POLICY BOARD MEETING

I. Welcome and Introduction - Sam Cressler welcomes the Board and thanks everyone
for attending. Meeting was called to order at 10:03 AM.
II. Approval of Meeting Minutes – February 15, 2024 – Motion to approve the
February 15, 2024 meeting minutes made by Sharon Coffman, seconded by Kevin
Keefe. Motion passed unanimously.
III. Business
a. Public Participation Plan Update Adoption - Matthew points out significant
updates that were made to both this and the Title VI Plan involve updates to
county demographic information according to the 2017-2021 ACS results. In
particular to the PPP, updates to board and staff makeup and social media/web
resources were made. Motion to approve the 2024 Public Participation Plan
update made by Bob Ziobrowksi, seconded by Ted Sheehe. Motion passed
unanimously.
b. Title VI Update Adoption – Matthew says that this plan update expands on
MPO resources open to the public and LEP population, and refined the method
for submitting grievances. Motion to approve the 2024 Title VI Plan update
made by Dean Horst, seconded by Sharon Coffman. Motion passed
unanimously.
c. 2025-2028 Draft Transportation Improvement Program Discussion - Matthew
introduced the 2025-2028 draft TIP for approval, giving a rundown on each item
in the order in which they needed to be approved:
• Response to Comments Received - No comment was received from
members of the public during the public review/comment period.
• Air Quality Conformity Determination Report – Motion to approve
made by Dave Mackley, seconded by Sharon Coffman. Motion
passed unanimously.
• Air Quality Conformity Resolution - Motion to approve made by Ted
Sheehe, seconded by Dave Mackley. Motion passed unanimously.
• MPO Self-Certification – Motion to approve made by Sharon
Coffman, seconded by Kevin Keefe. Motion passed unanimously.
• TIP Resolution – Motion to approve made by Sharon Coffman,
seconded by Dean Horst . Motion passed unanimously.
• TIP/STIP Memorandum of Understanding – Motion to approve made
by Sharon Coffman, seconded by Dave Mackley. Motion passed
unanimously.
• 2025-2028 Draft Transportation Improvement Program Adoption -
Motion to approve made by Dave Mackley, seconded by Sharon
Coffman. Motion passed unanimously.
d. Carbon Reduction Program Guidance - Matthew introduced the draft CRP
guidance and scoring matrix, which he is looking to be utilized for the selection of
project proposals aimed to reduce regional carbon emissions. Motion to
approve made by Bob Ziobrowksi, seconded by Ted Sheehe. Motion
passed unanimously.
IV. Partner Updates
a. Commute PA Update - Matt Boyer says the April Earth Month promotion was
successful and 23 organizations participated. May is National Bike Month. 272
members joined Commute PA last month. Involvement is still being maintained in
the bike share initiative.
b. Rabbittransit Update - Beth Nidham and David Juba not in attendance.
c. PennDOT Update - Kenana Zejcirovic says the resurfacing PA997 project is
complete and the road is open. Ted Sheehe explains that Kevin Keefe has been
with the department for 32 years, and has been newly appointed as District
Executive for Engineering District 8-0 as of March 30, 2024.
d. FHWA Update - Ronnique Bishop - Transportation access pilot program
Letters of Interest are due by June 7th. Seeking to find transportation agencies
that are looking at transportation accessibility studies for technical assistance,
not for funding opportunities.
Upcoming webinars on bicycle and pedestrian, Ronnique will send out further
information.
e. Director’s Report – Steve Thomas - On-call contract with Michael Baker set to
expire in 2025 - will issue a RFP for on-call consultant in Summer/Fall.
TAC reorganization - Consistent trouble obtaining quorum, and looking to instead
have a staff committee for projects, or to pursue a more regional approach. Steve
will move ahead with some ideas for this - none are opposed to this.
f. Staff Report – Matthew Romero - CVRT Extension Steering Committee kickoff
meeting is scheduled for May 22nd. Chambersburg Borough received $734k for
the pedestrian/bike trail by Southgate Shopping Center.
V. Future Meetings
a. July 18 – TAC Meeting 9:30 A.M.
b. August 15 – Policy Board Meeting 10 A.M.
VI. Public Comment
a. Sam Cressler asks if there is anything being done regarding trucks consistently
parking on the side of I-81. Carey Mullins says District 8 is not currently working
on anything, but there is a truck parking study that was done on this matter by
the previous Director Brian Hare. Ronnique at FWHA is going to follow up with
their freight person, and will reach back out with more information. Ted Sheehe
says he will also reach back out with more information.
b. Bob Ziobrowski expressed frustration over the status of I-81 as only a 2-lane
highway.
VII. Adjournment
Motion made by Bob Ziobrowski, seconded by Sharon Coffman. Meeting
adjourned at 10:50 AM.
