HomeMy WebLinkAbout2010-04-22 Commissioner MinutesTHURSDAY, APRIL 22, 2010 The Franklin County Commissioners met Thursday, April 22, 2010, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of April 13, 2010 and April 15, 2010 meetings. The Board reviewed Adult Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Program Authorization to Pennsylvania Commission on Crime and Delinquency for the Intermediate Punishment Programs for the year 2010-2011 Grant Funding Cycle. The Board reviewed Community Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Report on food distribution to PA Department of Agriculture in the amount of $3,020.91 for personnel, travel, copies, telephone, supplies/postage, space costs, & liability insurance for the period of January through March, 2010. The Board reviewed additional Community Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Report on food distribution to PA Department of Agriculture in the amount of $588.96 for personnel, travel, copies, telephone, supplies/postage, space costs, & liability insurance for the period of January through March, 2010. This is a separate invoice due to coming from ARRA funds. The Board reviewed Election matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Beidel Printing House, Inc. for printing, binding and delivery to the County of the ballots for the General Primary Election being held on Tuesday, May 18, 2010 at a cost of $16,947.75. The Board reviewed Grants Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Project Modification Request to Pennsylvania Commission on Crime and Delinquency to adjust the budget for the Franklin County Mental Health Court Initiative Grant to cover costs associated with in-person trainings for local law enforcement, emergency medical service providers and magisterial district judges. The Board reviewed Information Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Proposal from Morefield Communications, Inc. to perform the network cabling project at the Ag. Heritage Building at a cost of $8,670.00. Three quotes were received and this was the lowest qualified bidder. Continued on page 2 The Board reviewed Juvenile Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Notice of Award to Forresters Lincoln Mercury, Inc. for purchase of a 2007 Ford 500 at a cost of $13, 799.00. The Board reviewed Nursing Home matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Agreement between the County of Franklin and Vericare of Pennsylvania, P.C. to provide psychiatric and medication consultants, using geropsychiatrists to perform interactive web based evaluations exclusively serving nursing homes at cost of $250.00 per month which includes computer and related equipment, effective April 22, 2010 and will be on-going with a 30 day written termination notice. The Board reviewed Transportation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Contract between the County of Franklin and Manito Transportation Services, Inc. to provide premium transportation services at a cost according to attachment A for the period of April 22, 2010 through April 21, 2011 and can be renewed for three additional one year periods. Funds to cover this contract will be provided from the Medical Assistance Transportation Program Block Grant. The Board reviewed additional Transportation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Manito Transportation Services, Inc. to provide transportation services for children and adolescents attending summer therapeutic autism camp at a cost according to the fee schedule for the period of June 1, 2010 through August 31, 2010. Funds to cover this contract will be provided from the Medical Assistance Transportation Program Block Grant. The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Professional Services Agreement between the County of Franklin and Bob Harrison to portray Benjamin Franklin at festivals and events throughout Franklin County at a cost of $750.00 for the period of April 22, 2010 through July 31, 2010. The Board reviewed additional Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Collinson Publishing for advertising in the America's Best Vacations, Red Plum ad campaign, five online banner ads and I-brochure fulfillment at a cost of $7,245.00 for the period of April 22, 2010 through June 30, 2010. Ad was discounted $1,000 under list price. In accordance with PA Acts 67, 68 and 127 notifications, Grant A. Marshall notified the County of a Pennsylvania Department of Environmental Protection General NPDES Permit being applied by Big Dog Investments Subdivision for development of 6.3 acres of land into 6multi-family units and a commercial building on property located in the Borough of Shippensburg. In accordance with PA Acts 67, 68 and 127 notifications, Franklin County Conservation District notified the County of a Pennsylvania Department of Environmental Protection GP-6 Agricultural Crossings & Ramps Permit being applied by Egolf Farms to install two agricultural stream crossings in the pasture for livestock to travel located in Quincy Township. Continued on page 3 In accordance with PA Acts 67, 68 and 127 notifications, Borough of Chambersburg notified the County of a Pennsylvania Department of Environmental Protection Air Quality Permit being applied for the Falling Spring Generating Station located in the Borough of Chambersburg. Commissioner Thomas updated the Board on his visit to Harrisburg on Tuesday about Human Services Funding. Counties were told to prepare for the worst since funding from the State may be less in the future. The Board participated in the Take Our Child to Work Day.
