HomeMy WebLinkAbout2009-10-08 Commissioner MinutesTHURSDAY, OCTOBER 8, 2009 The Franklin County Commissioners met Thursday, October 8, 2009, with the following members present: Robert L. Thomas, David S. Keller and Robert G. Ziobrowski. Chairman Thomas presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Public Comment was received from Bud Bennett from Citizens for Responsible Government who is questioning the contract for Capital Theater and why tax payers are paying for a business that can't support itself. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the minutes of September 29, 2009 and October 1, 2009 meetings. The Board reviewed Sheriff Office matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Resolution to approve payment of the invoice and accumulated interest totaling $7,069.12 to Rogers Uniforms and ask the Franklin County Controller to process payment. The Board reviewed Aging matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the food and beverage license renewal to PA Department of Agriculture for the Waynesboro Senior Activity Center. The Board reviewed Assessment matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Request from LandVest, Inc. for a report on land sales in Franklin County of 50 acres or more. The Board reviewed Children & Youth matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Certification Statement to Office of Children & Youth for the period of July 1, 2008 through June 30, 2009. The Board reviewed Custodial matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Sales Quote from Protel for use of four (4) numeric pagers at a cost of $449.60 for the period of January 1, 2010 -December 31, 2010. The Board reviewed additional Custodial matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Contract between the County of Franklin and Cleaning Connections, Inc. to provide janitorial services at M.D.J. Hawbaker's Office at a yearly cost of $1,280.00 for the period of January 1, 2009 through December 31, 2010. The Board reviewed Emergency Services matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the 90 day free trial service from Embarq for automatic location information (ALI) web access service through a new datamaster platform. Continued on page 2 The Board reviewed Property Management matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Proposal from Knepper's Kleen Water to provide maintenance on the water treatment equipment at the Greencastle Senior Center at a yearly cost of $731.00 for the period of January 1, 2010 through December 31, 2010. The Board reviewed additional Property Management matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Proposal from Knepper's Kleen Water to provide maintenance on the water treatment equipment at the Probation Office at a yearly cost of $734.00 for the period of January 1, 2010 through December 31, 2010. The Board reviewed additional Property Management matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Proposal from M.C. Plum, Inc. for service and cleaning of gas furnaces at the Courthouse, Human Service Building, Aging, Ag. Heritage, Building 2 and ARC Building at a total cost of $1,990.00 The Board reviewed additional Property Management matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Proposal from Porters Carpet and Furniture for repair and re-attach of carpet in courtroom #1 and master of divorce hearing room at a cost of $750.00. The Board reviewed Transportation matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Proposal from Com Pros to remove nine cameras and radios and re-install in new buses at a cost of $5,400.00. Three proposals were received and this was the lowest responsible proposal received. The Board reviewed Veterans Affairs matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Maintenance Agreement Extension between the County of Franklin and Sterling Solutions for maintenance on the information management system at a cost of $700.00 for the period of November 1, 2009 through October 31, 2010. The Board reviewed Visitors Bureau matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Professional Services Agreement between the County of Franklin and Don Park for the county to purchase thirty-six (36) 225th commemorative edition walking sticks crowned with a finial of Benjamin Franklin at a cost of $68.00 not to exceed $2,448.00 for the period of October 8, 2009 through November 30, 2009. The walking sticks will be retailed by Visitors Bureau for $88.00. The Board reviewed additional Visitors Bureau matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Professional Services Agreement between the County of Franklin and Capitol Theatre for the Visitors Bureau to be the fall sponsorship in mailings, posters and ads, on stage promotion; lobby banner and distribution of Visitors Bureau materials as well as giving the FCVB the opportunity to sell 225th Commemorative Booklet at shows. The cost of the contract will be $2,500.00 for the period of October 8, 2009 through November 16, 2009. In accordance with PA 14 notifications, Falling Spring Environmental Services Inc. notified the County of a PA Department of Environmental Protection NPDES Permit Renewal being applied by the Chambersburg Area School District for the Lurgan Elementary School Wastewater Treatment Facility located in Letterkenny Township. Continued on page 3 In accordance with PA Acts 67, 68 and 127 notifications, Grant A. Marshall notified the County of a PA Department of Environmental Protection NPDES Individual Permit being applied for 13 acres being subdivided into 4 residential single-family building lots located in St. Thomas Township. In accordance with PA Acts 67, 68 and 127 notifications, CET Engineering Services notified the County of a PA Department of Environmental Protection General Permit 11 being applied by Shippensburg Borough Authority for their Water Treatment Plan located in Lurgan and Southampton Townships. The Board reviewed information regarding National Latino Aids Awareness Day. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved to sign Franklin County Proclamation #2009-09 proclaiming the day of October 15, 2009 as National Latino AIDS Awareness Day in Franklin County and that the attached proclamation be made a part of these minutes. The Board recessed and will return when the Fiscal Director and Human Services Administrator arrive for the meeting. Teresa Beckner, Fiscal Director and Richard Wynn, Human Services Administrator met with the Board to provide an update on the status of Human Services funding due to lack of a state budget. The County is continuing to receive some funding for 2008/2009 fiscal years but is still owed more and also has received some funds for 2009/2010 fiscal years. Ms. Beckner stated that currently have seven weeks of funding available and should wait another two weeks until issuing a Tax & Revenue Anticipation Note. Mr. Wynn is generating a priority list that may help the board in making a decision on which providers to delay payments if the State Budget impasse continues. Mr. Wynn and Ms. Beckner will provide another update next week to the Board. The meeting was adjourned at 10:11a.m. with a motion by David S. Keller; seconded by Robert G. Ziobrowski.
