HomeMy WebLinkAbout2025.5.15 Meeting PacketFRANKLIN COUNTY METROPOLITAN PLANNING ORGANIZATION POLICY BOARD MEETING February 13, 2025 – 10:00 am Franklin County Administrative Building, Room 824 272 North 2nd Street Chambersburg, PA 17201 Minutes Member in Attendance: Sam Cressler, Sharon Coffman, Dean Horst, Bob Ziobrowski, John Flannery, Ted Sheehe, Rich Reisinger, Jason Stains, David Mackley, Jessee McMath, Carrie Gray, Travis Brookens Staff in Attendance: Quentin Clapper and Matthew Romero I.Welcome and Introduction – Sam Cressler – Sam calls the meeting to order at 10:10am, and thanks everyone in attendance for coming II.Moment of Silence III.Pledge of Allegiance IV. Approval of Meeting Minutes – November 21, 2024 – Motion to approve November 21st meeting minutes made by Bob Ziobrowsi, seconded by Sharon Coffman. Passed unanimously. V.Presentation – Mercersburg-Montgomery-Peters Joint Comprehensive Plan Preston Spahr of Mercersburg Vibrancy Steering Committee gives a presentation on the efforts of the Mercersburg-Montgomery-Peters Joint Comprehensive Plan. Shares that the comprehensive plan started in January 2024 and is slated for adoption in March 2025. VI. Business a.PM 1 Safety Target Letter – Ted requests that questions regarding the calculations for the PM1 Safety Target Letter be forwarded to the PennDOT Safety Management Department. Sam raises questions concerning the projected increase in fatality/serious injury rates without an increase in VMT, especially regarding an increase in area warehouse developments. Motion to approve made by David Mackley, seconded by Bob Ziobrowski . Motion passed unanimously. b.2025-2028 TIP Modifications – Jeff Puher addresses modifications that occurred for items on the 2025-2028 TIP. c.2025-2028 TIP at a Glance Document – Quentin explains the TIP at a Glance document provides a summary level to how projects and work phases are programmed for the 2025-2028 TIP. He says the document is currently still in development, and asks for member input as to what information they believe should be included and/or further expanded upon.DRAFT d. CVRT Feasibility Study Update –Brian Funkhouser of Michael Baker International discusses the findings of the Cumberland Valley Rail Trail extension feasibility study, and goes over several recommendations that have been developed following the study’s conclusion. Sam Cressler expresses that he would like to take a form of action on the matter. Area resident Hugh Graham would like to see an emphasis on the proposed extension effort between Menno Haven and Wilson College. Preston Spahr of MVSC expresses an interest for the trail to expand westward so Mercersburg area can link up in the future. Bob Ziobrowski inquires if contact has been made with nearby properties. Sam Cressler had communicated with Tom Newcomer on bringing trail extensions out from Shippensburg and Chambersburg. He states some properties at the north end have expressed interest in the extension. David Mackley expressed concerns over who would pay to construct, own, and operate the facilities. Quentin Clapper shared that it is CVRTC’s intention to move the project forward. Sam Cressler put forward a motion to recommend the County to look into the prospect of an official map, seconded by Jessee McMath. Motion passed (11-1). VII. Partner Updates a. Commute PA Update – Current Vice –Chair and Secretary were nominated and appointed to their second two-year terms. Has applied for national accreditation and is expecting to hear back in March. b. Rabbittransit Update – No update. c. PennDOT Update – Carey Mullins provides updates on several projects, explaining that Mitchell Knorr Contracting has been selected for the PA997 & SR2015 Intersection Project and that the railroad has filed an action with the PUC and PennDOT is awaiting administrative response for the King Street Bridge in Shippensburg. d. FHWA Update –Ronnique Bishop relays that New Executive orders effecting FHWA has led to them relaying specific questions to H.Q for clarity and guidance. e. State/Federal Legislative Update – No update. f. Director’s Report – Quentin Clapper informs members of the findings of the 2024 Annual Report, with 502 new housing units proposed in the County and 6.2 million square feet of warehousing/flex space. TIP process will begin in several months, and LRTP will start to be addressed in fall. DRAFT g. Staff Report – Matthew Romero says that the Annual List of Obligated Projects was released to the public at the end of 2024, they have received the PM2 & PM3 target letter announcing no changes to measure targets, that a Request for Proposals is currently being drafted for a new on- call consultant which will be released before the next meeting, and staff is collaborated with York County as York initiates a regional freight summit. Eckman, Inc. Original Contract Value $12,877,625.31 NTP date 12/9/2024 Original Completion Date 11/14/2028 Project Scope This project consists of a bridge replacement on SR 0011 (West King Street) over Norfolk Southern Railroad and other miscellaneous construction, all as indicated on the approved drawings included in the Bid Package for STATE ROUTE 0011, SECTION 095, in FRANKLIN COUNTY, SOUTHAMPTON TOWNSHIP and SHIPPENSBURG BOROUGH, from Segment 0540 Offset 3134 to Segment 0560 Offset 0111, for an overall project length of 1,164.00 linear feet (0.306 mile). Previous Update This contract has a one year waiting period at the beginning to obtain all required railroad coordination. If all required railroad coordination is attained prior to the first 365 days, the contractor will be able to begin work only when authorized in writing by the Department. This one year waiting period will also be used for utility coordination and relocation. Utility pole and overhead wire relocations labeled as prior work have not yet been completed. Utility coordination meetings will begin soon and we do not foresee any utility delays at this time. Physical work expected to start Spring 2026. Previous Update Let date was January 16, 2025. Pre-construction meeting tentatively scheduled for February 26th. Physical work expected to start in Spring 2025. Project Update • Contractor started excavating for Post-Construction Stormwater Control Measures, vegetated swales, and drainage pipes. • Temporary concrete barrier has been installed along SR997. • Utilities have begun their relocations. • Contractor plans to implement detour to Tomstown Road (local road) in the near future. • No project delays or overruns at this time. Original Contract Value $17,840,777.77 NTP date 3/24/2025 Original Completion Date 7/16/2027 Project Scope This project consists of milling, concrete patching, asphalt resurfacing, guiderail updates, signage, and pavement markings on I-81 Northbound and Southbound from the Maryland State Line to Milepost 6, all as indicated on the approved drawings included in the Bid Package for STATE ROUTE 0081, SECTION 099, in FRANKLIN COUNTY, ANTRIM TOWNSHIP, from Segment 0002 Offset 0000 and Segment 0003 Offset 0000 to Segment 0060 Offset 1831 and Segment 0061 Offset 1831, including adjacent interchange ramps SR 8001, SR 8003, and SR 8005, for an overall project length of 33,543.00 linear feet (6.35 miles). 3 Project Update • Contractor scheduled to begin work Sunday evening May 11, 2025. • Milling and removal of existing blacktop will take place first followed by full and partial depth concrete patching and then placement of asphalt binder course and stone matrix asphalt wearing course. • Nightly lane closures will take place from 7PM to 6AM Sunday night through Thursday night with Friday night as a rain makeup. • Work this year will be from mile markers 3 to 6 Northbound and Southbound. • Work at Maryland state line will take place next year from state line to mile marker 3 North and South. • Contractor has requested and received permission to reduce speed limit from 65MPH to 55MPH during work hours. • State Police and Automated Work Zone Speed Enforcement will be utilized.
