WEDNESDAY, SEPTEMBER 28, 2022
The Franklin County Commissioners met Wednesday, September 28, 2022, with the
following members present: David S. Keller and Robert G. Ziobrowski. Chairman Keller
presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
The meeting was live streamed.
Chairman Keller announced that Commissioner Flannery will not be attending the
meeting today. On a motion by Robert G. Ziobrowski, seconded by David S. Keller;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved all bills presented and ordered paid.
The minutes of the September 21, 2022 meeting were reviewed. On a motion by Robert
G. Ziobrowski, seconded by David S. Keller; unanimously approved the minutes.
The Board reviewed Agreements, Contracts and Reports. The items will be decided
upon in the afternoon session.
This was the date to award/reject the used minivan bids for the Franklin County
and deemed responsive and she recommends awarding the bid to Forrester. On a motion by
Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved to award the bid to
Forrester Lincoln for a total bid price of $30,471.00. This was the only bid received.
The Board reviewed Personnel matters. Carrie Gray, County Administrator, explained

that with Warden Bechtold retiring on December 7, the job description was reviewed and
modified to reflect current duties. In addition, the job description was forwarded to Prison Board
members for review and no additional changes were requested. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the revised position description
for Warden at the Jail.
Teresa Beckner, Fiscal Director, provided a fiscal update to the Board which is attached

that today she is reviewing the 2022 budget performance through July which is seven months
into the year and represents 58%. Ms. Beckner reviewed the General Fund revenues with the
Board and stated that overall our revenues are $53.1M compared to $43.8M or 82.6% in 2021
which is 2.1% more than last year. Ms. Beckner reviewed the expense side of the budget
showing $57.3M compared to $31.1M in 2021 or 54.3%, which is an increase of $2.3M or 8%.
She continued that General Fund Budget revenue is at 83% which is driven by property tax
revenues.
collections at $43.2M or 97.8%. Ms. Beckner reviewed with the Board additional data regarding
expenditures and revenues. Ms. Beckner provided information on the All Services Budget
revenues that are at $148.7M compared to $87.8M in 2021 which is a 4.7% increase from 2021.
On the expense side the county spent $157.4M compared to $71.6M in 2021 which is a
decrease of 6.8M from 2021 or 8.7%. Ms. Beckner provided more information to the Board.

On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved to enter an executive session at 11:33 a.m. for the purpose of reviewing real estate
matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved to reconvene into regular session at 12:26 p.m. No action was required after the
executive session.
The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that
were reviewed.

There was no public comment.
The Board reviewed Aging Office matters. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller; unanimously approved the proposal from Vector Media Holding
Corporation for advertising on the side of Rabbittransit buses for twelve weeks for a total of
$11,660.00 for the period of November 15, 2022 through February 6, 2023. The advertisement
was designed by Sheena Baker. The first document in the amount of $2,660.00 is for 20 side
panel advertisements to be created and installed ($2,500.00) and shipping costs of the panels
($160.00). The second document in the amount of $9,000.00 is the cost for advertising from
November 15, 2022 through February 6, 2023. Payments will be divided over four months.
The Board reviewed Commissioners Office matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the addendum to the County of
Franklin Retirement Board Investment Policy Statement for the Pension fund. The changes are
as follows: Decreased equity target from 62% to 57%; Decreased fixed income target from 23%
to 20%; added allocation to private equity with a target of 5%; added allocation to private credit
with a target of 3%; and changed private infrastructure benchmark from LIBOR +4% to SOFR
+3%.
The Board reviewed additional Commissioners Office matters. On a motion by Robert
G. Ziobrowski, seconded by David S. Keller; unanimously approved the quote from Election
Systems and Software for purchase of a second Ballot-on-Demand printer for an amount of
$608.00 for the Voter Registration Office so they are able to print absentee and mail-in ballots in
the event that our current printer goes down. We are also hoping to have a workstation in the
front lobby area during busy elections and this would allow for ballots to be printed on the spot
upon voters making an application.
The Board reviewed Grants Management matters. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller; unanimously approved the amendment to the professional
services contract between the County of Franklin and Dr. James Griffith to adjust the Scope of
Work to provide services to the Good Wolf Treatment Court only through this amendment. It will
also change the encumbrance amount for the contract to a total of $16,000.00. All other terms
and conditions of the original agreement will remain in full force and effect.
The Board reviewed Human Resources matters. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute
the application to continue self-insured workers' compensation employer status with the PA
Department of Labor and Industry
cost to apply is $100.00. Information within the application has been revised from previous
years to include new building locations and employee counts, as well as updated expenses and
claims data provided by our TPA Inservco Insurance Services, Inc.
In accordance with PA Act notifications, New Enterprise Stone & Lime Co., Inc. notified
the County of a Pennsylvania Department of Environmental Protection Air Quality Renewal
Permit Application being applied for a portable screening unit on property located in Guilford
Township.

The Franklin County Commissioners and Tiffany Bloyer, Human Resources Director on
behalf of the STAR (Special Thanks and Recognition Committee) were present to award Mr.
Joshua Nocton as the Employee of the Month for September 2022. Mr. Nocton has worked for
Franklin County since August 2021. He currently serves as a Correctional Officer at the Jail.
The selection for the September 2022 Employee of the Month was determined by the STAR
Committee. There were a total of 16 nominations, two of which were for him. Ms. Bloyer read
the nomination form which is attached and made a part of these minutes. Mr. Nocton thanked
Tammy Zook for the nomination and the kind words. Chairman Keller appreciates him going
a lot of cases is a matter of life and death and somet
great impression in a short amount of time. Commissioner Ziobrowski said that some people
describe his work as hours of boredom punctuated by moments of sheer terror but his vigilance
during those hours of boredom has helped prevent those moments of sheer terror not only for
congratulations,

The Franklin County Commissioners on behalf of the STAR Committee (Special Thanks And
Recognition) proudly present the Employee of the Month award to Mr. Joshua Nocton.
Mr. Nocton has been employed with Franklin County since August of 2021. He currently
serves as a Correctional Officer at the Jail. The selection for the September 2022 Employee
of the Month was determined by the STAR Committee. There were sixteen nominations,
two of which were for Joshua.
The STAR nomination form asks what recent event or occurrence made you select Joshua
and the answers stated:
“Due to Officer Nocton’s training and alertness, he became suspicious of the behavior of
two inmates. This Officer found inmates trying to pass drugs on a unit. He located drugs
and kept them from being passed to others. His actions may have saved the lives of others.”
Another nomination form goes into more detail explaining C.O. Nocton’s meticulous
attention to detail. “Over the last several months, Correctional Officer Joshua Nocton has
continuously found contraband (IE: drugs and dangerous items that could harm a fellow
Officer) and he should be recognized for his continuous efforts to keep the County of
Franklin safe from harm.”
“Officer Nocton is quiet and hardworking and gets the job done. He is very reliable and
trustworthy. However, Officer Nocton is so detailed that he doesn't stop at the routine
inspections or walk arounds. Officer Nocton goes way above and beyond. Joshua not only
uses the skills he has learned through training, but he also uses his own intuition and it is a
good thing he does. Due to these extraordinary skills, Officer Nocton has discovered or
handled the following: This Officer has handled several medical emergencies and due to his
quick thinking and reactions these inmates have all made a full recovery. Officer Nocton
has found multiple forms of contraband. These items range from suboxone to shanks. Yes,
finding contraband is a part of his job, but to the extent of how he finds these items is
extrodinary. An Officer has to get down on their hands and knees, touching items that could

be soiled, pulling things apart and putting themselves in positions and situations that are
not pleasant to find these hidden items.”
The nomination continues, “His latest find was amazing. An inmate had asked Officer
Nocton to pass the cleaning supplies. Officer Nocton felt something was off and investigated
the caddy. At first glance, he did not find anything, but his persistence paid off. Officer
Nocton notice an incredibly small decolorization in the spray bottle tube and discovered
drugs were about to be passed. His willingness to continue to go above the normal routine
review helped him discover this contraband. Officer Nocton’s findings in fact could have
well prevented another inmate from overdosing.”
“Officer Nocton continuously strives for perfection. He is one that you want to protect and
service the County of Franklin.”
Mr. Nocton’s outstanding characteristics are attributes that have not gone unnoticed by his
peers. The nomination form describes him as meticulous, extremely observant and aware,
with an abundance of integrity.
We are grateful to Mr. Joshua Nocton as he exudes a high standard of customer service,
excellence, and respect to the employees and residents of Franklin County.
