VI. Partner Updates
a. Commute PA Update - Matt Boyer gives an update on CommutePA. They had a
College Month promotion in October. Franklin County placed 3rd in ‘Clash of the
Counties,’ and CommutePA added 201 new people and members. Continuing to move
forward on the congestion management process.
b. Rabbittransit Update - David Juba from RabbitTransit gives an update on
RabbitTransit.
c. PennDOT Update - Sarah McHugh has a construction update on the Anthony
Highway Resurfacing SR997 Section #42. $2.1 million original contract. 4.7 mile
resurfacing in Guilford, Quincy, and Greene Townships. Final Inspection happened and
all the work is now complete.
d. FHWA Update - Kenana from FHWA let us know Ronnique Bishop will be back to
being our contact on Monday.
e. Director’s Report – Quentin Clapper lets the room know he has taken over the role
as Planning Director and that the Senior Planner position is currently in the process of
being filled.
f. Staff Report – Matthew Romero says the HPMS sampling was conducted on
November 8th and will have the report back to PennDot by the beginning of December.
Staff is working on developing the list of annual obligations, as well as developing a TIP
overview document.
VII. Future Meetings - Feb 13th Next meeting
a. January 16th – TAC Meeting 9:30 A.M. (TBD)
b. February 13th – Policy Board Meeting 10 A.M.
VIII. Public Comment - Preston Spahr - President of Mercersburg vibrancy steering
committee - have engaged with HRG as a DCED Matched project to deliver a
Comprehensive Plan for the Mercersburg area covering Montgomery Township, Peters
Township and Mercersburg Borough. The Comp Plan will be delivered to these
municipalities within the next 30 days and that will start the 45 day public review period,
and also a 30 day period for County and School District Review. Preston will return at the
February meeting to present this to the group. DRAFT

Dear Planning Partners:
Pursuant to the Code of Federal Regulations (23 CFR § 490) regarding National Performance Management Measures for the Highway Safety Improvement Program
(HSIP), Pennsylvania has established the 2025 targets for the following Safety
Performance Measures:
1)Number of fatalities2)Rate of fatalities per 100 million Vehicle Miles Travelled (VMT)
3)Number of serious injuries
4)Rate of serious injuries per 100 million VMT5)Number of non-motorized fatalities and serious injuries
The Pennsylvania Department of Transportation (PennDOT) is required to establish
these targets by August 31st each year. The 2025 targets found in Table 1 of the enclosure
are based on a data driven trend analysis of the statewide fatality and suspected serious injury numbers (2 percent annual fatality reduction and maintaining level suspected serious injuries).
Metropolitan Planning Organization (MPOs) are required to establish targets within
180 days of PennDOT establishing its targets (by February 27, 2025) either by agreeing to plan and program projects in support of the PennDOT targets, or by establishing their own quantifiable targets. For consistency, PennDOT is requesting Rural Planning Organizations (RPOs) follow the same procedure. Table 2 of the enclosure reflects values
for your MPO/RPO based on the same methodology that was used at the state level.
The MPOs that establish quantifiable fatality rate or serious injury rate targets shall report the VMT estimate used for such targets and the methodology used to develop the estimate. The methodology should be consistent with other Federal reporting
requirements, if applicable. MPOs/RPOs wishing to establish their own quantifiable targets
are requested to coordinate with PennDOT as early as possible, but no later than December 31, 2024.

A state is determined to have met or made significant progress toward meeting established targets if the outcome in 4 of 5 performance measures is better than the baseline number. For Pennsylvania’s 2023 targets, the Federal Highway Administration (FHWA) will report this determination by March 31, 2025.
Based on preliminary data, we do not expect Pennsylvania to meet our 2023 targets and anticipate will be subject to the provisions of 23 United States Code § 148 (i). This will require the Department to submit an implementation plan that identifies gaps, develops strategies, action steps and best practices, and includes a financial and performance
review of all HSIP funded projects. This plan will be due June 30, 2025. In addition, we will
be required to obligate in Federal Fiscal Year (FFY) 2026 an amount equal to the FFY 2022 HSIP apportionment ($125,848,562).

The MPO/RPO agrees to plan and program projects so that they contribute toward the accomplishment of the established PennDOT targets. The MPO/RPO will have the option to establish quantifiable targets of their own each year when new
PennDOT targets are established. Table 2 of the enclosure reflects corresponding
MPO/RPO values.
The MPO/RPO has established quantifiable targets for each performance measure
for our planning area. The targets and methodology used to develop them are
enclosed with this letter. This option will require PennDOT coordination with the Federal Highway Administration to ensure that the targets established are not just aspirational but achievable based on the projects that are programmed on the MPO/RPO’s Transportation Improvement Program. If choosing this option please
notify the Center for Program Development and Management (CPDM) by
December 31, 2024.

Increasing the PE phase of Lincoln Way Intersection Safety
Imp for $538,401 in FFY 2025 for completing the alternative
analysis process and then progressing the Preliminary
Engineering phase which includes project management and
environmental studies. This project may consist of safety
improvements, potentially including an intersection
realignment with lane widening or converting the intersection
to a roundabout at the intersection of US 30 (Lincoln Way)
and SR 4013 (Sollenberger Road) in Hamilton Township and
Adding/increasing the FD phase of I-81 New Interchange
(Exit 12) for $134,036 in FFY 2025 for Alternate Pavement
design modification per CO, on going utility coordination and
development including now incorporating utility plans/items
not originally scoped, GP-11 permit determined during final
design for culvert repairs. This project consists of a new
interchange (Exit 12) on I-81 at Guilford Springs Road
overpass, Franklin County. Guilford Springs Road is a
township road and the bridge over I-81 is a state-owned
bridge. The estimated let date for this project is 12/11/2025.

Project Scope
SR 0997-042 is a 4.76-mile resurfacing project consisting of base repair,
overlay with some variable depth milling, minor drainage updates, guiderail
updates, and other miscellaneous work, all as indicated on the approved
drawing included in the Bid Package for STATE ROUTE 0997, SECTION 042,
FRANKLIN COUNTY, GUILFORD, QUINCY, & GREENE TOWNSHIPS, from
Segment 0230 Offset 0570 (Paving notch north of West Branch Antietam Creek) to Segment 0320 Offset 3451 (Intersection of SR 0997 and SR 0030), for an overall project length of 25,091.00 linear feet (4.752 miles).
Project Update
Final inspection held on October 9, 2024. All physical work is complete. One
additional corrugated metal cross pipe was replaced with an elliptical
concrete pipe. Project added a three-day detour to replace the two cross
pipes. Project had various other quantity overruns most notably 25mm base
replacement and stone shoulder backup.

Project Scope This project consists of a bridge replacement on SR 0011 (West King Street) over Norfolk Southern Railroad and other miscellaneous construction, all as

ROUTE 0011, SECTION 095, in FRANKLIN COUNTY, SOUTHAMPTON
TOWNSHIP and SHIPPENSBURG BOROUGH, from Segment 0540 Offset
3134 to Segment 0560 Offset 0111, for an overall project length of 1,164
linear feet (0.306 mile).

Project Update This contract has a one year waiting period at the beginning to obtain all
required railroad coordination. If all required railroad coordination is
attained prior to the first 365 days, the contractor will be able to begin
work only when authorized in writing by the Department. This one year
waiting period will also be used for utility coordination and relocation.
Utility pole and overhead wire relocations labeled as prior work have not
yet been completed. Utility coordination meetings will begin soon, and we
do not foresee any utility delays at this time. Physical work expected to
start Spring 2026.
