Shawn Meyers, President Judge Harold Wissinger, Controller Heather Franzoni, Warden Ben Sites, Sheriff Doug Wilburne, Probation Chief Carrie Gray, County Administrator Geoffrey Willett, Probation Deputy Chief Ellen Eckert, Pre-Release Supervisor Jeffrey Scott, Deputy Warden Kayla Stoner, Probation Supervisor Michelle Weller, FCJ Deputy Warden John Thierwechter, Asst County Administrator David Sunderland, Deputy Warden Nicole Godfrey, Intern I. The meeting was called to order by Commissioner Flannery at 8:30 AM. II. Public Comment A. There was no public comment III. Minutes for the October 2024 meetings were discussed. A. Commissioner Horst moved to accept the minutes, Judge Meyers seconded the motion and the minutes were unanimously approved. IV. Warden’s Report A. There were 120 commitments and 128 discharges in October. B. The average daily population was 213. The average daily population for males was 174 and it was 42 for females. C. The recidivism rate for all commitments was 47%. The recidivism rate for only those committed on new charges was 47%. D. A snapshot look at the jail’s numbers on November 1st showed there were 86 sentenced and 137 unsentenced inmates. There were two inmates on approved temporary absences to other county jails and 13 awaiting transport to the state institution. E. There was $1660 in revenue from Room & Board fees and $5703 collected from Central Booking fees. F. The average length of stay for those released in October was 46 days. G. A breakdown of billing for inmate housing was presented. There was $4455 billed to house 2 Fulton County inmates in September and October. H. A breakdown of the demographic statistics for October indicated that males made up 78% of the population, 72% of the population were white, 36% of the population was between the ages of 25-34, 71% were single and 82% had at least their high school diploma. I. PrimeCare’s medical report was presented. There were 1091 sick calls. There were 11 outside medical appointments and four trips to the ER. There was one hospital admission for 24 days. There were 689 mental health contacts. There was one inmate at Torrance State Hospital and two awaiting transfer. There were five participants in the Sex Offender’s Treatment Program. There were 64 in the Medication Assisted Therapy (MAT) program. There were 136 on the MH caseload and an additional 46 with SMI diagnoses. There were 29 commitments placed on detox protocol. There was one positive case of COVID in inmates. J. September’s expenditures and budget were discussed. K. Controller Wissinger moved to accept the Warden’s report, Commissioner Horst seconded the motion and the report was unanimously approved. V. Intermediate Punishment report A. The Pre-Release department received 53 intakes in October and 34 discharges. B. There were 11 inmates placed into employment in October. C. There were 1,952 hours of community service completed. D. The Drug and Alcohol RIP/DCIP program had 75 offenders. There were six successful discharges in October. E. The Pre-Trial Supervision program had 40 offenders. F. The Sex Offender Program had 40. G. There were eight offenders on the Mental Health caseload. H. The Electronic Monitoring Program had 16 offenders. I. There were 13 offenders detained in October and there were 16 that were given alternative sanctions. J. There were 118 daily jail bed days saved by using the alternative sanctions of electronic monitoring (280 days), DCIP/D&A RIP (2004 days), intensive supervision (91 days) and pre-trial release (1286 days). K. The Work Release program collected $17,061 and the Probation Department collected $186,141 in October. VI. Jail Expenses A. Sheriff Sites moved that the jail’s current bills be paid, Controller Wissinger seconded the motion and the motion was unanimously approved. VII. Old Business A. Warden Franzoni provided a staffing update. There are 68 officer positions filled, three applicants pending and 35 vacancies. She said that the jail continues to work with the Human Resources Department on recruitment. Warden Franzoni introduced David Sunderland as the new Deputy Warden of Inmate Custody. B. Warden Franzoni gave a facilities update. There are two vendor meetings scheduled for the jail’s camera upgrade project. Two member of the jail’s Correctional Emergency Response Team have been certified to train staff in defensive tactics. The jail has established a new Honor Guard, and their first training is scheduled for this month. VIII. New Business A. The Prison Board was reminded that a jail tour would take place immediately after the meeting. IX. The next meeting is scheduled for December 10, 2024 at 8:30AM at the Franklin County Administration Building. Controller Wissinger moved to end the meeting, Sheriff Sites seconded the motion and the meeting was adjourned.
