THURSDAY, JUNE 3, 2010
The Franklin County Commissioners met Thursday, June 3, 2010, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of May 25, 2010 meeting. The minutes of May 27,
2010 need further review and will be approved at a later date.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement
between the County of Franklin and DEX for block ads of phone numbers in the
EMBARQ Yellow Pages for a total of $755.00 per month for the year 2009-2010.
The Board reviewed Controllers Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2010 Budget
Adjustment in the amount of $400.00 for lease of new copier.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Quotation from
Dell for one (1) year Life Security license, Firebox and Firewall Security Software at a
cost of $4,951.94.
The Board reviewed FSNRC matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the 2010 Budget Adjustment
in the amount of $15,000.00 for fire suppression project, initial phase.
The Board reviewed Human Resources matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Application from
Capital BlueCross to change Robert L. Thomas to David S. Keller as the policy maker
for the County of Franklin for Medicare Subsidy actions.
The Board reviewed Mental Health matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the 2010 Budget Adjustment
in the amount of $10,619.00 to account for PATH funds that were carryover on
2008/2009 utilized during the 2009/2010 year. This is all Federal funds therefore no
additional county funds required.
The Board reviewed Prothonotary matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the 2010 Budget Adjustment
in the amount of $2,000.00 for lease of copier and including an adjustment in billing from
the copier company during 2009.

The Board reviewed Purchasing matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Quote from Supply
Source, Inc. for purchasing seven dispatcher chairs and 30 stacking chairs for the
Emergency Operations Center at a cost of $7,775.50. Three quotes were received and
this was the lowest qualified quote.
The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Contract between
Franklin County and Getaways on Display to distribute tourism information to AAA and
Mid-Atlantic Travel Consumers in an amount not to exceed $4,291.00 for seven months,
expiring December 31, 2010.
The Board reviewed additional Visitors Bureau matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Contract
between Franklin County and Pennsylvania on Display to distribute Franklin County
Visitors Guide to interstate rest areas and turnpike plazas in a designated area in an
amount not to exceed $4,200.00 for seven months, expiring December 31, 2010.
The Board reviewed additional Visitors Bureau matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Contract
between Franklin County and WITF – Central PA Magazine to advertise for FCVB with
half-page ads in July and September, and 1/3-page ad in November for a total cost of
$2,966.70, with an expiration date of December 31, 2010.
In accordance with PA Act 14 notification, Conocodell Golf Course notified the
County of a Pennsylvania Department of Environmental Protection GP#7 Application
being applied to install 5 crossings on property located in Greene Township.
In accordance with PA Act 14, 67, 68, and 127 notification, Columbia Gas
Transmission, LLC notified the County of proposals to make modifications to the existing
natural gas transmission Line 1804 in Montgomery Township, including replacement of
an existing valve-setting with 20-inch pipeline and installation of 435 feet of 2-inch
pipeline and a tap.
Teresa Beckner, Fiscal Director met with the Board to discuss Fiscal matters.
The meeting was adjourned at 9:40 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
