The Franklin County Commissioners met Tuesday, December 1, 2009, with the
following members present: Robert L. Thomas, David S. Keller and Robert G.
Ziobrowski. Chairman Thomas presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously
approved to adopt the agenda.
Public comment was received from Mr. Marlin Wagner who is concerned about
the healthcare system. If move to a payer system the County would save a lot of money
and residents would put money they save into the economy instead of toward their
healthcare. Need to let workers decide what is good for them and they deserve better.
Mr. Wagner asks the board to put some thought into this.
Public comment was also received from Mr. Jay Lightfoot who received a call
from someone that thinks her retirement is going to be cut from the County. The Board
assured Mr. Lightfoot that there are no plans to cut pension benefits for County retirees.
The minutes of November 24, 2009 and November 25, 2009 meetings were
read. These will be approved and signed on Thursday, December 3, 2009.
The Board reviewed Agreements and Contracts. These will be approved and
signed on Thursday, December 3, 2009.
The Board met with the County Solicitor to review related matters.
The Board reviewed Assessment matters. On a motion by Robert G. Ziobrowski;
seconded by David S. Keller; unanimously approved the changes or denials to the
attached Franklin County Appeals Schedule dated October 20, 2009 and October 29,
2009, which is attached and made a part of these minutes.
John Aguirre, Human Resources Director met with the Board to review a
personnel matter.
The Board reviewed Human Resource matters. On a motion by Robert G.
Ziobrowski; seconded by David S. Keller; unanimously approved the Paid Time Off
Program (PTO) Policy #321.00, which is attached and made a part of these minutes for
the purpose of granting annual benefit time with pay for full time employees.
The meeting was adjourned at 10:23 a.m. with a motion by Robert G. Ziobrowski;
seconded by David S. Keller.
