THURSDAY, MAY 6, 2010
The Franklin County Commissioners met Thursday, May 6, 2010, with the
following members present: David S. Keller and Robert L. Thomas. Chairman Keller
presided and after calling the meeting to order, and the Pledge of Allegiance proceeded
with the business of the day.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved to adopt the agenda.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved the minutes of April 27, 2010 and April 29, 2010 meetings.
The Board reviewed Children & Youth matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved the Justice Assistance
Grant (JAG) Local Jurisdiction Waiver for the Youth Level of Service (YLS) Assessment
so that the funding from Pennsylvania Commission on Crime and Delinquency can be
dispersed.
The Board reviewed additional Children & Youth matters. On a motion by Robert
L. Thomas, seconded by David S. Keller; unanimously approved the Subsidized
Adoption Assistance Agreement on behalf of the Franklin County Children and Youth
Department for payment in the amount of $35.00/day for the period of May 8, 2010
through May 7, 2011 and will include a 2% cost of living increase per year through May
7, 2015 as listed on the agreement, in addition a one time payment not to exceed $78.50
to cover non-recurring adoption expenses.
The Board reviewed additional Children & Youth matters. On a motion by Robert
L. Thomas, seconded by David S. Keller; unanimously approved the Subsidized

through May 7, 2011 and will include a 2% cost of living increase per year through May

to cover non-recurring adoption expenses.
The Board reviewed additional Children & Youth matters. On a motion by Robert
L. Thomas, seconded by David S. Keller; unanimously approved the Subsidized

The Board reviewed additional Children & Youth matters. On a motion by Robert
L. Thomas, seconded by David S. Keller; unanimously approved the Subsidized
Adoption Assistance Agreement on behalf of the Franklin County Children and Youth
Department for payment in the amount of $35.00/day for the period of May 8, 2010
through May 7, 2011 and will include a 2% cost of living increase per year through May
7, 2015 as listed on the agreement, in addition a one time payment not to exceed $78.50
to cover non-recurring adoption expenses.
The Board reviewed Coroner matters. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved the Contract between the County of
Franklin and Jan Sulcove, Esquire for contracted attorney services at a cost of $90.00
per hour with no more than 100 hours billed annually without consent and approval by
the Coroner and the Board of Commissioners for the period of January 1, 2010 through
December 31, 2010.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved the 2010 Budget
Adjustment in the amount of $6,200.00 to increase grant revenue/training related
expenses per HMEP Grant signed by the Commissioners on February 4, 2010.
The Board reviewed FSNRC matters. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved the Agreement of Affiliation
between the County of Franklin and FCCTC – Practical Nursing Program to provide a
clinical site for the Practical Nursing Program at no cost for the period of July 1, 2010
through June 30, 2011.
The Board reviewed additional FSNRC matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved the Agreement between
the County of Franklin and Home Nursing Agency and Visiting Nurse Association to
provide respite, inpatient hospice and general hospice services at no cost to the County
for a period of May 10, 2010 through May 9, 2011 which will automatically renew for a
like period.
The Board reviewed Mental Health matters. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved for the Chairman of the Board to
execute the Housing and Urban Development Annual Progress Report (APR) for the
Shelter Plus Care Program for the period of November 20, 2008 through November 19,
2013. This is a correction to action taken on April 8, 2010.
The Board reviewed Transportation matters. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved the Contract between the County of
Franklin and South Mountain Volunteer Fire Company to provide out of county
transportation services at a cost according to attachment A for the period of May 6, 2010
through May 5, 2011 and can be renewed for three additional one year periods. Funds
to cover this contract will be provided from the Medical Assistance Transportation
Program Block Grant.
The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved the Professional Services
Agreement between the County of Franklin and Jennifer Stewart to design the Franklin
County Visitors Guide using her laptop and her software at a cost of $20.00 per hour not
to exceed $3,800.00 for the period of May 6, 2010 through June 30, 2010. This
agreement will be paid from the PA Department of Community Economic Develop TPA
Grant.
The Board reviewed additional Visitors Bureau matters. On a motion by Robert
L. Thomas, seconded by David S. Keller; unanimously approved the Contract between
the County of Franklin and WJAL-Family TV for 20 weeks of promotions with a minimum
of 36 weekly spots including promotions on the morning show and weather at a cost of
$3,750.00 for the period of May 6, 2010 through August 31, 2010.
The Board reviewed additional Visitors Bureau matters. On a motion by Robert
L. Thomas, seconded by David S. Keller; unanimously approved the Professional
Services Agreement between the County of Franklin and Emily Gascoyne to design print
advertising for Visitors Bureau at a cost of $3,000.00 for the period of May 6, 2010
through June 1, 2010.
The Board reviewed information regarding the Corrections Employee Week.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved
to sign Franklin County Proclamation #2010-05 proclaiming the week of May 2-8,
2010 as Corrections Employee Week and that the attached proclamation be made a
part of these minutes.
The Board reviewed Visitors Bureau matters and conducted a bid opening for
RFP Visitors Guide Printing.
On a motion by Robert L. Thomas, seconded by David S.
to forward the bids received to the Visitors Bureau
Keller; unanimously approved
Director, and the County Solicitor for their review. The Board will award or reject the
bids on Thursday, May 13, 2010 at 10:30 a.m.
The Board reviewed Commissioners Office matters and conducted a bid
opening for the Sale of 1996 Jeep Cherokee. One bidder submitted a bid. On a
motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved to
award to David Cook for a total bid of $210.00. This was the only bid received.
Teresa Beckner, Fiscal Director met with the Board to discuss Fiscal matters.
Ms. Beckner reported on the County’s preliminary budget performance through
February and that the planned deficit for 2009 was $1,200,000 but actual surplus is
$4,500,000. The Board expressed their gratitude to Managers and Employees for
going above and beyond to reduce the budget by 8% in 2009. Commissioner Keller
charged John Hart to see where to allocate these reserves and provide a
recommendation to the Board.
The meeting was adjourned at 10:00 a.m. with a motion by Robert L. Thomas;
seconded by David S. Keller.
