HomeMy WebLinkAbout2022-10-12 Commissioner Minutes WEDNESDAY, OCTOBER 12, 2022 The Franklin County Commissioners met Wednesday, October 12, 2022, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Kim Wertz, from Chambersburg, provided public comment and asked a question about Stop Hopper and that Assistant County Administrator said that the county does give them a contribution but she would like to know if we do anything else to support the Hopper. She uses it Chairman Keller responded they will provide an answer to her in the near future. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. The minutes of the October 5, 2022 meeting were reviewed. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the minutes. The Board reviewed Agreements, Contracts and Reports. The items will be decided upon in the afternoon session. The Board reviewed information regarding Domestic Violence Awareness Month. Chairman Keller asked Ms. Gray to set the stage for the proclamation. Carrie Gray, County Administrator, explained that the Commissioners have been supportive of the efforts of the agencies that support victims in having their needs met through services and referrals as necessary. They brought the proclamation to them for consideration this year. Chairman Keller stated that they have done this numerous years in the past and luckily we have someone from Women In Need (WIN) present who has spearheaded these efforts in the past. Jenna Faust, WIN services, said every October is Domestic Violence Awareness Month and WIN is the local victim services agency and they serve victims in Franklin and Fulton counties. Ms. Faust said ponded that they do the walk in Chambersburg th in May but they will have one on October 14 in Waynesboro which is this weekend and everyone is invited. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to sign Franklin County Proclamation #2022-22 proclaiming the month of October 2022 as Domestic Violence Awareness Month in Franklin County and that the attached proclamation be made a part of these minutes. uestion during public comment that, along with the local match Ms. Wertz mentioned, the County supports rabbittransit in marketing and outreach efforts for the Stop Hopper. She is also a nonvoting member on the Susquehanna Regional Transit Authority Board. Ms. Gray stated that Ms. Wertz is encouraged to use the Stop Hopper as much and as long as she needs to, the more participation the better. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. Continued on page 2 The Board reviewed Adult Probation matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from Motorola Solutions for purchase of four portable radios for officer field operations at a cost of $21,098.40 with Act 35 funds paying $3,586.73 of the cost. The Board reviewed Grants Management matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the renewal grant application to Department of Housing and Urban Development for provision of 10 units of Supportive Housing to chronically homeless disabled individuals requesting a grant in the amount of $114,195.00. Costs include rental assistance and administration. Per discussions with our HUD Program Manager, the program will request permission to move a portion of the rental assistance funding to supportive services in order to offer participants various services allowed by program regulations designed to assist in the stabilization of the individual during their journey to self- sufficiency. This will take place after the grant has been awarded. The Board reviewed additional Grants Management matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the renewal grant application to Department of Housing and Urban Development for Housing, Operations, Supportive Housing, and Administration for 23 units requesting a grant amount of $270,306.00. The Board reviewed additional Grants Management matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the grant application to Pennsylvania Commission on Crime and Delinquency (PCCD) for funding under the Local Law Enforcement (LLE) Support Grant Program, requesting a grant amount of $538,000.00. The LLE Support Grant Program was established within PCCD as part of Act 54 of 2022. The primary purpose of the grant program is to provide funding to local law enforcement agencies to implement information technology improvements, purchase or upgrade equipment, cover non- traditional law enforcement personnel costs, support retention and recruitment efforts, and provide necessary training and cover related expenses. The Board reviewed Juvenile Probation matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Jefferson County Juvenile Detention Center to provide secure detention options for violent offenders in the juvenile justice system and for juveniles charged with adult crimes that would otherwise be held in a jail pending the hearing. Jefferson County charges $205.00 per day per juvenile held there. This is not a bought or guaranteed bed but an agreement that if they have space and we want to detain someone that they will charge for the days that we actually have someone in the center. The Board reviewed Risk Management matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from Berkshire Systems Group, Inc. to provide a new annunciator panel for our command center at the New Judicial Center, so that the command center can pinpoint the alarm and location in the building to provide more precise information to emergency services at a cost of $4,898.00. The Board reviewed Tax Claim matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to accept a bid made by Robert Sechrist in the amount of $100.00 on the repository sale of a mobile home located in St. Thomas Township. In accordance with PA Act notifications, martin and martin, Inc. notified the County of a Pennsylvania Department of Environmental Protection PAG-02-NPDES Permit Application being applied by 1445 Sheffler Drive, LP for a truck and trailer storage lot on property located in the Borough of Chambersburg. Continued on page 3 In accordance with PA Act notifications, the Department of the Army notified the County of a Pennsylvania Department of Environmental Protection Title V Permit Renewal Application being applied by Letterkenny Army Depot for existing operations on property located at the Depot. Keri Kenney, Human Resource Coordinator, announced that she coordinates the United many of the goals that were set. With everything added together the total is $8,938.00 with 139 employees donating to the cause, which is 19% of our workforce. In 2021 it came out to about $7,300 from approximately 112 donors so we made $1,600 more and had about 25 more people. To her this is a big deal with everything going up including gas, groceries, and utilities. She was a little nervous about how the campaign would go this year but we ended up doing better. Ms. Kenney mentioned that the County also participates in the Stuff the Bus campaign in July and the winter food drive in January. She wanted to express appreciation to everyone who participates in the causes. Amy Hicks from United Way thanked everyone for their efforts; she enjoys the tremendous support they receive from the County. They are celebrating their th 80 year as a United Way organization. She thanked Keri for all the energy she puts into the fundraisers. Ms. Hicks introduced Kelly Reynolds who joined United Way in the spring and will be doing a lot of the community engagements. Ms. Reynolds thanked everyone for the money continuing that relationship. Chairman Keller thanked Keri for spearheading all of this and fundraising amount has increased. He also thanked Carrie Gray, Tiffany Bloyer, Morgan Yiengst and Bill Bechtold who all either chaired or co-chaired United Way in the past.
