THURSDAY, JULY 22, 2010
The Franklin County Commissioners met Thursday, July 22, 2010, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.

Commissioner Ziobrowski introduced Ben Barrows who just completed 8 grade
at James Buchanan Middle School. Mr. Barrows is interested in government and is
shadowing Commissioner Ziobrowski for the day.
Mr. James Wyrick provided public comment and is new to the area from
Maryland and is a long distance commuter as he works in Maryland. Wanted to thank
the Commissioners for attendance at the meeting on Tuesday about the Courthouse
expansion. More public is becoming aware of this process. Mr. Wyrick thanks them for
representation and leadership, importance of getting this done right and is an important
project they will be enacting on. He implores them to make every dollar count.
Mr. Allen Piper provided public comment and is happy to see the young man
here and knows the Tuscarora School District well and thanks him for coming and taking
an interest in government. He brings his daughter to meetings and she is also interested
in government. Politics is there and can’t avoid it and here is a good place to start at
Commissioner level along with Mr. Hart whom he applauds as well.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of July 13, 2010 and July 15, 2010 meetings.
The Board reviewed Adult Probation matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Contract between the
County of Franklin and Pennsylvania National Alliance on Mental Illnesses to provide 15
classroom trainings on mental illnesses and de-escalation techniques to staff of the
Sheriff’s Department, Adult Probation and local/state/municipal police agencies at a cost
of $24,235.00 for the period of July 1, 2010 through October 30, 2010. The cost is being
covered by the Mental Health Court Planning Grant.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Advertising
Order Form between the County of Franklin and DEX for CenturyLink for advertising in
the yellow pages in 2010 phone directory at a cost of $690.50 per month for the period
of July 1, 2010 through June 30, 2011.
The Board reviewed additional Commissioners Office matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
Addendum #1 to the Agreement dated April 29, 2010 between the County of Franklin
and Integrated Technology Applications (ITA) to increase hours by 45 hours at a rate of
$75.00 per hour, not to exceed $3,375.00. All other terms and conditions of the original
agreement will remain in full force and effect.

The Board reviewed Community Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Report on food
distribution to PA Department of Agriculture in the amount of $3,449.44 for personnel,
travel, copies, telephone, supplies/postage, space costs, & liability insurance for the
period of April through June, 2010.
The Board reviewed additional Community Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
Report on food distribution to PA Department of Agriculture in the amount of $269.28 for
personnel, travel, copies, telephone, supplies/postage, space costs, & liability insurance
for the period of April through June, 2010. This is a separate invoice due to coming from
ARRA funds.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Hazardous
Material Emergency Response Preparedness Assessment Update for Calendar Year
2009.
The Board reviewed additional Emergency Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
Maintenance Quote from Environmental Systems Research Institute (ESRI), Inc. for
software maintenance for GIS mapping at a cost of $9,500.00 for the period of October
2, 2010 through October 1, 2011.
The Board reviewed Information & Technology matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Quote from
Novell for Groupwise Renewal at a cost of $31,831.20.
The Board reviewed additional Information & Technology matters. On a motion
by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
Quote from CSP Enterprises to provide antivirus software at a cost of $7,026.00. Three
quotes were received and this was the lowest qualified quote.
The Board reviewed FSNRC matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the
County of Franklin and General Healthcare Resources, Inc. to provide temporary staffing
for the nursing department at a cost according to the rate schedule on usage for the
period of July 8, 2010 through July 7, 2011 and can be renewed automatically for 1 year
if agreed by both parties.
In accordance with PA Act 14 notification, Washington Township Supervisors
notified the County of a Pennsylvania Department of Environmental Protection Water
Obstruction and Encroachment permit to repair existing bridge located in Washington
Township.
In accordance with PA Act 14 notification, DL George & Sons notified the County
of a Pennsylvania Department of Environmental Protection General Permit for two
natural gas fired boilers at the Landis Complex located in the Borough of Waynesboro.
In accordance with PA Act 14 notification, Pennsylvania Department of
Conservation and Natural Resources notified the County of a Pennsylvania Department
of Environmental Protection Water Obstruction Permit being applied by Michaux State
Forest to rehabilitate a bridge located in Quincy Township.

The Board reviewed Jail matters and conducted a bid opening for the Sale of
a 1974 Dodge Snow fighter with snow plow. Three bidders submitted bids. On a
motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to award to Rick Ackerman for a total bid of $301.99. This was the highest
bid received.
The Board reviewed Emergency Services matters. This was the advertised
date to receive bids for a 1996 Ford Aerostar Van. No bids were received. This will
be rebid at a later date or sent to auction.
The Board met with the County Solicitor to review related matters.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
to enter an executive session at 9:26 a.m. this date for the

purpose to review Litigation matters involving Keystone Services Systems vs.
Assessment. The Board reconvened into regular session at 9:41 a.m.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to authorize Mary Beth Shank to be designee to enter into
agreement necessary for payment of Jim Stine, Attorney, as Discovery Master and costs
associated with appointment of the master involving the Keystone Services Systems tax
appeal.
The Board recessed until 10:00 and will reconvene at the Nursing Home.
Dr. Barry Parks, Nursing Home Administrator, James Faust, QUnique, Mary
Kimmel, Finance Manager and Alma Cullers, Director of Nursing met with the Board
to review the Falling Spring Nursing and Rehabilitation Center Governing Board
Report which is attached and made a part of these minutes.
The meeting was adjourned at 11:07 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
