The Franklin County Commissioners met Thursday, December 10, 2009, with the
following members present: Robert L. Thomas, David S. Keller and Robert G.
Ziobrowski. Chairman Thomas presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously
approved to adopt the agenda.
Public Comment was received from Mr. George Schmidt of Guilford Township
who asked the board if there is a need for a courthouse for each judge. Mr. Schmidt
would like a study done before the board considers building a new courthouse. Since
the judges are on salary could they hold court in the evening? Commissioner Ziobrowski
responded that a study was completed and is available for viewing on the County's
website. The Board will provide a response to Mr. Schmidt.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously
approved all bills presented and ordered paid.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously
approved the minutes of December 1, 2009 and December 3, 2009 meetings.
The Board reviewed Assessment matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved the Approval of Payment of
Professional Services for the Franklin County Controller to immediately process a
payment in the amount of $630.00 to Mr. Allan P. Baumholtz who performed certified
real estate appraisal services relating to a tax appeal.
The Board reviewed Information Services matters. On a motion by David S.
Keller, seconded by Robert G. Ziobrowski; unanimously approved the Quote from Digital
Sunrise to provide Websense Webfiltering/Email Filtering Maintenance in the amount of
$13,992.00. This company is on the Costars 03 state contract pricing.
The Board reviewed Jail matters. On a motion by David S. Keller, seconded by
Robert G. Ziobrowski; unanimously approved the Quote from Rodata to purchase video
conference equipment in the amount of $11,224.64 plus shipping charges in the amount
of $200. This will be paid for using the Central Booking Grant.
The Board reviewed Property Management matters. On a motion by David S.
Keller, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Agreement between the County of Franklin and McClure
Company to provide semi annual maintenance program service on the Leibert System
located at Building 426 at a cost of $1,632.00 per year for the period of November 1,
2009 through October 31, 2010.
The Board reviewed Visitors Bureau matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved the Contract between the
County of Franklin and Pennsylvania Department of Community and Economic
Development for the Tourist Promotion Assistance Grant for a grant in the amount of
$38,170.00 for the period of July 1, 2009 through June 30, 2012.

The Board reviewed additional Visitors Bureau matters. On a motion by David S.
Keller, seconded by Robert G. Ziobrowski; unanimously approved the Agreement
between the County of Franklin and 2010 Pennsylvania Pursuits Magazine/Miles Media
Group, LLP for printing of the Spring, Summer, Winter Issues of Pursuits magazine at a
cost of $16,100.01 for the period of December 10, 2009 through December 31, 2010.
The Board reviewed additional Visitors Bureau matters. On a motion by David S.
Keller, seconded by Robert G. Ziobrowski; unanimously approved the Professional
Services Agreement between the County of Franklin and Steve Anderson to provide
holiday storytelling at a cost not to exceed $200.00 for the period of December 10, 2009
through December 31, 2009.
The Board reviewed additional Visitors Bureau matters. On a motion by David S.
Keller, seconded by Robert G. Ziobrowski; unanimously approved the Professional
Services Agreement between the County of Franklin and Emily Gascoyne to provide
advertising design for print media, campaigns, brochures and e-brochures at a cost not
to exceed $1,200.00 for the period of December 10, 2009 through December 31, 2009.
In accordance with PA Acts 67, 68 and 127 notifications, CET Engineering
Services notified the County of a Pennsylvania Department of Environmental Program
General Permits 3 & 5 being applied by Shippensburg Borough Authority for the
construction of two utility stream crossings and stream bank rehabilitation associated
with the waterline replacement project on property located in Lurgan Township.
The Board reviewed Transportation Department matters and conducted a bid
opening for the Sale of Nine Cutaway Passenger Transit Vans. Three bidders
submitted bids. The bids will be reviewed by the Administrative Assistant. On a
motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously
approved to Award/Reject on Tuesday, December 15, 2009 at 9:30 a.m.
Teresa Beckner, Fiscal Director, and Erin Witmer, Assistant Fiscal Director, met
with the Board to review the 2010 proposed budget. Ms. Beckner advised those in
attendance that this budget calls for the general fund millage to remain the same as
2009 but the bond dept service millage will increase by .5 mills for a total of 2.6 mills.
Ms. Beckner advised those in attendance that the allocation of a tax dollar for Franklin
County's 2010 Budget is as follows: $0.72 Courts, Crime and Corrections; $0.03 Human
Services; $0.01 Administration; $0.08 Others; $0.06 Financial Services; $0.03 Customer
Services; and $0.07 Public Safety.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously
approved the 2010 Preliminary Budget and to place the counter copy on the counter for
public view. This will also be available on the County's website. This motion is to certify
that the foregoing schedules of the 2010 Franklin County proposed budget were
prepared according to law and presented to the County Commissioners on December
10, 2009; that said schedules were published or otherwise made available on December
10, 2009; and that all financial debt and other information set forth herein reflect as
nearly as possible the estimated revenues and expenditures for the year 2010. The
Board will adopt the final budget on December 31, 2009.
David Donohue, Emergency Services Director, Steve Sites, E911 Trainer, and
Ben Rice, Assistant Communications Coordinator, met with the Board to provide a
presentation on the Pennsylvania Emergency Management Agency Audit conducted on
the County's Department of Emergency Services. It was reported that the County
exceeded PEMA's expectations and greatly exceeds the requirement of the State.
