HomeMy WebLinkAbout2023.08.17 Meeting Minutes FRANKLIN COUNTY METROPOLITAN PLANNING ORGANIZATION POLICY BOARD MEETING MINUTES August 17, 2023 – 10am In attendance: Virtual- Brian Funkhouser, Richard Reisinger, Larry Shifflett, Matt Crea, Pam Hess, Jeff Puher, Matt Boyer, Dave Mackley*, Beth Nidam, Guy Shaul, Ray Green*, Sarah McHugh In person - Carey Mullins*, Bob Ziobrowksi*, John Flannery*, Sam Cressler*, Tom Newcomer*, Quentin Clapper, Steve Thomas, Zak Long, Sheena Baker, John Thierwechter, Carrie Gray*, Jesse McMath*, Allen Piper, Vernon Ashway, Kenana Zejcirovic, Fred Young, Chris Ardinger, Benjamin Singer, Jeff Heverley, Troy Okum, Phil Wolgemuth I. Welcome and Introduction – Sam Cressler - Sam welcomes the group and thanks everyone for attending. II. Approval of Meeting Minutes – May 11, 2023 – Action Motion to approve minutes made by Tom Newcomer, Seconded by Bob Ziobrowksi. Motion carried unanimously. III. Presentation a. Chambersburg Borough South Gate Improvements TASA Project. Troy Okum and Phil Wolgemuth give a presentation of the Southgate Redevelopment, with conceptual drawings and plans, and discusses the conceptual rail trail enhancement plans. Tom Newcomer suggests making a motion to support this project. Motion to support the Southgate Redevelopment TASA application made by Tom Newcomer, seconded by Bob Ziobrowski. Motion carried 7-0-2 with PennDOT abstaining. IV. Business a. 23-26 TIP Amendment - Action Carey Mullins discusses the TIP Amendment. Stated that the let date is incorrect. Correct date is September 26, 2024. Motion to adopt the proposed amendment made by Bob Ziobrowksi, Seconded by Tom Newcomer. Motion passed unanimously. b. I-81 Safety Follow Up Quentin Clapper gives the follow up for Commissioner Keller’s question at the previous meeting about speed limits on 81. He states a change in speed limit has not been referenced in any planning around I-81. c. I-81 Prioritization Study Update Brian Funkhouser presents the I-81 Prioritization plan. He explains all the levels of Service, and shows the capacity analysis. Steering Committee Meeting is to be held on August 25th. Then initiate a 30 day review and public comment period. The final report will be presented to the MPO after incorporating public review. d. Future Work Tasks and Studies Quentin Clapper provided current proposed work tasks and requested feedback on what additional plans or data collection would be beneficial to municipalities and the region. V. Partner Updates a. Susquehanna Regional Transportation Partnership Update Matt Boyer gives a brief update on the SRTP activities. SRTP is working on obtaining funding to support Safe Routes to School in the region and a regional congestion management plan. b. Rabbittransit Update Beth Nidam had to leave the meeting early, but left notes that Rabbittransit is continuing to stay busy with the Same-Day Shared Ride pilot program and the Stophopper program. Carrie Gray shared that Rabbittransit received an IMPACT Grant to expand the Stophopper to Fayetteville. c. PennDOT Update Kenana gives an update on 997 bridge. Now open to traffic. Part of a 5.1 mile resurfacing project. Some paving and drainage work left, but is expected to be done by September. d. FHWA Update - None e. Director’s Report Steve Thomas states the county municipal summit is coming up soon. Also the draft comprehensive plan is available for public comment now. f. Staff Report Quentin Clapper gives a brief update on HPMS sampling, Waynesboro/Washington Trail Study, 25-28 TIP Update, and the Public Participation Plan review. VI. Future Meetings a. October 19 – TAC Meeting 9:30 A.M. b. November 16 – Policy Board Meeting 10 A.M. VII. Public Comment Dave Mackley states a resident at the Exit 12 project named Ronald Cosey (Address: 2935 Guilford Springs Rd) has concerns about this project. He said small portion of Guilford Springs Rd looks like its being moved close to the front door of his house. Kenana states all residents will be contacted if their property is being affected. ROW person will be in contact after the plan is drafted. VIII. Adjournment - Meeting adjourned at 11:26 AM
