The Franklin County Commissioners met Thursday, April 29, 2010, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved the minutes of April 20, 2010 meetings. Commissioner Thomas abstained
from voting.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of April 22, 2010 meetings.
The Board reviewed Domestic Relations matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
Intergovernmental Cooperative Agreement between the County of Franklin, Court of
Common Pleas and Pennsylvania Department of Public Welfare to maintain and
improve the effectiveness of the Title IV-D Child Support Enforcement Program for the
period of October 1, 2010 through September 30, 2015.
The Board reviewed Information Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Quote from
Environmental Systems Research Institute, Inc. (ESRI, Inc.) to provide GIS server,
consolidation and training at a cost of $67,159.78.
The Board reviewed additional Information Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
Agreement between the County of Franklin and Integrated Technology Applications
(ITA) to provide professional consulting services as identified on the professional
statements of work attached to the Agreement at a cost of $75.00 per hour not to exceed
$11,625.00 for the period of April 29, 2010 and will terminate upon the satisfactory
completion of agreed upon services but no later than twelve months from effective date.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved the Amendment to the Agreement
between the County of Franklin and DSI/ITI dated March 21, 2009 for the inmate
telephone service for the County to consent to assignment of contracts to Global Tel
Link Corporation (GTEL). All other terms and conditions of the original agreement will
remain in full force and effect.
The Board reviewed additional Jail matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Proposal from Stanley
Security Solutions for mobile control units/portable key control for each unit at a cost of
$26,640.00. This purchase includes the computer software, materials, 9 units and the
commander computer.

The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Services
Contract between the County of Franklin and Porter's Carpet and furniture for installation
of new carpet in Human Services Building at a cost of $17,399.00. Three proposals
were received and this was the lowest qualified proposal.
The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Letter
to Ronnie Martin to extend the rental of Magisterial District Justice at 22 N. Oller Avenue,
Waynesboro as per Section 33 of lease agreement dated March 14, 2005 for an
additional five years through September 30, 2015 and increase the rent by 8% for rent
and utilities.
The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
Services Contract between the County of Franklin and HPG Windows and Doors for
installation of new windows in the Archive/Storage Building at a cost of $3,125.00
The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Professional Services
Agreement between the County of Franklin and Lorri Kaye who will contact 300+ tourism
businesses about advertising opportunities in the Franklin County Visitors Guide with
follow-up to collect ad copy as well as to provide any listing changes to the Visitors
Bureau at a cost of $1,500.00 for the period of April 29, 2010 through June 15, 2010.
The Board reviewed additional Visitors Bureau matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement
between the County of Franklin and Madden Media to create e-brochure fulfillment for
the Parade Vacation Getaway Guide insert that is launching in Spring 2010 at a cost of
$3,800.00 for the period of April 29, 2010 through June 30, 2010.
In accordance with PA Act 14 notifications, WM.F. Hill & Associates, Inc. notified
the County of a Pennsylvania Department of Environmental Protection General WQM
Permit being applied by Mont Alto Municipal Authority to allow construction for the
upgrade to the wastewater treatment facility located in Quincy Township.
In accordance with PA Acts 67, 68 and 127 notifications, WM.F. Hill &
Associates, Inc. notified the County of a Pennsylvania Department of Environmental
Protection General 4 Permit being applied by Mont Alto Municipal Authority to allow
construction for the upgrade to the wastewater treatment facility located in Quincy
Township.
In accordance with PA Acts 67, 68 and 127 notifications, Michael Baker, Jr. Inc.
notified the County of a Pennsylvania Department of Environmental Protection Phase II
General NPDES Permit being applied by Norfolk Southern Railway Company to
construct and operate the Franklin County Regional Intermodal Facility located in Antrim
Township.
In accordance with PA Acts 67, 68 and 127 notifications, Dennis E. Black
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit being applied by Letterkenny Army Depot for discharge of
stormwater from construction activities for family housing located in Letterkenny
Township.

The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved Resolution #2010-05 ,
which is attached and made a part of these minutes, for the purpose of providing
support to the Southcentral Pennsylvania Regional Action Plan.
The Board reviewed information regarding National Crime Victims Rights
Week. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to sign Franklin County Proclamation #2010-04 proclaiming
the week of April 18-24, 2010 as National Crime Victims Rights Week and that the
attached proclamation be made a part of these minutes.
John Hart, Chief Clerk/County Administrator informed the Board of the following
items: Will soon be finished with wiring of the Ag. Building for the USDA office; one
personnel item for executive session.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 9:40 a.m. this date for the
purpose to review Personnel matters. The Board reconvened into regular session at
10:02 a.m.
The Board of Assessment and Revision of Taxes met to hear tax assessment
appeals.
Dr. Barry Parks, Nursing Home Administrator, Carol Knisely, QUnique
President CEO, Mary Kimmel, Finance Manager and Alma Cullers, Director of
Nursing met with the Board to review the Falling Spring Nursing and Rehabilitation
Center Governing Board Report which is attached and made a part of these minutes.
The meeting was adjourned at 11:40 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
