HomeMy WebLinkAbout2009-11-05 Commissioner MinutesTHURSDAY, NOVEMBER 5, 2009 The Franklin County Commissioners met Thursday, November 5, 2009, with the following members present: Robert L. Thomas, David S. Keller and Robert G. Ziobrowski. Chairman Thomas presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. The Board approved to table the minutes from October 27, 2009 and October 29, 2009 until this afternoon so a correction can be made. The Board reviewed Commissioners' Office matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the 2009 Budget Adjustment in the amount of $300,000.00 for additional appropriations for costs related to new court facilities. The Board reviewed Emergency Services matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Lease Addendum to Agreement between the County of Franklin and General Electric Capital Corporation to begin payment of the Cisco phone system that has been installed and fully operational at a cost of $322,293.12. This is a correction to action taken on August 27, 2009. The Board reviewed additional Emergency Services matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Lease/Purchase Agreement between the County of Franklin and General Electric Capital Corporation for lease of equipment for the CAD renewal at a cost of $458,977.87 for a period of July 21, 2009 through July 20, 2016. This is a correction to action taken on August 27, 2009. The Board reviewed additional Emergency Services matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Contract Change Order #17 from JG Contracting Company to increase the contract in the amount of $23,400.00 to enhance the grounding system to lower the site resistance to the range of 20-25 ohms to better protect the radio equipment that will be installed for the Integrated UHF Radio Communications System at Blue Mountain Site. The Board Reviewed Human Resources matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the 2009 Budget Adjustment in the amount of $30,000.00 due to CMS Retiree Drug Subsidiary Funds received being used to offset the cost of the actuarial, actuarial research/report resulted in the return of County funds used to pay for retiree drug benefits. The Board reviewed Property Management matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the 2009 Budget Adjustment in the amount of $16,300.00 for additional appropriations for Admin. Annex and Human Services Building electricity costs. Additional expenses are reimbursed through allocation of building costs to occupants. Continued on page 2 The Board reviewed additional Property Management matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Proposal from R.A. Hill, Inc. to remove 82' of concrete curb along Lincoln Way East and replace with new curb at a cost of $3,500.00. This replacement is being required by the Borough of Chambersburg due to its current condition prior to the resurfacing of Route 30 taking place in the near future. The Board reviewed additional Property Management matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Proposal from R.A. Hill Contractors, Inc. to provide snow removal at Courthouse, Courthouse Annex, Administration Annex and Franklin Farm Lane on an on call basis at a cost as listed on the proposal depending on type of equipment used for the period of November 1, 2009 through December 31, 2010. The Board reviewed Visitors Bureau matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and PA Past Players to perform at the Mercersburg Live & Learn Weekend on November 6 - 7, 2009 at a cost not to exceed $900.00 covered by the Quest for Freedom Live & Learn Grant for the period of November 5, 2009 through November 30, 2009. The Board reviewed additional Visitors Bureau matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Mercersburg Inn to provide the location and refreshments for November 6th, Live and Learn at a cost of $1,400.00 covered by the Quest for Freedom Live & Learn Grant for the period of November 5, 2009 through November 30, 2009. The Board reviewed additional Visitors Bureau matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Flannery's on the Square to provide a taste of the north and south luncheon for up to 50 people on Saturday, November 7th, Live and Learn at a cost not to exceed $1,050.00 covered by the Quest for Freedom Live & Learn Grant for the period of November 5, 2009 through November 30, 2009. The Board reviewed additional Visitors Bureau matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Burgin Center/Mercersburg Academy to provide the facility and continental breakfast for the Live and Learn -Mercersburg discussion sessions on Saturday, November 7th at a cost not to exceed $1,100.00 covered by the Quest for Freedom Live & Learn Grant for the period of November 5, 2009 through November 30, 2009. The Board reviewed additional Visitors Bureau matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Comcast to provide 30-second advertising on various stations for Franklin County Events including the PA Quest for Freedom Underground Railroad Live & Learn programs and ongoing promotion of 225tH Anniversary of Franklin County at a cost not to exceed $3,800.00 with $1,500.00 covered by the Quest for Freedom Live & Learn Grant for the period of November 5, 2009 through December 31, 2009. Continued on page 4 In accordance with PA 67, 68 and 127 notifications, GLACE Associates, Inc. notified the County of a PA Department of Environmental Protection Permit Application being applied by Winter-Greenes Joint Venture, LLC for on-site water-well development, storage and distribution system on property located in Montgomery Township. In accordance with PA 67, 68 and 127 notifications, William A. Brindle Associates, Inc. notified the County of a PA Department of Environmental Protection NPDES Permit Application being applied by Brownsville Church of God for an institutional development located in Greene Township. In accordance with PA 67, 68 and 127 notifications, CEDG Engineers notified the County of a PA Department of Environmental Protection General Permit 5 Application being applied by Greenspring Valley Development, LLC for a utility line stream crossing for construction of a residential development of 549 homes located in Antrim Township. The Board met with the County Solicitor to review related matters. Teresa Beckner, Fiscal Director met with the Board to discuss Fiscal matters. The Board recessed at 9:58 a.m. and will reconvene at 1:00 p.m. for Assessment matters. The Board reviewed information regarding National Adoption Awareness Month. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved to sign Franklin County Proclamation #2009-10 proclaiming the month of November 2009 as National Adoption Awareness Month in Franklin County and that the attached proclamation be made a part of these minutes. The Board reviewed Assessment matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved to settle or deny tax assessment appeals as per the attached sheets titled Franklin County Appeal schedule for 10/06/09 and 10/15/09 (morning appeals on the listing). Commissioner Keller left the meeting room at 1:51 p.m. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of October 27, 2009 and October 29, 2009 meetings. The Board reviewed Assessment matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to settle or deny tax assessment appeals as per the attached sheets titled Franklin County Appeal schedule for 10/15/09 (afternoon appeals on the listing), 10/20/09, 10/22/09 and 10/29/09.
