a. 2025-2027 Unified Planning Work Program Update Discussion - Quentin introduces
an explanation of the UPWP; Matthew says that 2025-2027 UPWP guidance was
received on July 16 from PennDOT, and that an initial draft will be shared with
PennDOT and FHWA/FTA for a 45-day review period before being introduced for a
30-day public review and comment period, with the aim to introduce a final draft
for approval at the next policy board meeting.Draft
b. Proposal to Convert TAC Meetings to Ad-Hoc Status Discussion/Action - Motion to
authorize staff to make changes to the bylaws to convert meetings to ad-hoc
meetings. Motion to approve made by Sharon Coffman, seconded by Dean Horst.
None opposed.
c. 2023 2026 TIP Amendment: Increase for UTL Phase of I-81 Exit 12 Interchange
Action - Sarah McHugh introduces the TIP modification, which outlines a needed
fund increase due to added inflation and contingency costs, additional pipe
relocation and engineering costs, and added relocation costs. She then states an
estimated let date of the project for June 26, 2025, with an estimate of less than 3
years until completion. Motion to approve made by John Flannery, seconded by
Dean Horst. None opposed.
VI. Partner Updates
a. Commute PA Update - Update provided on community usage
b. Rabbittransit Update - Not in attendance
c. PennDOT Update - No current updates from District 8-0. Central Office shares
that the 2025-2028 STIP was adopted by the State Transportation Commission on
August 14, 2024.
d. FHWA Update - Kenana Zejcirovic shares that she has accepted a position with
FHWA, and explained that as Ronnique Bishop is on another temporary
placement, to reach out to Gene Porochniak and herself in her stead until the end
of November.
e. Steve Thomas - CVRT - Peyton Trussel from Michael Baker discusses the
feasibility study for the CVRT.
f. Staff Report - Matthew Romero discusses the UPWP update, status of the
Cumberland Valley Rail Trail extension feasibility steering committee, HPMS
samples, and request for project proposals for the Carbon Reduction Program.
VII. Future Meetings
a. October 17 TAC Meeting 9:30 A.M. - No meeting on October 17th, TAC will be
moved to Ad-Hoc. Meeting will be canceled and advertised.

POLICIES, PROCEDURES, AND BYLAWS
I.MPO Objectives
A.Name
Franklin County Metropolitan Planning Organization (FCMPO), herein referred to as the
MPO or FCMPO.
B.Purpose
The Franklin County Metropolitan Planning Organization was designated by the
Secretary of Transportation on behalf of the Governor of Pennsylvania on March 27,
2013. The MPO succeeds the Franklin County Rural Planning Organization established
in May of 2009.
As an MPO, Franklin County is required to have a Policy Board. This is a requirement by
the Code of Federal Regulations, Title 23, Planning Assistance and Standards,
Metropolitan Planning Organization: Designation and Redesignation (23 CFR sec.
450.306).
The MPO is the official transportation planning organization for Franklin County
recognized by PennDOT. Federal law and regulations establish five (5) core functions of
an MPO that include the following objectives:
1.Establish and manage a fair and impartial setting for effective regional decision-
making in the transportation planning area.
2. Identify and evaluate alternative transportation improvement options by using data
and planning methods to generate and evaluate alternatives.
3. Prepare and maintain a Long-Range Transportation Plan (LRTP). The MPO is
responsible for developing and updating LRTPs for the planning area for a period of
at least twenty (20) years that fosters mobility and access for people and goods;
efficient system performance and preservation; and good quality of life.
4. Develop a Transportation Improvement Program (TIP). The MPO is responsible for
developing a short-range (four-year) program of transportation improvements based
on the LRTP. The TIP should be designed to achieve the area's goals using spending,
regulating, operating, management and financial tools.
5.Involve the general public and all significantly affected sub-groups residing in
Franklin County in the four (4) core functions listed above.Draft

II. Policy Board
A. Voting Members
The Policy Board shall be comprised of thirteen (13) voting members and additional
non-voting members.
Voting members of the Policy Board shall be appointed by the Franklin County
Commissioners for staggered three (3) year terms from the following groups in the
community:
Three (3) Votes-County Board of Commissioners
One (1) Vote - PennDOT District 8-0, District Executive
One (1) Vote - PennDOT Central Office Representative
Two (2) Votes - Current member of Township governing body that is located within the
County
Two (2) Votes - Current member of a Borough governing body that is located within the
County
One (I) Vote-Economic Development representative that is located in the County
One (I) Vote- Bicycle and Pedestrian representative that is located in the County
One (1) Vote -Transit community representative that is located in the County
One (1) Vote-At-large representative that is located in the County
Each voting member may assign a designee in the event they are not able to attend a
meeting. In the event both the appointed voting member and their designee are present,
only the appointed member shall cast a vote.
B. Non-Voting Members
Non-voting members will include: a representative of the Hagerstown/Eastern Panhandle
MPO, representatives from the Federal Highway Administration, PennDOT, the
Commonwealth House and Senate, and the United States Congress and Senate, and other
members deemed necessary by the Franklin County Commissioners.
Such non-voting members shall receive MPO reports and agendas and shall be entitled
to participate in MPO discussions but shall not vote. Draft

C. Policy Board Terms of Office
The Policy Board members shall serve terms of three (3) years; with the exception of
Franklin County Commissioners who shall serve one (l) year terms.
Upon expiration of the terms of office, voting members shall be reappointed by the
Franklin County Commissioners using the Franklin County Planning Department's
reappointment process.
D. Policy Board Officers
The Policy Board will be directed by a Chairman. Additional officers shall be the Vice-
Chairman and Secretary. A staff person may serve as Secretary but shall have no vote.
Election of Officers
The Chairman and other officers shall be elected annually by members of the MPO.
Duties of Officers
The Chairman shall preside at all meetings of the Policy Board, call special meetings,
establish committees, appoint committee chairmen, and delegate other tasks and
assignments as may be appropriate.
The Vice-Chairman shall preside at all meetings of the Policy Board in the absence of the
Chairman.
The Secretary or designated staff shall be responsible for seeing that all meetings are
recorded, and for sending and receiving correspondence of the Policy Board.
Removal of Officers
Officers can be removed from office at any time for just cause by a majority vote of all
voting members of the Policy Board.
E. Policy Board Quorum
A majority of the voting board membership shall constitute a quorum for the conduct of
business.
F. Policy Board Voting
Each voting member of the Policy Board shall be allowed to cast one vote. Conference
calls or email meetings are acceptable for special circumstances as defined on a case-by-
case basis. Motions shall be passed by a majority vote of the voting members present at a

III. Committees
FCMPO may choose to establish committees at its discretion to enhance its operations.
Examples of these committees include, but are not limited to, a citizen advisory
committee, an air quality advisory committee, or others as deemed appropriate by the
Policy Board.
The Chairman may appoint such committees as are desirable for accomplishing the
purpose of the Policy Board. Committees may include persons other than Policy Board
members.
IV. Meetings
Regular meetings shall be at least quarterly. The location shall be at the Franklin County
Administrative Building unless otherwise designated by the Chairman or staff. Special
meetings shall be held at the call of the Chairman, or at the request of staff as defined in
the meetings and procedures policy adopted by the Policy Board. Public notice of the
meetings will be available on the Franklin County website and advertised in a local
newspaper.
FCMPO reserves the right to use technology to hold meetings through teleconference,
videoconference, or other similar virtual communications with seven (7) days' notice and
if all persons participating in such a meeting can address the entire group. Members of
the public can join any scheduled virtual meeting through instructions on the MPO's
website.
A. Conduct of Meetings
All regular and special meetings shall be open to the public, in accordance with the
Federal Sunshine Act (5 U.S.C. 552b, Open Meetings) and with Pennsylvania's Right to
Know Law of 1957 (P.L. 390, No. 212). The meetings shall be subject to Robert's Rule
of Order.
The minutes and all materials presented to the MPO at such meetings shall be public
record and shall be available to view at the Franklin County Planning Department's
website (franklincountypa.gov) and at the Planning Department office located at 272
North Second Street Chambersburg, PA 17201 within a reasonable amount of time after
the prior meeting.
Meetings shall be open and accessible to the public, including persons with disabilities.
The MPO shall conform to the Americans with Disabilities Act (ADA) of 1991. Draft

V. Removal from Policy Board or Committees
A. Policy Board
Any Policy Board member may be removed for malfeasance, misfeasance, or
nonfeasance in office or for other just cause by the majority vote of the Franklin County
Commissioners, after the member has received fifteen (15) days advance notice of the
intent to take such a vote. A hearing shall be held in connection with the vote if the
member shall request it in writing.
B. Committees
Any committee member may be removed for malfeasance, misfeasance, or nonfeasance
in office or for other just cause by the majority vote of the Policy Board, after the
member has received fifteen (15) days advance notice of the intent to take such a vote.
VI. Attendance
The Policy Board and committee members shall attend a minimum of fifty percent (50%)
of all their respective meetings, whether regular or special. Any member who is unable to
attend meetings should notify the staff prior to the meeting.
VII. Vacancies
Any appointment to fill any vacancy created by removal, resignation or otherwise shall
be only for the unexpired term of the vacant position.
VIII. Staff
The Franklin County Planning Department will provide the necessary staff for the
functions of the MPO. The staff shall be funded from the annual grant contract with
PennDOT.
IX. Finances
The Policy Board and committees shall operate within a budget as approved annually by
PennDOT and the Franklin County Commissioners. Board and committee members shall
not receive salary or payment for their services on the Policy Board or committees but may
be reimbursed for expenses incurred in the course of their service. The Policy Board or
committees may receive assistance from other sources or planning consultants as needed.
No member of the Policy Board or committees shall be liable for the debts of the Policy
Board or committees.
X. Public Official and Employee Ethics Law
All members and employees of the Policy Board and committees shall comply with the
provisions of the Public Official and Employee Ethics Act, 65 Pa. C.S. §§ 1101-1113. Draft

XI. Amendments
The By-Laws may be amended at an MPO meeting by a majority vote of the entire
membership of the Policy Board, subject to the approval of the Franklin County
Commissioners provided such amendments, along with a notice of the date of the
meeting, shall have been circulated to all members of the Policy Board and the
Commissioners at least seven (7) days prior to the meeting.
EFFECTIVE DATE
These By-Laws shall be effective November 27, 2024 upon approval by the Franklin
County Metropolitan Organization and Franklin County Board of Commissioners.

on I-81 at Guilford Springs Road overpass,
Franklin County. Guilford Springs Road is a
township road and the bridge over I-81 is a
state-owned bridge. This project has an

Transit Asset Management (TAM) Performance Targets FY2025
EXECUTIVE SUMMARY FOR MPO
SRTA (dba rabbittransit) is providing an update of the below identified performance targets for
the upcoming fiscal year 2025 report period ( July 1, 2024 – June 30, 2025).
The most recent update provided to the MPO of the TAM targets was provided in 2022 for the
FY2023 – 2026 updated to SRTA’s TAM Plan consistent with the 4-year horizon requirement. No
changes were made in FY2024.
Changes were deemed appropriate by SRTA staff in the FY2025 TAM target review process.

replacement.
Facilities remain unchanged with the only asset needing imminent replacement being the SRTA
administrative facility at Cameron St. in Harrisburg.

Project Scope:
SR 0997-042 is a 4.76-mile resurfacing project consisting of base repair, overlay with some variable
depth milling, minor drainage updates, guiderail updates, and other miscellaneous work, all as indicated
on the approved drawing included in the Bid Package for STATE ROUTE 0997, SECTION 042, FRANKLIN
COUNTY, GUILFORD, QUINCY, & GREENE TOWNSHIPS, from Segment 0230 Offset 0570 (Paving notch
north of West Branch Antietam Creek) to Segment 0320 Offset 3451 (Intersection of SR 0997 and SR
0030), for an overall project length of 25,091.00 linear feet (4.752 miles).
Project Update:
Final inspection held on October 9, 2024. All physical work is complete. One additional corrugated
metal cross pipe was replaced with an elliptical concrete pipe. Project added a three-day detour to
replace the two cross pipes. Project had various other quantity overruns most notably 25mm base
replacement and stone shoulder backup.
