HomeMy WebLinkAbout2022-12-21 Commissioner Minutes WEDNESDAY, DECEMBER 21, 2022 The Franklin County Commissioners met Wednesday, December 21, 2022, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved all bills presented and ordered paid. The minutes of the December 14, 2022 meeting were reviewed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the minutes. The Board reviewed Agreements, Contracts and Reports. The items will be decided upon in the afternoon session. down fundraiser that was held in December. Keri Kenney, Human Resources Coordinator, said that in December they decided to raise money for the Salvation Army. For 156 years the Salvation Army has loved and helped all those who feel lost. The Salvation Army is an international movement and part of the Universal Christian Church and their message is based on the bible and to meet human needs without discrimination. The Salvation Army of Chambersburg has seen families lose everything so the decision was made with it being the holidays that it would be a great organization to donate to. Ms. Kenney stated that their greatest need was food items so they decided to incorporate a food drive with the Dress Down sticker fundraiser. Employees raised $500 in cash and filled up most of their small trailer with food donations. She thanked all county employees who so generously donated to this along with all the other causes throughout the year. She stated that it was a great year for fundraising. Captain Christopher Mauk thanked the County and the employees for the contribution. He stated that this has been a tough year for the people they serve, inflation is up and the economy is crazy and gas prices are up also. Every little bit helps and this is a huge support for their mission this year as their donations are down. He thanked everyone. Chairman Keller thanked the Salvation Army for everything they do and to Keri for spearheading the effort and as always a big thanks to the employees who dig deep and give often for supporting dress down Fridays and their support of great nonprofits throughout the year. The Franklin County Commissioners and county leadership today celebrated 15 Development Program. Tiffany Bloyer, Human Resources Director, said they are here to celebrate the class of 2022. This was an opportunity for future leaders or those individuals interested in growing their skills to advance themselves with leadership opportunities here or somewhere else. Ms. Bloyer provided the history where in 2020 she had this idea when she hired Keri Kenney who helped to make this program happen and they partnered with Carrie Gray, County Administrator; John Thierwechter, Assistant County Administrator; and Kim Eaton, Director of Community Connections. Keri took it on full force and helped make this happen Continued on page 2 because she could not do this alone. After sharing the idea with the Commissioners, here we are with the first graduation. Over the last twelve months this group has learned a lot about leadership, about life, about the county, but most importantly about themselves in general. She learned a lot from them as well. The monthly sessions included team building, project management, delegation, volunteer hours which were great and they realized how good it is to give back to the community as well as spending time with their peers, which is good for the soul. They took an assessment to figure out personality and communication skills and how that impacts leadership styles, and they read a book. They did a lot to learn about leadership and styles. They also had a team project that they worked on for the past year which was a result of the Key Concept Committee that is a cost saving initiative program for employees to share ideas that would potentially save the County money. They came up with recommendations and did the research which was a good opportunity for them to learn County operations, network with other departments that they do not normally work with, connect with administration and work with the Commissioners. They reported to the Commissioners in November their recommendations and findings as well as suggestions and next steps moving forward. All these things happened in the past year where they would meet once a month and spend a full day together. This was a great opportunity for the 15 individuals to spend time together, advance their knowledge and skills, and get to know each other. Ms. Bloyer continued that they with each other. We are here today to congratulate them. Chairman Keller stated that he had a great time with them yesterday at the graduation ceremony. He is not sure what else to add commissioner to see folks who serve the people of the County come together and learn more about the organization and more about themselves, and ultimately become better public congratulate all of them for a job well done and anytime they take the opportunity to take advantage of any opportunity for self- whether it be here in the County or moving forward. Commissioner Ziobrowski stated he is immensely proud to be on their team and thanked them. Carrie Gray, County Administrator on see the good things they do with this knowledge moving forward. Ms. Bloyer presented their plaques and those who completed the 2022 class were: Nicole Boling, Chambersburg, Senior Planner, Franklin County Planning Department; Donna Davis, Chambersburg, Intake Manager, Franklin County Children and Youth Service; James Eagler, Greencastle, Administrator, Franklin/Fulton Drug & Alcohol; Cody Eichelberger, Chambersburg, Probation Officer III, Franklin County Adult Probation; Alexa Gross, Waynesboro, Caseworker III, Franklin County Children and Youth Service; Ben Hardic, Chambersburg, Juvenile Probation Officer III, Franklin County Juvenile Probation; Jennifer Hawbecker, Chambersburg, Specialist I-Early Intervention, Franklin/Fulton Mental Health/ Intellectual & Developmental Disabilities/Early Intervention; Eric Hewitt, Chambersburg, Juvenile Probation Officer III, Franklin County Juvenile Probation; Kevin Hoffman, St. Thomas, Maintenance Worker III, Franklin County Property Management; Beth Jones, Greencastle, Senior Center Coordinator, Franklin County Area Agency on Aging; Jennifer Muzzio, Chambersburg, Domestic Relations Officer, Franklin County Domestic Newman, Chambersburg, Adult Probation Officer III, Franklin County Adult Probation; Mandy Yiengst, Adams County, Human Resources Generalist, Franklin County Human Resources. Chairman Keller gave an opportunity for the President Judge to say a few words. President Judge Shawn Meyers thanked the Board of Commissioners and Tiff Bloyer for initiating this program. Most importantly that their Court supervised employees have the same opportunity to participate and he congratulated them for taking advantage of this opportunity. He hopes to keep them here and he thanked the Board for allowing him to speak. Ziobrowski, seconded by John T. Flannery; unanimously approved Resolution #2022-35 to approve the Certificate of Termination for the dissolution of the Franklin County General Authority. The Board reviewed Department of Emergency Services matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the agreements between the County of Franklin and Local Law Enforcement Agencies to formalize responder's access, use and associated responsibilities of third-party web-based remote alerting applications. The Board reviewed additional Department of Emergency Services matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the agreements between the County of Franklin and Fire/EMS Agencies to formalize First Responder's access, use and associated responsibilities of third-party web-based remote alerting applications. The Board reviewed Fiscal Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the Application to Encumber Liquid Fuels Tax Funds Form MS-340 being submitted to PA Department of Transportation. The form serves to represent County commitment/encumbrance of County Liquid Fuels funds for future projects, as required by PennDOT Publication 9, in order to avoid forced or mandatory distributions. Form MS-340 Project 22-28000-002 encumbrance of $500,000 for bridge #63 replacement is being submitted. Form MS-340 Project 22-28000-003 encumbrance of $200,000 for 2023 bridge repairs and maintenance is also being submitted. The Board reviewed additional Fiscal Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the Engagement Letter from Zelenkofske Axelrod, LLC for consulting services to provide recommendations and updates to the County's Subrecipient plan and processes as follows: Subrecipient Monitoring Policy, Subrecipient/Contractor Determination, Risk Assessment, Develop a Monitoring Tool for Subrecipients, Training, including train-the-trainer support. The estimated hours are not to exceed 40 for a total contract not to exceed $10,000.00. Compliance with subrecipient monitoring is required under Uniform Guidance due to the federal funds received by the County. The Board reviewed additional Fiscal Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Supplemental Appropriation in the amount of $198,876.00 due to an increase in spending and revenue in the Emergency Solutions Grant extension of their Emergency Solutions CARES Grant; an increase in the Emergency Food Assistance Program and in the Housing Development Grant program. There has been an increase within the community for these services which has caused an increase in spending. There is no impact to the General Fund for these services. Continued on page 4 The Board reviewed Reentry Services Center matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the agreement between the County of Franklin and The Mental Health Association of Franklin and Fulton Counties to provide Peer support services for the Case Assisted ReEntry (CARE) program and inmates at the Franklin County Jail for an amount of $15,000.00 for the term of January 1, 2023 through December 31, 2023. The Board reviewed Tax Services matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the contract between the County of Franklin and Government Software Services, Inc. (GSS) to provide GSS software maintenance and application support at a cost of $100,800.00 for the term of January 1, 2023 through December 31, 2025. This software generates and formats the tax bills for the vendors, renters per capita and collections for current as well as delinquent taxes. This software acts as a check and balance for tax collections with Tax Collectors, Fiscal and Treasurer's offices. The Board reviewed additional Tax Services matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the contract between the County of Franklin and Government Software Services, Inc. (GSS) for the printing, mailing and postage of Homestead/Farmstead applications under Act 72 Pennsylvania Homeowner Tax Relief Act that requires the mailing of applications by the Tax Services office by December 31, 2022. The amount is $14,445.00 for the term of December 1, 2022 through January 31, 2023. The full cost of this service will be reimbursed by the School Districts. The Franklin County Commissioners and Tiffany Bloyer, Human Resources Director on behalf of the STAR (Special Thanks and Recognition Committee) were present to award Ms. MaryAnna Black as the Employee of the Month for December. Ms. Black has worked at Franklin County since September of 2021. She currently serves as a Caseworker II for Children & Youth. The selection for the December 2022 Employee of the Month was determined by the STAR Committee. There were a total of 15 nominations, two of which were for her. Ms. Bloyer read the nomination form which is attached and made a part of these minutes. Ms. Black thanked everyone for her nomination and the award and thanked everyone who supports her heir support. Chairman Keller thanked her for the wonderful work that she does and said that there are wonderful things happening in Children & Youth since she is the second or third employee from Children & Youth who have received this award this year. He appreciates her being a great role model and setting a great example. He thanked her. Commissioner Flannery said that Children & Youth is ry day. He thanked her for her positive attitude and she has a positive if anyone else in the county has as great a long lasting impact on the population and the children they serve. The Board reviewed Personnel matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the following position descriptions: Collection Specialist and Work Release Coordinator and the following revised position descriptions: Magisterial District Judge Administrative Assistant I and Magisterial District Judge Administrative Assistant II. Continued on page 5 On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to enter an executive session at 3:30 p.m. for the purpose of reviewing personnel matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to reconvene into regular session at 3:46 p.m. No action was required after the executive session. Ms. Black has been employed with Franklin County since September of 2021. She currently serves as a Caseworker II for Children & Youth. The selection for the December 2022 Employee of the Month was determined by the STAR Committee. There were a total of 15 nominations, two of which were for MaryAnna. The STAR nomination form asks what recent event or occurrence made you select MaryAnna and the answers stated: “MaryAnna consistently carries a challenging caseload, while also ensuring all of her families are safe and taken care of. MaryAnna is not only carrying a challenging caseload, but is also always there to assist a fellow caseworker. She will drop everything to ensure any caseworker who needs it can get what they need. She goes above and beyond for everyone she comes in contact with. I am so incredibly grateful to have the opportunity to work with her”. Another nomination form details, “MaryAnna has been a lead responder for the Agency’s Child Protective referrals. In the past few months she has worked several difficult cases. MaryAnna has worked closely with law enforcement and provided information and support to successfully complete investigations.” The form continues, “MaryAnna consistently displays extreme professionalism and respect… She is attentive during conversations and meetings, drawing information out when needed in the field, and using other department and community agencies as supports. She is excellent at anticipating potential problems and working with families to have a concurrent plan in place. She thinks outside the box to keep families together and provides strength-based support to families. MaryAnna shows a strong commitment to her job and is an asset to the Agency. Her consistency and dedication to her work is commendable and respected by her peers, families, and providers”. Ms. Black’s numerous commendable characteristics have not gone unnoticed by her peers.
