HomeMy WebLinkAboutMPO Policy Board Minutes 11.21.24 FRANKLIN COUNTY METROPOLITAN PLANNING ORGANIZATION POLICY BOARD MEETING November 21, 2024 – 10:00 am Franklin County Administrative Building, Room 824 272 North 2nd Street Chambersburg, PA 17201 -MINUTES- Members In attendance: David Mackley, Carey Mullins, Nate Walker, Jessee McMath, Sharon Coffman (Alt.), Sam Cressler, Dean Horst Staff in Attendance: Quentin Clapper, Matthew Romero, Zak Long I. Welcome and Introduction – Sam Cressler - Sam Cressler welcomes the board and thanks everyone in attendance for coming. II. Moment of Silence III. Pledge of Allegiance IV. Approval of Meeting Minutes – August 15, 2024 – Action - Motion to approve August 15th meeting minutes made by David Mackley, Seconded by Dean Horst. Passed unanimously V. Business a. 2024-2025 Unified Planning Work Program Budget Amendment - Action - Motion to approve the budget amendment as presented made by Carey Mullins, Seconded by Nate Walker. Passed unanimously b. 2025-2027 Draft Unified Planning Work Program – Discussion/Action - Motion to approve the 2025-2027 UPWP made by Dean Horst , Seconded by David Mackley. Passed unanimously c. MPO Bylaw Amendment - Action - Motion to approve bylaw amendment made by Sharon Coffman, Seconded by Jessee McMath. Passed unanimously d. 2025-2028 TIP Amendments - Action - Motion to approve the TIP amendments made by Sharon Coffman, Seconded by Dean Horst. Passed unanimously e. Establishing 2025 Meeting Schedule – Discussion - Quentin presented the meeting dates for next year and there were no questions or comments. f. CVRT Feasibility Study Update - Brian Funkhouser discusses the Cumberland Valley Rail Trail Feasibility Study progress. VI. Partner Updates a. Commute PA Update - Matt Boyer gives an update on CommutePA. They had a College Month promotion in October. Franklin County placed 3rd in ‘Clash of the Counties,’ and CommutePA added 201 new people and members. Continuing to move forward on the congestion management process. b. Rabbittransit Update - David Juba from RabbitTransit gives an update on RabbitTransit. c. PennDOT Update - Sarah McHugh has a construction update on the Anthony Highway Resurfacing SR997 Section #42. $2.1 million original contract. 4.7 mile resurfacing in Guilford, Quincy, and Greene Townships. Final Inspection happened and all the work is now complete. d. FHWA Update - Kenana from FHWA let us know Ronnique Bishop will be back to being our contact on Monday. e. Director’s Report – Quentin Clapper lets the room know he has taken over the role as Planning Director and that the Senior Planner position is currently in the process of being filled. f. Staff Report – Matthew Romero says the HPMS sampling was conducted on November 8th and will have the report back to PennDot by the beginning of December. Staff is working on developing the list of annual obligations, as well as developing a TIP overview document. VII. Future Meetings - Feb 13th Next meeting a. January 16th – TAC Meeting 9:30 A.M. (TBD) b. February 13th – Policy Board Meeting 10 A.M. VIII. Public Comment - Preston Spahr - President of Mercersburg vibrancy steering committee - have engaged with HRG as a DCED Matched project to deliver a Comprehensive Plan for the Mercersburg area covering Montgomery Township, Peters Township and Mercersburg Borough. The Comp Plan will be delivered to these municipalities within the next 30 days and that will start the 45 day public review period, and also a 30 day period for County and School District Review. Preston will return at the February meeting to present this to the group. IX.
