Are you able to share who they are or their roles? A: The evaluation team will include members of County staff with knowledge of the benefits field and/or County operations. Names are not disclosed in order to discourage any attempts to directly market or influence evaluation team members. Q. Insurance Pools - Can you clarify whether “insurance pools” refers to captives, consortiums, or other group arrangements? A: Health insurance pools refers to captives and consortiums. Q: Cost Management Placement and Weighting - Scope items 16 and 17 reference cost management, but it's not directly addressed in the proposal questions outside of wellness. Should broader cost strategies be included in Section 4.09 ("Other")? Also, while not listed in the scoring breakdown, will cost management still be considered in the evaluation? A: Yes please include broader cost strategies in Section 4.09 Other. And yes, cost management will be considered in the evaluation. Q: Organizational Chart - Would you prefer a chart showing only the proposed PA service team to Franklin County, or a much broader view including our national leadership? A: The team dedicated to Franklin County services, plus one expanded tier for broader context. Q. Linked Materials - Would you prefer we print the contents of linked materials (e.g., sample dashboards, communications) for the hard copies, or keep those as hyperlinks in the digital submission? A: Keep linked materials in digital submission. While the County appreciates the inclusion of information that is relevant and will help us make the best decision, we also appreciate conciseness and do not wish to see extraneous information as marketing materials. Q. Section 4.09 ("Other") Page Limit - Is there a preferred or maximum length for Section 4.09 ("Other")? A: There is no page limit for section 4.09 "Other." While the County appreciates the inclusion of information that is relevant and will help us make the best decision, we also appreciate conciseness and do not wish to see extraneous information as marketing materials. Q: Section II 457b Deferred Compensation with Voya Financial: Can you confirm if the retirement savings management is not a part of the RFP? A: The selected broker will not serve as fiduciary to our deferred compensation plan. Q: Section II ERP/MUNIS: listed as HRIS Software and PrimePay listed as ACA Compliance Navigator: Can you confirm what platform is used currently for the online benefits enrollment? A: Enterprise ERP/Munis is used for benefit enrollment. Q: Can you please confirm which payroll services/software you are using? Is there anything special to consider for our proposal regarding payroll or the EDI Feeds? A: Enterprise ERP/Munis is the payroll software the County uses. Q: Section III, The third item lists Analyzing Claims Experience. Is there a claims analytics platform or vendor currently being utilized in compliment to your benefits programs? A: The County does not house a claims analytics platform or work directly with any vendor to do so. Q: Section III, The 13th item addresses the 5500 Filing and the 401k plan. Can you please confirm what will be the requirements/expectations of filing the 5500? A: The expectation is for the contractor to work with HR staff to complete filling requirements. Q: Section 4.07 – Technical Proposal, the fifth bullet references “knowledge of insurance pools.” Could you please further define insurance pools in the context of this RFP? A: Health insurance pools as in captives and consortiums. Q: In section II of the Attachment A – Qualification Statement, there is a request for the request of broker financials. At the time we submit our bid, are we required submit our financials (sealed and marked confidential) and complete Attachment A, including the yes/no questions asking if we, “agree to provide the financial statement” with a yes or no answer? Or, do we only complete Attachment A and wait to submit the actual financials if we become the successful in this first phase? A: Submission of financials and completion of Attachment A are required for this initial or first phase response to the RFP.
