POLICY BOARD MEETING
February 15, 2023 – 10:15am

In attendance: Steve Thomas, Zak Long, Quentin Clapper, Matthew Romero, Sharon Coffman,
Sam Cressler, Jesse McMath, Kenana Zejcirovic, Rich Reisinger, Gavin Gray, Sarah McHugh,
Ben Singer, Travis Brookens, Dean Horst, Carrie Gray, Sheena Baker, Rebecca Countess, Lisa

I. Welcome and Introduction – Sam Cressler welcomes the board and
thanks everyone for attending.
II. Election of Officers
a. Chair - Nomination for Sam Cressler to continue as Chair made by Rich
Reisinger, seconded by Dave Mackley. Motion passed unanimously.
b. Vice-Chair - Nomination for Jason Stains to continue as Vice-Chair made
by Sharon Coffman, seconded by Jesse Mcmath. Motion passed
unanimously.
c. Secretary - Nomination for Franklin County Planning Department to
continue as Secretary made by Jesse McMath, seconded by Sharon Coffman.
Motion passed unanimously.
III. Approval of Meeting Minutes – November 16, 2023 – Motion to approve
the November 16, 2023 meeting minutes made by Ray Green, seconded by Jason
Stains. Motion passed unanimously.
IV. Business
a. 2024 Safety Performance Targets PM-1, - Quentin states these were provided
in the packet for review and represent the PennDOT thresholds for safety
improvement. Motion to approve the 2024 Safety Performance Targets PM-1
made by Ray Green, seconded by Carrie Gray. Motion passed unanimously.
b. 2024-2025 UPWP Final Draft Adoption - Motion to adopt the 2024-2025
UPWP Final Draft made by Rich Reisinger, seconded by Jesse Mcmath.
Motion passed unanimously.
c. 2025-2028 TIP Development - Steve Thomas describes the purpose and
requirements of a TIP. Quentin adds that we are working to complete the narrative
portion. Balanced draft TIP ready to go with the projects outlined. Kenana
provides extra TIP information - when they look at these items, they look at carry-
over projects, and then look at new projects. Once Exit 12 is off the TIP, new
projects can be added.
V. Partner Updates
a. Susquehanna Regional Transportation Partnership Update - Stacy Newcomer
says they have rebranded. They used to be Commuter Services of PA, Now they
are CommutePA. Every year they do a year in review. Franklin County trips
reduced 32.5 tons of CO2. 70k+ miles taken off the roadway.
b. Rabbittransit Update - David Juba presents on the Stop Hopper microtransit
service. Beth Nidam gives a brief update on the same-day transit service and the
$1 surcharge removal. They have partnered with Franklin County to provide no-
cost transportation for veterans in Franklin County. It goes to the VA clinic in
Hagerstown and the VA hospital in WV and back.
c. PennDOT Update - Kenana - Exit 12 estimated let date June 26, 2025.
997 SR2015 Washington Township, finalizing construction drawings, working to
get permitting and right-of-way. Sept 12, 2024 estimated let date.
d. FHWA Update - Ronnique not in attendance.
e. Director’s Report – Steve Thomas gives an update on our staffing and the
CVRT expansion.
f. Staff Report – Matthew Romero provides the staff report.
VI. Future Meetings
a. April 18 – TAC Meeting 9:30 A.M.
b. May 16 – Policy Board Meeting 10 A.M.
