The Franklin County Commissioners met Thursday, November 12, 2009, with the
following members present: Robert L. Thomas, David S. Keller and Robert G.
Ziobrowski. Chairman Thomas presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
The Board attended a Franklin County Prison Board meeting
On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously
approved to adopt the agenda.
Public Comment was received from Mr. Bud Bennett, Citizens for Responsible
Government, who would like an answer to his questions from a few weeks ago.
Commissioner Thomas responded that he has a written reply to Mr. Bennett that will be
provided to him at the end of the meeting.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously
approved all bills presented and ordered paid.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously
approved the minutes of November 5, 2009 meeting.
The Board reviewed Community Services matters. On a motion by David S.
Keller, seconded by Robert G. Ziobrowski; unanimously approved the report on food
distribution in the amount of $3,223.00 for personnel, travel, copies, telephone,
supplies/postage, space costs, & liability insurance for the period of July through
September 2009.
The Board reviewed Courts matters. On a motion by David S. Keller, seconded
by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the Maintenance Agreement between the County of Franklin and Topp Copy
Products for maintenance of the FTR Reporter System at a cost of $943.95 for the
period of December 3, 2009 through December 2, 2010.
The Board reviewed Emergency Services matters. On a motion by David S.
Keller, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Letter from SBA Communications, LLC who has acquired
Hilltop Tower Leasing, Inc. whom the County has a lease dated April 17, 2007 and asks
the County for confirmation of this transaction.
The Board reviewed Fiscal matters. On a motion by David S. Keller, seconded
by Robert G. Ziobrowski; unanimously approved the 2009 Budget Adjustment in the
amount of $74,758.90 for additional appropriations for costs related to the Justice
Assistance Grant to be used by Emergency Services and Drug Task Force along with
Chambersburg and Waynesboro Police Departments to purchase equipment.
The Board reviewed Property Management matters. On a motion by David S.
Keller, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Service Agreement between the County of Franklin and NAC
Divisions to provide service on the fire alarm system at the Administrative Annex
Building at a yearly cost of $1,272.00; Courthouse and Courthouse Annex at a yearly
cost of $888.00; Nursing Home at a yearly cost of $5,184.00; and Building 426 at a
yearly cost of $552.00. These agreements are for the period of January 1, 2010 through
December 31, 2010. Quotes were requested and two responded out of three
companies. This was the lowest responsible quote.

The Board reviewed Transportation matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Letter from Department of Public Welfare to increase Franklin
County's Medical Assistance Transportation Program (MATP) allocation to $718,543.00
for Fiscal Year 2008-2009.
The Board reviewed Treasurer's Office matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the
County of Franklin and ePaymentNow.com for dog license software at a cost of
$9,996.00 with a yearly maintenance fee of $1,500.00 starting January 1, 2013. This
Agreement is for the period of November 12, 2009 through November 11, 2012 and shall
automatically renew for an additional term of four (4) years unless either party terminates
this agreement after giving 48 (hours) notice.
In accordance with PA Acts 67, 68 notifications, Cove Mountain Farm notified the
County of a Pennsylvania Department of Environmental Protection Application being
applied to repair the existing ag. stream crossing and install a new waterline crossing on
property located in Warren Township.
In Accordance with PA Acts 67, 68 and 127 notifications, Hanover Land
Services, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit application being applied fora 106 residential
townhouse/condominium units located in Greene Township.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Richard Wynn as Acting Director of Drug & Alcohol until a
replacement is hired.
The Board reviewed information regarding National Hunger and
Homelessness Awareness Week. On a motion by David S. Keller, seconded by
Robert G. Ziobrowski; unanimously approved the to sign Franklin County Proclamation
#2009 - 11 proclaiming the week of November 15 - 21, 2009 as National Hunger
and Homelessness Awareness Week and that the attached proclamation be made a
part of these minutes.
The meeting was adjourned at 9:55 a.m. with a motion by David S. Keller;
seconded by Robert G. Ziobrowski.
