Welcome and Introduction - Sam Cressler - Sam Cressler welcomes the room and thanks everyone for coming before calling the meeting to order at 10:02 am. II. Moment of Silence III. Pledge of Allegiance IV. Approval of Meeting Minutes May 16, 2024 Action - Motion to approve made by Richard Reisinger, seconded by Bob Ziobrowski. V. Business a. 2025-2027 Unified Planning Work Program Update Discussion - Quentin introduces an explanation of the UPWP; Matthew says that 2025-2027 UPWP guidance was received on July 16 from PennDOT, and that an initial draft will be shared with PennDOT and FHWA/FTA for a 45-day review period before being introduced for a 30-day public review and comment period, with the aim to introduce a final draft for approval at the next policy board meeting. b. Proposal to Convert TAC Meetings to Ad-Hoc Status Discussion/Action - Motion to authorize staff to make changes to the bylaws to convert meetings to ad-hoc meetings. Motion to approve made by Sharon Coffman, seconded by Dean Horst. None opposed. c. 2023 2026 TIP Amendment: Increase for UTL Phase of I-81 Exit 12 Interchange Action - Sarah McHugh introduces the TIP modification, which outlines a needed fund increase due to added inflation and contingency costs, additional pipe relocation and engineering costs, and added relocation costs. She then states an estimated let date of the project for June 26, 2025, with an estimate of less than 3 years until completion. Motion to approve made by John Flannery, seconded by Dean Horst. None opposed. VI. Partner Updates a. Commute PA Update - Update provided on community usage b. Rabbittransit Update - Not in attendance c. PennDOT Update - No current updates from District 8-0. Central Office shares that the 2025-2028 STIP was adopted by the State Transportation Commission on August 14, 2024. d. FHWA Update - Kenana Zejcirovic shares that she has accepted a position with FHWA, and explained that as Ronnique Bishop is on another temporary placement, to reach out to Gene Porochniak and herself in her stead until the end of November. e. Steve Thomas - CVRT - Peyton Trussel from Michael Baker discusses the feasibility study for the CVRT. f. Staff Report - Matthew Romero discusses the UPWP update, status of the Cumberland Valley Rail Trail extension feasibility steering committee, HPMS samples, and request for project proposals for the Carbon Reduction Program. VII. Future Meetings a. October 17 TAC Meeting 9:30 A.M. - No meeting on October 17th, TAC will be moved to Ad-Hoc. Meeting will be canceled and advertised. b. November 21 Policy Board Meeting 10 A.M. VIII. Public Comment - None IX.
