The Franklin County Commissioners met Tuesday, February 16, 2010, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
The minutes of February 9, 2010 and February 11, 2010 meetings were read.
These will be approved Thursday, February 18, 2010.
The Board reviewed Agreements and Contracts. These will be approved
Thursday, February 18, 2010.
The Board reviewed Department of Emergency Services matters. On a motion
by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to
rescind the motion of February 4, 2010 quote from Emerson Network Power due to after
further research a cheaper vendor was found.
The Board reviewed additional Department of Emergency Services matters. On
a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously
approved the Quote from Power Pros, Inc. to purchase replacement batteries for the
Liebert UPS (uninterruptible power supply) at a cost of $7,479.80. Board approval of
Emerson Network Power approved on February 4, 2010 will be void due to this vendor
being cheaper.
The Board reviewed appointments to the Franklin County Industrial Development
Authority. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to appoint Joel Fridgen to fill an unexpired term to expire on April
4, 2011.
John Hart, Chief Clerk/County Administrator informed the Board of the following
items: Update on Management Plans, State of the County, guiding principles for
efficiency, snow debriefing will be this Thursday with managers.
The Board met with the County Solicitor to review related matters.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to enter an executive session at 9:49 a.m. this date for the
purpose to review Potential Litigation matters. The Board reconvened into regular
session at 10:14 a.m.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously ordered the County Solicitor to enforce Ordinance #2001-02 of occupancy
and room hotel tax to pursue collection of hotel taxes.
