THURSDAY, AUGUST 26, 2010
The Franklin County Commissioners met Thursday, August 26, 2010, with the
following members present: Robert L. Thomas and Robert G. Ziobrowski. Vice
Chairman Thomas presided and after calling the meeting to order, and the Pledge of
Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved the minutes of August 5, 2010, August 17, 2010 and August 19,
2010 meetings.
Commissioner Thomas informed everyone present of the Department of
Emergency Services Open House that is scheduled for Friday, August 27, 2010.
The Board reviewed Children & Youth matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the Certification
Statement to the Commonwealth of Pennsylvania for the period of July 1, 2009 through
June 30, 2010.
The Board reviewed additional Children & Youth matters. On a motion by Robert
G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the Revised
Certification Statement to the Commonwealth of Pennsylvania for the period of July 1,
2009 through March 31, 2010.
The Board reviewed MH/MR matters. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to
execute the Memorandum of Understanding between the County of Franklin, Brian
Stouffer (d/b/a 2B Accessibility) and Ryan and Susan Funk to include the following
conditions for the installation of a track system in the home of Ryan and Susan Funk:
2B Accessibility agrees to warrant all parts used in the installation of the track for a
period of two years from date of installation; 2B Accessibility agrees to the addition of
ninety degree track over the tub and to mount the battery charger and condor over the
wire; The Funks agree to indemnify Franklin County, Brian Stouffer and 2BAccessbility
for any damage or injury caused due to track system close to a ceiling fan; Track has
been inspected and installed properly and no other issues exist. This Agreement
constitutes the entire understanding between the parties and cancels and supercedes all
prior negotiations, representations, understandings and agreements.
The Board reviewed additional MH/MR matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved Revision #3 to the
Mental Retardation Report of Income and Expenditures to the Commonwealth of
Pennsylvania, DPW - Bureau of Financial Operations for the Fiscal Year 2008-2009.

The Board reviewed additional MH/MR matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the Joinder
Agreement between the County of Franklin and County of Fulton to establish a joint
Mental Health/Mental Retardation and Drug & Alcohol Program for the period of July 1,
2010-December 31, 2012.
The Board reviewed Transportation matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Chairman of
the Board to execute the Agreement between the County of Franklin and Route Match to
include additional GIS data, additional licensing for 1 additional vehicle , custom report
and billing re-configuration at a cost of $12,410.00.
The Board reviewed Visitors Bureau matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the Amendment to
the Agreement dated July 8, 2010 between the County of Franklin and Printed Image,
LLC to increase the contract amount from $39,451.25 to $40,634.79 due to industry-
wide increases in printing. All other terms of the July 8, 2010 contract shall remain
unchanged.
Dr. Barry Parks, Nursing Home Administrator, Carol Knisely, QUnique
President CEO, Mary Kimmel, Finance Manager and Alma Cullers, Director of
Nursing met with the Board to review the Falling Spring Nursing and Rehabilitation
Center Governing Board Report which is attached and made a part of these minutes.
The meeting was adjourned at 10:38 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
