FRANKLIN COUNTY PRISON BOARD MINUTES
Franklin County Jail
August 13, 2024

I. The meeting was called to order by Commissioner Flannery at 8:30 AM.
II. Public Comment
A. There was no public comment
III. Minutes for the July 2024 meetings were discussed.
A. Controller Wissinger moved to accept the minutes, Commissioner Horst seconded the
motion and the minutes were unanimously approved.
IV. Warden’s Report
A. There were 127 commitments and 127 discharges in July.
B. The average daily population was 233. The average daily population for males was 192 and it was 42
for females.
C. The recidivism rate for all commitments was 45%. The recidivism rate for only those committed on
new charges was 42%.
D. A snapshot look at the jail’s numbers on August 1st showered there were 103 sentenced and 133
unsentenced inmates. There were two inmates on approved temporary absences to other county jails
and eight awaiting transport to the state institution.
E. There was $1,455 in revenue from Room & Board fees and $4,616 collected from Central Booking
fees.
F. The average length of stay for those released in July was 59.8 days.
G. A breakdown of the demographic statistics for July indicated that males made up 76% of the
population, 73% of the population were white, 37% of the population was between the ages of 25-34,
71% were single and 82% had at least their high school diploma.
H. PrimeCare’s medical report was presented. There were 1123 sick calls. There were 21 outside medical
appointments and eight trips to the ER. There were two hospital admissions. There were 808 mental
health contacts. There were three inmates that required 1:1 observation. There were no inmates at
Torrance State Hospital. There were seven participants in the Sex Offender’s Treatment Program.
There were 59 in the Medication Assisted Therapy (MAT) program. There were 172 on the MH
caseload and an additional 29 with SMI diagnoses. There were 32 commitments placed on detox
protocol. There were no positive cases of COVID.
I. July’s expenditures and budget were discussed.
J. Controller Wissinger moved to accept the Warden’s report, Commissioner Horst seconded the motion
and the report was unanimously approved.
V. Intermediate Punishment report
A. The Pre-Release department received 56 intakes in July and 31 discharges.
B. There were eight inmates placed into employment in July.
C. There were 1,882 hours of community service completed.
D. The Drug and Alcohol RIP/DCIP program had 67 offenders. There were four successful discharges in
July.
E. The Pre-Trial Supervision program had 37 offenders.
F. The Sex Offender Program had 46.
G. There were 26 offenders on the Mental Health caseload. Chief Wilburne reported that the process of
assigning offenders to this caseload is being reviewed and the caseload is projected to increase.
H. The Electronic Monitoring Program had 10 offenders.
I. There were 10 offenders detained in July and there were 11 that were given alternative sanctions.
J. There were 86 jail days saved by using the alternative sanctions of electronic monitoring (326 days),
DCIP/D&A RIP (1185 days), intensive supervision (31 days) and pre-trial release (1136 days).
K. The Work Release program collected $21,209 and the Probation Department collected $222,909 in
July.
VI. Jail Expenses
A. Judge Meyers moved that the jail’s current bills be paid, Controller Wissinger seconded the motion and
the motion was unanimously approved.
VII. Old Business
A. DW Franzoni provided a staffing update. The Deputy Warden of Inmate Custody position has been
posted.
B. DW Franzoni gave a facilities update. The request for proposals for the update on the jail’s security
cameras is scheduled to close on Aug.18th.
VIII. New Business
A. There was no old business
IX. The next meeting is scheduled for September 10, 2024 at 8:30AM at the Franklin County Administration Building.
Controller Wissinger moved to end the meeting, Commissioner Horst seconded the motion and the meeting was
adjourned.
