HomeMy WebLinkAbout2025-06-18 Commissioners Meeting WEDNESDAY, June 18, 2025 The Franklin County Commissioners met at 6:30 p.m. on Wednesday, June 18, 2025, with the following members present: Dean A. Horst, John T. Flannery, and Robert G. Ziobrowski. Commissioner Horst first welcomed former Chairman Sam Worley. He then stated th that next week's meeting has been moved to Tuesday June 24 at 10 AM due to a conflict of schedules with the Commissioners. He then presided and after calling the meeting to order, a Moment of Silence and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. County Administrator Carrie Gray asked to amend the consent agenda and that 3.04 the agreement with Environmental Systems Research Institute, Inc. (ESRI) and 3.05 agreement with Penn State Harrisburg be removed for the solicitor to look at them and they should be back on the agenda next week. On a motion by John T. Flannery; seconded by Robert G. Ziobrowski; the Board unanimously approved to adopt the amended agenda. The minutes of the June 11, 2025 meeting were reviewed. On a motion by John T. Flannery; seconded by Robert G. Ziobrowski; the Board unanimously approved the minutes. th There was public comment from Valerie Jordan who stated on June 11 regular agenda, you approved a new security control and surveillance system for the county jail. In reading this item, she gathered this item was not budgeted for because you sought to find money to cover this expense in two budgetary accounts in this ye She googled the useful life of video surveillance cameras. Stated was the following: Outdoor cameras have a useful life between 4 and 6 years, longer for indoor cameras with good maintenance done to them. She then asked the following questions. after allocating a part of it for a security control surveillance system? How much money was in this reserve to begin with? Has our coroner determined the cause of death of the inmate who died in our county jail? When will this information be released to the Public? number of inmates in our county jail at one time. On reimbursement amount to EMS providers responding to calls at our county jail? A suggestion for transparency sake: Put that dollar amount on the agenda for the Public to read. She was used to seeing that done back in New Jersey. Please consider putting your agendas along with the approved minutes online. When you approve the minutes, you approve your agendas. If do it. Commissioner Horst stated that he would respond to one of her questions right now. The Resolution for the EMS for jail runs, whiche Pleasant Hall, Fayetteville, they get that $50. The rest of her questions will be answered in an email. On a motion by John T. Flannery; seconded by Robert G. Ziobrowski; the Board unanimously approved all amended consent agenda items to include: All bills presented and ordered paid in the amount of $3,738,677.83. Agreement between the County of Franklin and Leadership Franklin County (LFC), to require students to work in teams to complete community service projects. For this project, Archives proposes to work with one LFC team to produce up to nine research guides - one guide for each of the LFC Course Components (Agriculture, Arts, Criminal Justice, Economic Development, Education, Health, History/Tourism, Local Government and Nonprofit Impact). Lease agreement between the County of Franklin and Darren Garvin for the HUD Permanent Supportive Housing Lease Program that covers total rent plus any landlord-covered utilities at a cost of $10,200.00 for the period of June 1, 2025 through June 1, 2026. The County holds the lease with the landlord and the participant subleases from the County. Program participants are responsible for any utilities not included in the lease rent, up to 30% of their adjusted gross income. Participants are linked with supportive services and case management to assist them with maintaining permanent stable housing. This will be paid from the HUD grant. Agreement between the County of Franklin and Entrust Corporation for the annual renewal of our MultiFactor Authentication software at a cost of $21,035.70. This will be paid by an allocation across all operations. About 68% is estimated to be paid by the General Fund. Agreement between the County of Franklin and Ahead, Inc. for hardware support for our data storage devices associated with our virtual server environments at a cost of $32,601.57. This will be paid by an allocation across all operations. About 68% is estimated to be paid by the General Fund. Agreement between the County of Franklin and Tuscarora School District to provide $24,791.52 to the County of Franklin to assist in funding the School Based Juvenile Probation Program for the 2025-2026 school year. Grant agreement in the amount of $25,000 between the County of Franklin and CCAP for funding to be used to implement essential security upgrades to our Human Services Building to ensure the safety of occupants, protect valuable property and deter potential threats. The Board reviewed regular agenda items. Ms. Gray provided a high-level overview of each of the actions. Agreement between the County of Franklin and AllCom Global Services to install three access controls door systems, a Bosch Intrusion Detection System, and cabling at the human services building at a cost of $54,259.57. $25,000.00 of this will be paid by a CCAP Loss Prevention Grant and the other $29,259.57 will be paid by Workers Comp Reserve funds. Commissioner Horst asked if the equipment is movable if we move from the current Human Services Building. Ms. Gray statedthe equipment is, yes. On a motion by John T. Flannery; seconded by Robert G. Ziobrowski; the Board unanimously approved the contract. Resolution 2025 -10 to authorize payments to EMS providers responding to calls for assistance at the Franklin County Jail. This will be paid by the General Fund. On a motion by John T. Flannery; seconded by Robert G. Ziobrowski; the Board unanimously approved the resolution. Commissioner Horst stated that on Friday Sam Worley turned 104. It is an honor to have Mr. Worley with us this evening. He is a former Chairman of the Board of Commissioners and his service to our community whether it be here as a board of commissioner, or on borough know him and speak with him and hear his stories and seek his wisdom. We appreciate all that he has done and wCommissioner Flannery stated thank you for your service to our country. Thank you for your commitment to Franklin County. Over the years that he has known him, it has been and continues to truly be his honor to know him and call him a friend. Commissioner Ziobrowski stated that he would like to say that he has known Mr. Worley all his life, but probably the opposite is more true because he was baptized in his church and grew up with his son Bill. Mr. Worley knew him before he knew anything. Mr. Worley and his late wife June, use to play bridge with his parents so our families go way back. At 104 years old, he has lived a full life and they hope he has a few more years yet. As a borough council member, as a mayor, as a county commissioner, and still working for PLGIT, which is remarkable. still employed. Thank you for all your service. Mr. Worley said thank you for this kind invitation to be here. This is the first public board meeting that he has attended since he left office in 1997. He has attended the retirement board meetings, and they have been very interesting. He thinks Franklin County is fortunate to have three young commissioners to handle the affairs of Franklin County. Things have changed so dramatically since he left office. We have a nice board meeting room here. We have the agenda on the He is pleased to have the pleasure ofknowing all three of the Commissioners, some a little longer than others. doing and the effort that they spend in running the affairs of the county. Franklin County is thought of as being one of the outstanding counties of the 67, and he has seen it grow from one class to another class. He asked if Franklin County is now a class three. The Commissioners all stated class four. Mr. Worley continued that makes our population over 160,000. Commissioner Horst stated we are right there at 159,000 at the last census. Mr. Worley stated that he wished them success in office and he thanked them for allowing him to come tonight and spend a few moments with them. He is from the old school and he guessed some of the things that he looks at he questions whether we should be doing it or not, but he approves the efforts that are spent in bringing our county up to date and looking modern in the eyes of the community. He comes from Path Valley and called that the land of milk and honey but they call this area here the queen city of the Cumberland Valley, which covers the entire valley of Franklin. He then thanked the see everyone and hopes to be invited back again. Commissioner Horst stated that he could come back anytime he wanted to come back. Weekly, monthly, we would love to see him. Commissioner Horst then read the Citation for Samual W. Worley which is attached and made apart of these minutes. Commissioner Horst asked to have Press Time moved to before the executive session. Commissioner Horst asked if there was any issues from the other Commissioners to move Press Time before executive session. Pat Ryan from 103.7 stated thank you for honoring Mr. Worley. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; the Board unanimously approved to enter an executive session at 6:57 p.m. for the purpose of reviewing real estate matters. There will be action required after the executive session. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; the Board unanimously approved the amendment to the agreement of sale for the real estate located at 440 Walker Road, Chambersburg, 17201to extend by 60 days due to an easement discussion for the easement that comes around behind the backside of WellSpan that the County currently holds.
