HomeMy WebLinkAbout2010-02-23 Commissioner MinutesTUESDAY, FEBRUARY 23, 2010 The Franklin County Commissioners met Tuesday, February 23, 2010, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. The minutes of February 16, 2010 and February 18, 2010 meetings were read. These will be approved Thursday, February 25, 2010. The Board reviewed Agreements and Contracts. These will be approved Thursday, February 25, 2010. The Board reviewed Drug & Alcohol matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Grant Application to Pennsylvania Liquor Control Board requesting a grant amount of $10,625.00 to help offset the costs of implementing the Across Ages Mentor Program through the Drug & Alcohol Program for a grant period of July 1, 2010 through June 30, 2011. The Board reviewed Mental Health matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the 2010 Budget adjustment in the amount of $122,500.00 to appropriate request for Integrated Children's Service Plan Grant. No County match required. John Hart, Chief Clerk/County Administrator informed the Board of the following items: Update on snow reimbursement; Management Plans; and Bridge Engineer contract. Dan Wolfe, Planner, met with the Board to give recommendations for the Housing Trust Fund Program. Eight applicants applied for the program. The County received $120,959.00 from the transfer of deeds in Franklin County and the ordinance states that the County can use 15% for administrative funding. Mr. Wolfe provided the Board with the following recommendations: $15,000 to Greencastle Borough for sidewalk replacement for low-mod income homeowners; $5,000 to Maranatha for transitional housing and training for needy county individuals; $5,000 to Chambersburg Project to support their summer youth housing rehabilitation program; $5,000 to Chambersburg Elm Street program for matching funds for low- mod income housing rehabilitation in the Elm Street Program area; $1,000 to Indian Lake Camp Corporation to meet immediate budget problems; $68,000 to Franklin County Housing Rehabilitation for housing rehabilitation for low-mod income residents of the county; $11,000 to Franklin County Human Services Division for match funding; and $10,000 to Franklin County Community Services for homeless assistance funding. If these recommendations are approved $120,000 would be allocated which would leave $2,370.00 in the fund for cost overruns and contingency expenses. The Board approved the recommendations and staff will research if board action is required for Thursday's meeting. The Board met with the County Solicitor to review related matters. Continued on page 2 The Board recessed at 10:05 a.m. and will reconvene at 2:00 p.m. for the Retirement Board Meeting. The Board held a Franklin County Retirement Board meeting.
