WEDNESDAY, AUGUST 10, 2022
The Franklin County Commissioners met Wednesday, August 10, 2022, with the
following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski.
Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the
Pledge of Allegiance, proceeded with the business of the day.
The meeting was live streamed.
On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved
to adopt the agenda.
Commissioner Ziobrowski arrived at the meeting at 2:10 p.m.
Valerie Jordan provided public comment. She wanted to know if the County was in any
way involved with the Career Magnet School. She went on to state that over 200 students are
not able to attend and that technical schools are very important to the community.. She is also
very concerned about class size and the 70 staff positions that need to be filled. She also said
that the school buildings are being neglected and money is not being appropriated correctly.
She thinks that schools should be renovated instead of being closed. Commissioner Keller
explained that these issues are the responsibility of the school district.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved all bills presented and ordered paid.
The minutes of the August 3, 2022 meeting were reviewed. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the minutes.
The Board reviewed Agreements, Contracts and Reports. Commissioner Keller asked
Carrie Gray to provide additional information on Board Action #1. Ms. Gray stated that this is a
request for a grant application for a Redevelopment Assistance Capital Program (RACP) grant.
The focus of this grant would be for the historical upgrade of the Gass house located on
Franklin Farm Lane which is a historical property.
The Board reviewed Commissioners Office matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the Resolution #2022-25 for the
County to apply for Redevelopment Assistance Capital Program (RACP) funds to redevelop
county-owned buildings along Franklin Farm Lane.
The Board reviewed Department of Emergency Services matters. On a motion by John
T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Scope of Work and Cost Estimate from GemChem, Inc. for pick-up,
transport and proper disposal of Class B AFF fire-fighting foam at a cost of $2,000.00. As of
July 13, 2021 use of foam containing PFAS has been banned. DES is the coordinating entity
for each fire company to dispose of their foam, the fire companies reimburse the county for this
service.
The Board reviewed Reentry Services Center matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the lease agreement
between the County of Franklin and Antietam Realty, Inc. for the Housing and Urban
Development (HUD) Permanent Supportive Housing Lease Program (Supportive Housing
Program SHP I/II) that covers the total rent plus any landlord covered utilities for participants.
The lease is at a cost of $7,842.74 for the period of August 15, 2022 through August 15, 2023.
The County holds the lease with the landlord and the participant subleases from the County.
Program participants are responsible for any utilities not included in the lease rent, up to 30% of
their adjusted gross income. Participants are linked with supportive services and case
management to assist them with maintaining permanent stable housing.

The Board reviewed additional Reentry Services Center matters. On a motion by John
T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the agreement between
the County of Franklin and Mental Health Association of Franklin and Fulton Counties to provide
the Peer Support Program which is a program that links certified peer specialists with qualifying
individuals who have a mental health diagnosis or co-occurring disorder and wish to further their
own recovery. Through mentoring, support, and service coordination, peer specialists help
participants achieve personal wellness goals and cope with challenges. This agreement is at a
cost of $8,176.00 for the period of August 1, 2022 through August 1, 2023.
The Board reviewed additional Reentry Services Center matters. On a motion by John
T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the agreement between
the County of Franklin and Susquehanna Regional Transportation Authority, AKA rabbittransit,
to provide transportation to appointments for adults who are participants in the HUD Supportive
Housing programs at a cost of $5,000.00 for the period of August 1, 2022 through August 1,
2023. Participants in the HUD Supportive Housing programs often lack reliable transportation to
enable them to get to necessary appointments or access needed to services, supports, and
supplies.
In accordance with PA Act notifications, martin and martin, inc. notified the County of a
Pennsylvania Department of Environmental Protection MSW Transfer Facility Permit Application
being applied by Chambersburg Waste Paper Co., Inc. to transfer Municipal Solid Waste to
trucks for delivery to local landfills on property located in Guilford Township.
The meeting was adjourned at 2:18 p.m. with a motion by John T. Flannery; seconded
by Robert G. Ziobrowski.
