The Franklin County Commissioners met Tuesday, April 6, 2010, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Mr. Jay Lightfoot provided public comment that he is concerned about the new
courthouse deal. Seems to be all glitter as far as Washabaugh is concerned and talking
about selling property already own and paying rent compared to building one. This
doesn't make sense. If lose that ground where would we find other ground.
The minutes of March 30, 2010 and April 1, 2010 meetings were read. These
will be approved Thursday, April 8, 2010.
The Board reviewed Agreements and Contracts. These will be approved
Thursday, April 8, 2010.
The Board reviewed appointments to the General Authority Board. On a motion
by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to
appoint Dr. John Benhart for a five (5) year term to expire on January 5, 2015. This is a
correction to action taken on January 4, 2010.
The Board reviewed appointments to the Local Emergency Planning Committee.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to appoint Gary Himes, Susan Dutko, Dennis Tash and Barbara Eberly to
serve on the Local Emergency Planning Committee for a three (3) year term to expire on
December 31, 2012. This is a correction to action taken on January 4, 2010.
John Hart, Chief Clerk/County Administrator informed the Board of the following
items: Vision 2020 meeting last Thursday went well. Highlights of this meeting will be
included by webcam on the County's website; Received information from Bernie
Washabaugh and will review and forward to Carter Goble Lee.
The Board reviewed Election matters and conducted a bid opening for the
Printing of Election Ballots for the General Primary Election. One bidder submitted a
bid. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to award to Beidel Printing Company for a total bid of
$16,947.75. This was the only bid received.
The Board met with the Human Resources Director, Human Services
Administrator and the Controller for Salary Board and Personnel matters.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to move the TMCA Positions from table for further
discussion.

On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved the job descriptions for Finance Director for Managed Care,
Quality Manager, Children's Specialist and Resident EMT Transporter/Escort.
The meeting was adjourned at 9:40 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
