The Franklin County Commissioners met Tuesday, December 29, 2009, with the
following members present: Robert L. Thomas, David S. Keller and Robert G.
Ziobrowski. Chairman Thomas presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously
approved to adopt the agenda.
The minutes of December 22, 2009 meeting were read. A correction was
suggested and these will be approved on Thursday, December 31, 2009.
The Board reviewed Agreements and Contracts. These will be approved on
Thursday, December 31, 2009.
The Board reviewed FSNRC matters. On a motion by Robert G. Ziobrowski;
seconded by David S. Keller; unanimously approved the Renewal Report, requirement
of Department of Public Welfare for facilities which receive $5 million dollars annually in
Medicaid funding, to attest that Franklin County's nursing facility is in compliance with
the provisions of the Federal False Claims Act for the period of one year.
The Board reviewed Liquid Fuels matters. On a motion by Robert G. Ziobrowski;
seconded by David S. Keller; unanimously approved the Applications to Encumber
Liquid Fuels Tax Funds between the County of Franklin and Pennsylvania Department
of Transportation for the following bridges in Franklin County:
• Bridge #121 on Heiseys Road -Increase by $150,000
• Bridge #130 on King Street -Increase by $150,000
• Bridge #134 on Sporting Hill Road -increase by $25,000
• Bridge #131 on King Street -Increase by $95,000
The Board reviewed Risk Management matters. On a motion by Robert G.
Ziobrowski; seconded by David S. Keller; unanimously approved the Agreement
between the County of Franklin and Franklin County Chapter of the American Red Cross
to support the health and safety education of the Franklin County workforce through
American Red Cross training courses at a cost according to the established client fee
scheduled as listed on Appendix A for the period of January 1, 2010 through December
31, 2011.
The Board reviewed additional Risk Management matters. On a motion by
Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved the Service
Agreement between the County of Franklin and Inservco Insurance Services, Inc. for
administration of Self-Insurance Program at a cost of $12,300.00 for first and second
year and $12,669.00 for third year for the period of January 1, 2010 through December
31, 2012.
The Board reviewed additional Risk Management matters. On a motion by
Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved the Letter of
Agreement between the County of Franklin and Theodore Sofish, MD, MPH, to provide
medical director services for wellness programs, ordering physician for influenza
vaccine, PPD testing and Hepatitis B immunizations at a cost of $500.00 for the period
of January 1, 2010 through December 31, 2010.

The Board met with the County Solicitor to review related matters.
The meeting was adjourned at 9:50 a.m. with a motion by Robert G. Ziobrowski;
seconded by David S. Keller.
FRANKLIN COUNTY COMMISSIONERS
