THURSDAY, MAY 20, 2010
The Franklin County Commissioners met Thursday, May 20, 2010, with the
following members present: David S. Keller and Robert G. Ziobrowski. Chairman Keller
presided and after calling the meeting to order, and the Pledge of Allegiance proceeded
with the business of the day.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved to adopt the agenda.
Jay Lightfoot provided public comment and asked what the agenda was for the
courthouse? Commissioner Keller responded that John Hart and CGL will present a
report next Thursday, May 27, 2010.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved the minutes of May 11, 2010 and May 13, 2010 meetings.
The Board reviewed Assessment matters. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller; unanimously approved the Proposal to Tom Donahue to
provide 2010 posting services for the Franklin County Tax Claim Bureau at a cost of
$17.00 for initial posting, $22.00 for posting notice of sale, $1.00 for photographs and
stnd
$9.00 each for 1 and 2 attempt for personal service.
The Board reviewed Commissioners Office matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the Proposal from
Thomas R. Donahue to appraise properties in the Borough of Chambersburg at a cost of
$4,500.00.
The Board reviewed additional Commissioners Office matters. On a motion by
Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the
Proclamation 2010-08 proclaiming Week of May 23-May 28, 2010 as Franklin County
Public Library week and that the attached proclamation will be made a part of these
minutes.
The Board reviewed FSNRC matters. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller; unanimously approved the Grant Agreement between the
County of Franklin and County Commissioners Association of PA (CCAP) to provide a
grant in the amount of $96,500.00 to upgrade Care Tracker System and other electronic
data and systems for the period of January 1, 2010 through December 31, 2011.
The Board reviewed Information Services matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the 2010 Budget
Adjustment in the amount of $11,625.00 to be used for consulting services for IS related
to the Steering Committee.
The Board reviewed Mental Health matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the County Mental
Health Plan for Fiscal Years 2011-2012.

The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller; unanimously approved the Housing Trust Fund Grant
Agreement between the County of Franklin and Borough of Chambersburg to provide a
grant in the amount of $5,000.00 for the Borough of Chambersburg, Elm Street program
to be completed by December 31, 2011.
The Board reviewed Property Management matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the Services Contract
between the County of Franklin and Superior Floorcoverings & Kitchens, LLC to install
new carpet in the Storage/Archive Building at a cost of $5,848.80. Three quotes were
received and this was the lowest qualified quote.
The Board reviewed additional Property Management matters. On a motion by
Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the Services
Contract between the County of Franklin and Bonded Applicators, Inc. to repair ten (10)
existing units and two (2) existing exhaust fans at the Storage/Archive Building at a cost
of $6,400.00 for the period of May 20, 2010 through June 30, 2010.
The Board reviewed additional Property Management matters. On a motion by
Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the
Chairman of the Board to execute the Quote from Suppression Systems, Inc. to design a
fire suppression system in the FSNRC generator room at a cost of $2,500.00.
The Board reviewed Sheriff Office matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the Quote from New
Holland Auto Group for purchase of a 2010 Dodge Charger at a cost of $20,708.68 in
addition approximately $4,000 will be needed for decals, light bar, cage and shot gun
rack. This company is on the State Co-Stars 13-034 listing.
The Board reviewed additional Sheriff Office matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the Quote from New
Holland Auto Group for purchase of a 2010 Ford Explorer at a cost of $22,078.71 in
addition to approximately $4,000 will be needed for light bar, cage and shot gun rack.
This company is on the State Co-Stars 13-034 listing.
The Board reviewed Visitors Bureau matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the Professional
Services Agreement between the County of Franklin and Mark Miller to maintain the
Visitors Bureau social networking sties of Facebook, YouTube and Twitter at a cost of
$3,840.00 for total of 8 hours for the period of May 20, 2010 through October 29, 2010.
The Board reviewed additional Visitors Bureau matters. On a motion by Robert
G. Ziobrowski, seconded by David S. Keller; unanimously approved the Professional
Services Agreement between the County of Franklin and Historical Entertainment for
production items and services of the South Mountain Underground Railroad video at a
cost of $3,835.00 for the period of May 20, 2010 through June 25, 2010.
The Board reviewed additional Visitors Bureau matters. On a motion by Robert
G. Ziobrowski, seconded by David S. Keller; unanimously approved the Grant
Agreement between the County of Franklin and Appalachian Trail Conservancy for a
grant amount of $10,000.00 to be used for the South Mountain Underground Railroad
Project for the period of May 20, 2010 through December 31, 2010.

In accordance with PA Acts 14 notifications, Department of Army notified the
County of a Pennsylvania Department of Environmental Protection Application for Plan
Approval being applied by Letterkenny Army Depot (LEAD) to replace the pallet paint
booth in building 350 located in Franklin County.
In accordance with PA Acts 67, 68 and 127 notifications, Whitetail Resort notified
the County of a Pennsylvania Department of Environmental Protection permit application
being applied to install two dry fire hydrants on land located in Montgomery Township.
John Hart, Chief Clerk/County Administrator informed the Board of the following
items: Election went well and preparing for Official Count Friday; Getting close with
renting space to USDA. Will get official word in next few days from Washington when
move date will be.
The Board reviewed Mental Retardation Department matters and conducted
a bid opening for MR Custom Ceiling Track for Individual Living in the Community.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
to forward the bids received to the MH/MR Administrator, the County
approved
Solicitor and the Purchasing Agent for their review. The Board will award or reject
the bids on May 27, 2010 at 9:30 a.m. but may move to Tuesday, May 25, 2010 if
paperwork can be received and in order by then.
The Board reviewed Transportation matters and conducted a bid opening for
the Sale of 2001 Chevy Cutaway Vehicle for parts only. One bidder submitted a bid.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved to award to Randy Jones for a total bid of $350.00. This was the only and
highest bid received.
