $41.3M which is 93.4%. Ms. Moats reviewed with the Board additional data regarding expenditures and revenues. Commissioner Flannery asked for clarification on the all services 2022 budgeted expenditures vs. revenues. Ms. Moats responded that she would need to get information from the Fiscal Director. Continued on page 2 The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. Valerie Jordan from Fayetteville provided public comment and said there has been a lot of discussion about the Chambersburg Mall on social media and the news. She asked what the Chambersburg Mall is zoned as. Chairman Keller responded that zoning is at the local level not county level so she could check with the township office for this information. The Board reviewed Children & Youth matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the updated contract listing for additional contracts and addendums for the period of April 1, 2022 through June 30, 2022 for the Children & Youth department. Contract listing is maintained for proper accounting of all contracts to include vendor name and address, type(s) of service provided and rate(s) charged for services. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Broadband Feasibility Study Intergovernmental Agreement between the County of Franklin and County of Adams to study the feasibility of expanding and modernizing internet connectivity within each of the counties of Adams and Franklin to provide traditionally underserved residents with high-quality broadband infrastructure as well as other connectivity infrastructure devices and equipment. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved Resolution #2022-24 which is attached and made a part of these minutes, for the County to enter into an Intergovernmental Agreement with the County of Adams for the purpose of conducting a multi- county broadband feasibility study. The Franklin County Commissioners and Charles Martin, Human Resources Generalist on behalf of the STAR (Special Thanks and Recognition Committee) were present to award Ms. Lisa Stouffer as the Employee of the Month for July. Ms. Stouffer has worked at Franklin County since April 2021. She currently serves as Purchasing Coordinator within the Procurement Department. The selection for the July 2022 Employee of the Month was determined by the STAR Committee. There were a total of fifteen nominations, six of which were for her. Mr. Martin read the nomination form which is attached and made a part of these minutes. Lisa Stouffer thanked everyone and appreciates being nominated this month. Chairman Keller thanked the STAR Committee for the great job they do in reviewing the nominations and making great choices each month. Commissioner Flannery said it sounds like she stays busy and when someone needs something done they always find the busiest person and they get it done for them. He congratulated her. Commissioner Ziobrowski stated that given the challenges in everything arranged. Coincidently he received an email today that she arranged for the conference in Lancaster last month. He congratulated her. The Commissioners presented a fundraising check to Cumberland Valley Animal Shelter and Antietam Humane Society for the dress down fundraiser that was held in July. Keri Kenney, Human Resources Coordinator, stated that county employees raised $750.00. Ms. Kenney said that these organizations rely heavily on donations so each shelter will receive $375 to be used for food and supplies. She said Antietam was not able to be here today but they did come in last Friday to pick up their donation and thanked everyone for their contributions. Jennifer Vanderau from Cumberland Valley Animal Shelter, thanked the Commissioners and the employees for their support. She feels they are fortunate to be in South Central PA. She continued that this came out of the blue so she is very grateful for this donation and this is hear her on the radio and all that she does for the animals. He thanked the employees for all they do. Commissioner Flannery thanked the employees and stated that this is a great cause. Continued on page 3 Rich Farr, rabbittransit Executive Director, was present to provide information on the Franklin County Stop Hopper Program. Mr. Farr thanked the county for their support and that this new program has been talked about for years but we are finally at the point where we are talking about a launch. He explained that Stop Hopper is a microtransit which is a cross between a shared ride program and a traditional fixed route program. It operates with a smaller th continued to grow while everything else declined. This is the 4 deployment of this program in their service area. Mr. Farr continued that it is app based so they encourage riders to go to the Apple or Play Store to download the app. This would allow them to set up an account, book a th trip, and pay for the trips. August 15 is the official launch date and the service will run from 6:30 a.m. to 6:30 Monday through Friday and the cost is $2 per one way trip for everyone except if they are over age of 65 the ride is free but they do have to register first. Children under a certain height with a riding parent can ride for free also. Mr. Farr explained that they do they have to date. They will take requests to expand the zone and they will consider them in the future. If individuals are not technology savvy they can call the 800 number to book trips. They will also allow flag downs if the person is already in their system and needs a ride. The riders can pay by cash, pay through the app, or use prepaid visa cards. Mr. Farr said they will be sending out flyers to partners in the area to help spread the news. Chairman Keller said this could be a good option for folks to go to and from work with the hours he mentioned. He e county are hurting for people to come to work, this would meet the need and he hopes it helps a lot of employers in Franklin County. Commissioner Flannery said since this is a pilot program how long is the trial period. Rich responded that typically a PennDOT pilot program is 2-3 years. We have to demonstrate there is a need for PennDOT to continue funding it. Commissioner Flannery asked about the wait times? Rich explained that the app will say availability, historically the wait time is 15 minutes and travel time is 20 minutes. Commissioner Flannery asked if the program is successful could there be plans to expand throughout the area. Rich responded that they have a laundry list where they can go next that includes industrial areas along 81 in Greencastle and they are hoping to connect Shippensburg as well and maybe even Ms. Gray responded that Franklin County has had a relationship with rabbitt for seven years since they are our contractor for transportation. She sits on the rabbitt board, and now we will be contributing to the microtransit program since the Commissioners passed a resolution a few months ago and we will have a vote on the board.
