TUESDAY, MAY 25, 2010
The Franklin County Commissioners met Tuesday, May 25, 2010, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
The minutes of the May 20, 2010 meeting were read. These will be approved
Thursday, May 27, 2010.
The Board reviewed Agreements and Contracts. These will be approved
Thursday, May 27, 2010.
The Board reviewed Assessment matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved the Agreement between the
County of Franklin and Infocon Corporation for printing 3,288 cards and green card
certified mail services at a cost of $.445 each for the calendar year 2010.
The Board reviewed FSNRC matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved the Services Agreement
between the County of Franklin and Comcast of Pennsylvania for installation and
operation of a facility wide digital channeling equipment to comply with new
requirements for accessing cable channels at no cost to the facility for a period of May
25, 2010 through May 24, 2015.
The Board reviewed Mental Retardation matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Proposal from
R.A. Yohe Remodeling for remodel of a client’s bath tub and vanity at a cost of
$6,500.00. Three quotes were received and this was the lowest qualified quote.
The Board reviewed appointments to the Franklin County Housing Authority
Board. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to appoint Dennis Shockey to serve for a five (5) year term to
expire on May 31, 2015.
John Hart, Chief Clerk/County Administrator reported to the Board as directed on
the following items: Board asked administration and the Courts to review the ½
reduction that as been in place for over a year to see how affecting operations. All
offices affected reported they are experiencing back logs and are starting to experience
difficulties in taking care of critical items. Neil Burkholder was present to report that
Court offices are falling behind and read a statement from the President Judge asking
the Board to reinstate staff to normal hours. The Board agreed to reinstate all offices
affected to normal hours, effective Thursday, May 27, 2010. Mr. Hart also reported that
CGL’s facility presentation will be held on Thursday, May 27, 2010 at 11:00 AM and it
was decided to move it to the Administration Annex building.
The Board reviewed Mental Retardation matters.
On a motion by Robert G.
to award the bid for
Ziobrowski; seconded by Robert L. Thomas; unanimously approved
the MR Custom Ceiling Track for Individual Living in Community to 2B Accessibility,
LLC for a total bid price of $12,687.79
. This was the most qualified bidder due to the
lowest bidder not providing the required bid bond.

The Board reviewed Assessment matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved to deny the
assessment appeal of Franklin County Tax Parcel #1C12-009 of Karen Zullinger.
The Board met with the County Solicitor to review related matters.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to enter an executive session at 9:39 a.m. this date for the
purpose to review the Geofam Assessment Case. The Board reconvened into
regular session at 9:50 a.m.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to enter an executive session at 10:00 a.m. this date for the
purpose to review Real Estate matters. The Board reconvened into regular session
at 10:49 a.m.
The meeting was adjourned at 10:50 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
FRANKLIN COUNTY COMMISSIONERS
