The Franklin County Commissioners met Thursday, November 19, 2009, with the
following members present: Robert L. Thomas, David S. Keller and Robert G.
Ziobrowski. Chairman Thomas presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously
approved to adopt the agenda.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously
approved all bills presented and ordered paid.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously
approved the minutes of November 10, 2009 and November 12, 2009 meetings.
The Board reviewed Assessment matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved the Exoneration list for
Greene and Hamilton Township parcels for the 2009 County and County Library taxes in
2010.
The Board reviewed Community Development Block Grant (CDBG) matters. On
a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved
the 2009 Budget Adjustment for additional appropriations for costs related to Community
Development Block Grant (CDBG). No county funds as all costs are reimbursed by
CDBG.
The Board reviewed District Attorney matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved the Continuation Subgrant
Application to Pennsylvania Commission on Crime and Delinquency (PCCD) for the
STOP Domestic and Sexual Violence Program to coordinate efforts between victim
services, prosecution and law enforcement to increase access to services for victims of
sexual and domestic violence for a grant total amount of $421,875.00 for the period of
January 1, 2010 through December 31, 2012.
The Board reviewed Fiscal matters. On a motion by David S. Keller, seconded
by Robert G. Ziobrowski; unanimously approved the 2009 Budget Adjustment for
additional appropriations for costs related to the Central Booking Grant. Year 3 of
Central Booking Grant requires 50% match of all expenses.
The Board reviewed MH/MR matters. On a motion by David S. Keller, seconded
by Robert G. Ziobrowski; unanimously approved the Franklin/Fulton County Mental
Health/Mental Retardation Program, Developmental Disabilities Plan for Fiscal Year
2010-2011 to the Office of Developmental Programs.
The Board reviewed MH/MR matters. On a motion by David S. Keller, seconded
by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the Annual Progress Report (APR) to Housing and Urban Development for
Supportive Housing Program for the period of August 1, 2008 through July 31, 2009.
The Board reviewed Property Management matters. On a motion by David S.
Keller, seconded by Robert G. Ziobrowski; unanimously approved the Quote from
Timothy Goetz for snow removal at Greencastle Senior Activity Center at a cost of
$115.00 per hour per occurrence snow removal and $135.00 per hour per occurrence
snow removal & hauling away for the period of November 16, 2009 through December
31, 2011. Quotes were requested and this was the lowest qualified quote.

The Board reviewed additional Property Management matters. On a motion by
David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Quote
from Misner and Company, LLC to provide snow removal at building 426 at a cost of
$30.00 per hour as needed for the period of November 16, 2009 through December 31,
2011. Quotes were requested and this was the lowest qualified quote.
The Board reviewed Sheriff matters. On a motion by David S. Keller, seconded
by Robert G. Ziobrowski; unanimously approved the 2009 Budget adjustment in the
amount of $3,785.00 to pay for purchase of additional uniforms.
The Board reviewed Visitors Bureau matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved the Advertising Agreement
between the County of Franklin and Madden Media to advertise in the PA Tourism
Online Fall Cooperative at a cost of $3,750.00 for the period of November 19, 2009
through February 16, 2010.
The Board reviewed additional Visitors Bureau matters. On a motion by David S.
Keller, seconded by Robert G. Ziobrowski; unanimously approved the Agreement
between the County of Franklin and Collinson Publishing to advertise in the America's
Best Vacations as the fall-winter free standing insert product at a cost of $6,845.00 for a
quarter-page ad for the period of November 19, 2009 through February 16, 2010.
The Board reviewed additional Visitors Bureau matters. On a motion by David S.
Keller, seconded by Robert G. Ziobrowski; unanimously approved the Amendment to the
agreement dated January 31, 2008 between the County of Franklin and Randolph Harris
for consultation services to submit National Park Service Network to Freedom
applications. This Amendment is to extend the current agreement through December
31, 2011. All other terms and conditions of the original agreement will remain in full
force and effect.
The Board reviewed additional Visitors Bureau matters. On a motion by David S
Keller, seconded by Robert G. Ziobrowski; unanimously approved the Contract between
the County of Franklin and Getaway on Display to distribute Franklin County visitors
guide to AAA and Mid-Atlantic Travel Consumers at a cost not to exceed $3,677.00 for
the period of November 19, 2009 through May 18, 2010.
The Board reviewed additional Visitors Bureau matters. On a motion by David S
Keller, seconded by Robert G. Ziobrowski; unanimously approved the Agreement
between the County of Franklin and Robert S. Harrison to portray Benjamin Franklin
throughout Franklin County at a cost of $1,200.00 for the period of November 19, 2009
through January 31, 2010.
In accordance with PA Acts 67, 68 and 127 notifications, CET Engineering
Services notified the County of a Pennsylvania Department of Environmental Protection
General NPDES Permit being applied by Shippensburg Borough Authority for
stormwater discharges associated with construction activities to replace a waterline
located in Lurgan Township.
In accordance with PA Acts 67, 68 and 127 notifications, Dennis E. Black
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection General NPDES Phase II Renewal Permit being applied by Spring Valley
Estates, LLC for stormwater discharges associated with construction activities for
proposed construction of Spring Valley Estates Land Development Plan, consisting of
108 lot single family semi detached residential subdivision located in Guilford Township

In accordance with PA Acts 67, 68 and 127 notifications, Carl Bert & Associates
notified the County of a Major Modification to the PA Department of Environmental
Protection General NPDES Permit being applied by Volvo Road Machinery, Inc. for
construction of several additions to the mail manufacturing facility located in
Southampton and the Borough of Shippensburg.
John Hart, Chief Clerk/County Administrator provided an update on the recount
for Office of Judge of the Superior Court. Both parties were notified and was properly
advertised. The recount will be done at Cumberland County Services Building using
their centralized count machine.
The Board reviewed information regarding the Great American Smokeout.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously
approved to sign Franklin County Proclamation #2009 -13 proclaiming Thursday,
November 19, 2009 as Great American Smoke Out in Franklin County and that the
attached proclamation be made a part of these minutes.
The Board conducted Budget Hearings with the following offices: Courts, Sheriff,
Register and Recorder, and District Attorney.
Teresa Becker, Fiscal Director, provided an update to the Board on the 2010
budget. With all requests for personnel and capital general fund would be over 2 million
which would result in a tax increase. Ms. Becker is waiting for decisions or direction
from the board in terms of personnel and capital requests. A meeting will be held next
Wednesday to go over all the requests and make a decision.
The meeting was adjourned at 11:36 a.m. with a motion by David S. Keller;
seconded by Robert G. Ziobrowski.
